Council of the City of Port Orchard, Washington, called to regular session at 7:30 PM by
Mayor Pro-tem John Clauson. Councilmembers present: Childress, Morrison, Geiger,
Powers, and Grable. Staff present: Police Chief Mathews, Deputy Clerk Hager, City Planner
Brown, Fire Deputy Chief Wernet, City Attorney McCloskey and City Clerk Parks.
Mayor Pro-tem Clauson led the audience and Council in the Pledge of Allegiance.
On motion by Councilman Geiger, seconded by Councilman Grable, Council approved
consent agenda items as follows:
3.a. October 25, 1993 Council meeting minutes as amended.
3.b. Payment vouchers as follows: Claims Warrant No. 19583-19657 in the
amount of $233,374.33 and October 1993 Payroll Warrant No. 118565-
118738 in the amount of $156,240.36.
3.c. 1994 Animal Control Agreement
3.d. Municipal Court expenditure of $1,719.42 to purchase a Lanier Recorder
System to replace current recording system.
3.e. Authorization for Mayor Weatherill to sign Interlocal Agreement regarding
Emergency Communications and other Services (CEN-COM).
31 Ordinance No. 1593 amending Ordinance No. 1533 and Ordinance No.
1527 and establishing a rate of compensation for City Councilmembers and
providing limitations and procedures for review of excused and unexcused
absences.
3.g. Ordinance No. 1594 amending Port Orchard Zoning Ordinance No. 1469;
by amending the area and use maps thereof, reclassifying certain property,
Olympic Terrace Apartments (Wiley/Wolf Partnership, owner; Primark
Corporation, Applicant) located in the 700 block of Olney Avenue, North of
K-Mart Plaza and South South Cinema.
3.h. Ordinance No. 1595 fixing the amount of Ad Valorem Taxes to be raised for
the year 1994.
City Clerk Parks administered the Oath of Office to Warren R. Van Zee to fill vacancy created
by resignation of Jesse Smith. Mayor Pro-tem Clauson and fellow Councilmembers welcomed
Mr. Van Zee to his newly appointed council position.
Mayor Pro-tem Clauson presented plaques to Jesse Smith (City Council) and Ken Davis
(Planning Commission) in appreciation for their commitment and service to our community.
John Vlahovich, 517 N. 6th, Tacoma, WA, presented a proposed design for the downtown
marquee. Pro-tem Clauson referred proposed design to Street/Alley Committee for review.

Councilwoman Powers, Parks Committee Chair, advised Council of her discussion with the
Police Chief and Fire Chief concerning the Lundberg RV Park on Harold Drive. Councilwoman
Powers requested City Clerk send a letter to Jan Tanner, 1441 Shelton Lane and Roger
Prante, 2572 Harold Drive, informing them the City will continually patrol the RV Park and
report all instances to Cencom so all calls can be properly documented.
On motion by Councilman Grable, seconded by Councilman Geiger, Council authorized the
Mayor to sign Change Order No. 1 for Fire Station, Phase 2 Project in the amount of
$1,149.37 for pump station modification.
On motion by Councilman Morrison, seconded by Councilman Grable, Council excused
Councilman Clauson from the November 22, 1993 Council meeting.
