Council of the City of Port Orchard, Washington, called to regular session by
Mayor Leslie J. Weatherill at 7:30 PM. Councilmembers present: Childress,
Morrison, Geiger, Van Zee and Grable. Councilman Clauson excused (11/8/93)
and Councilwoman Powers excused (11/22/93 page 1 para. 8) Staff present:
Police Chief Mathews, City Engineer Curles, City Planner Brown, Fire Chief
Snow, City Attorney McCluskey and City Clerk Parks.
Councilman Van Zee led the audience and Council in the Pledge of Allegiance.
Mayor Weatherill called for audience comments for items not listed on this
Council agenda.
Roger Prante, 2572 Harold Dr., thanked Port Orchard Police for the increasing
Lundberg RV Park patrols. He also voiced continued concern of neighboring
residents. Concerns include but are not limited to trash, inappropriate usage
of the RV park and the safety of pedestrians walking through and past the
park. Mr. Prante proposed closing the RV park during winter months and
improved signs outlining purpose and rules of park.
Laurie Schuck, Shelton Lane reiterated Mr. Prante's concerns and
recommendation to close park.
Mayor Weatherill thanked those present concerning Lundberg RV Park and stated
their comments and recommendations would be taken under advisement.
On motion by Councilman Grable, seconded by Councilman Geiger, Council
unanimously approved consent agenda items as follows:
3a. Minutes of November 8, 1993 Council meeting.
3b. Payment vouchers as follows: Claims Warrant No. 19660-19725 in
the amount of $43,268.71.
3c. Resolution No. 1653 relating to parking, stopping or standing in
certain area of the city. This resolution reflects an amendment
to Resolution No. 1649 Section II, which prohibits parking at all
time on Bethel Avenue, on both sides, from DeKalb Street to the
south City limits.
Councilman Morrison moved to excuse Councilwoman Powers from this meeting,
seconded by Councilman Grable and carried.
Mim Heuss, Executive Director of Bremerton/ Ki tsap County Visitor and
Convention Bureau presented annual VCB report emphasizing that they are the
only agency within the area which devotes 100% of their time to promote
tourism within the Kitsap County area.

Kay Morrison representing Earl Smith of the Economic Development Council
extended Mr. Smith's regrets, he was unable to attend this meeting due to the
weather. Mrs. Morrison urged Councilmembers to appropriate 1994 budget funds
to join the EDC.
Kay Morrison introduced Jim Hall, Port Orchard Chamber of Commerce Economic
Development Committee Chair. Mr. Hall briefed Councilmembers on the
development and purpose of the Chamber EDC Committee which will focus on
economic diversification of the Port Orchard -South Kitsap area. Mr. Hall also
supported the City's proposed membership in the Economic Development Council.
Kay Morrison representing the Port Orchard Library Board, thanked the City and
City Engineer Larry Curles for their work and diligence in securing the grant
to upgrade and expand the Port Orchard library building. The Port Orchard
Branch of the Kitsap Regional Library is heavily utilized by Port Orchard and
South Kitsap County citizens. The Library's expansion will enhance the
community benefit. Engineer Curles stated construction is projected for the
summer of 1994.
Engineer Curles reported the Bethel Widening Project is complete, actual cost
figures have not been tabulated. State Department of Transportation District
3 has done a superb job keeping their overhead under control. Councilman
Geiger moved to recognize DOT District 3 personnel efforts to contain costs
and authorized expenditure for plaques and letters of appreciation to convey
the city's gratitude, seconded by Councilman Morrison and carried.
Council members set Monday, November 29, 1993 at 7:30 PM as the date and time
for the 1994 annual budget study session. This study session will be held at
736 Prospect in the Municipal Court building.
