01/13/1992 - Regular - MinutesPort Orchard, Washington January 13, 1992 Council of the City of Port Orchard, Washington, called to regular session by Mayor Leslie J. Weatherill at 7:30 PM. Councilmembers present: Clauson, Childress, Morrison, Geiger, Smith, Powers and Grable. Staff present: City Attorney McCluskey, Deputy Clerk Thomas, Police Chief Mathews, City Engineer Curles, Fire Chief Snow and City Clerk Hower. Police Chief Mathews led the audience and Council in the Pledge of Allegiance. On motion by Councilman Grable, seconded by Councilman Smith, Council approved the minutes of the December 23, 1991 regular meeting as distributed. City Clerk Hower administered the oath of Office to Mayor -Elect Leslie J. Weatherill and Councilmen -Elect Robert Geiger, Don Morrison, Chuck Childress and John Clauson. on motion by Councilman Clauson, seconded by Councilman Morrison, Council approved Ordinance No. 1537 reclassifying property located at the northwest intersection of Pottery Avenue and Melcher Street, from Residential Low to Residential High, Tyee Sinclair Partnership, owner of record. On motion by Councilman Geiger, seconded by Councilman Morrison, Council adopted Resolution No. 1593 setting February 10, 1992 at 7:45 PM as the date and time of public hearing to receive testimony relating to a request to vacate a portion of Bay Street. (Subject property on the west side of Bay Street approximately 100 feet south of Mitchell Point as submitted by Randy Jones.) on motion by Councilman Geiger, seconded by Councilman Clauson, Council adopted Resolution No. 1594 establishing the policy for Step Systems within the Sewer Collection System. On motion by Councilwoman Powers, seconded by Councilman Grable, Council approved format of Property Maintenance Agreement to be used by the City of Port Orchard. Peggy Patterson, Kitsap Conservation District, addressed Council concerning a proposed $3.00 assessment levy which will be placed on all residential, business and undeveloped parcels in Kitsap County to fund of the Conservation District. Ms. Patterson requested Council support and endorsement of proposed assessment. Mayor Weatherill referred proposed Conservation District Assessment to Growth Management Committee for review and recommendation. January 13, 1992 Page Two of Two Ron Ross, 616 Sidney Avenue, spoke to Council concerning the expiration of time on the zoning reclassification for his property located at 616 Sidney Avenue. Mr. Ross did not ask for an extension of time, however asked for consideration be made in setting up criteria's instead of time designations on zoning. Mayor Weatherill called for a 12 minute recess with the meeting to reconvene at 8:40 PM. Mayor Weatherill removed from Unfinished Business request from Richard L. Peterson to lease a portion of Austin Street for parking purposes. Mr. Peterson will contact the City to pursue this issue. On motion by Councilwoman Powers, seconded by Councilman Smith, Council authorized the City Engineer to submit to Mr. Rahm, owner of record, an offer to purchase 530 Bay Street property at appraisal value. Appraisal performed by William Reems approximately 12/91. On motion by Councilman Geiger, seconded by Councilman Grable, Council unanimously approved payment of vouchers as follows: Claims Warrant No. 16208-16291 in the amount of $61,074.18. On motion by Councilman Morrison, seconded by Councilman Smith, Council declared two Police Department computers as surplus; (1) IBM XT Serial No. 54536135160; (2) IBM PC Serial No. 12752115150, and authorized the disposal of these computers in the best interest of the City. On motion by Councilman Clauson, seconded by Councilman Smith, Council declared 2 garage doors; 3 gasoline pumps; 2 Engineering Department IBM computers Serial No. 85150 as surplus and authorized disposal of these items in the best interest of the City. On motion by Councilman Morrison, seconded by Councilman Grable, Council dedicated the unnamed road on the Old Clifton Property as Public right of way, subject to required engineering documents by the City Engineer. Mayor Weatherill adjourned Council into Executive Session for 10 minutes to discuss property lease negotiations. Meeting adjourned at 9:45 PM. CITY CLERK MAYOR
