Council of the City of Port Orchard, Washington, called to Special
Session by Mayor Leslie J. Weatherill at 7:30 P.M. Councilmembers
present: Clauson, Childress, Morrison, Geiger, Powers, Grable and
Smith. Staff Present: City Treasurer Miller, Engineer Curles, Fire
Chief Snow, Police Chief Mathews, and City Clerk Hower.
Police Chief Mathews led Council and audience in the Pledge of
Allegiance.
Mayor Weatherill informed those present the purpose of the Special
Session is to (1) hold a Public Hearing to discuss and finalize the
City's proposed 1993 budget and (2) the Council will adjourn into
executive session to discuss a personnel matter.
Mayor Weatherill opened public hearing and requested Finance Committee
Chair Robert Geiger review proposed 1993 budget package.
Councilman Geiger submitted commentary on budget preparation process
and highlighted new fire station construction project, Department of
Natural Resources notice of intent to increase water front lease area
•ental fee and potential Hotel/Motel tax revisions.
Councilman Clauson moved to reflect Hotel/Motel Tax revenues in the
1993 budget as follows: one-third (1/3) to South Kitsap Chamber of
Commerce; one-third (1/3) to Bremerton-Kitsap County Visitor and
Convention Bureau; and one-third (1/3) to be held as unallocated until
the state finalizes potential Hotel/Motel Tax revisions with the
understanding that this portion may be allocated to Fathoms 0' Fun if
their use conforms with legal requirements. Motion seconded by
Councilman Geiger and carried.
Councilmember Geiger moved to adopt the proposed 1993 Budget for the
City of Port Orchard in the amount of $13,199,227 with the Hotel/Motel
Tax revenue allocation revision, seconded by Councilmember Clauson and
carried.
Mayor Weatherill noted that the public hearing had not been closed and
public input had not been requested, thus final action on motion to
adopt 1993 budget is out of order.
On motion by Councilman Geiger, seconded by Councilman Clauson,
Council unanimously agreed to reconsider motion to approve the 1993
city budget to allow public input.
Mayor Weatherill called from public input concerning the proposed 1993
budget from those present.
Howard Minor, 1400 Bay Street, offered statistic that the proposed
1993 city budget computes to approximately $3,000 per resident of the
city.

Mayor Weatherill called for additional public input. As no further
response was received, the Mayor referred matter to Council for
consideration.
Councilman Geiger called for the question and Councilmembers approved
adoption of the 1993 budget for the City of Port Orchard as presented
in the amount of $13,199,227 with the Hotel/Motel Tax revenue
allocation revision.
At 7:45 P.M. Mayor Weatherill announced the Council will adjourn to
executive session for 20 minutes to discuss a personnel matter and
excused Department Heads.
Executive session was extended twice for additional 20 minute periods.
Mayor Weatherill reconvened Council into regular session and adjourned
the meeting at 9:00.
