03/23/1992 - Regular - MinutesPort Orchard, Washington March 23, 1992 Council of the City of Port Orchard, Washington called to regular session by Mayor Leslie J. Weatherill at 7:30 PM. Council members present: Clauson, Childress, Morrison, Geiger, Powers, Smith and Grable. Staff present: City Attorney McCluskey, Deputy Clerk Thomas, Police Sergeant Duncan, City Engineer Curles, Fire Chief Snow and City Clerk Hower. Councilman Morrison led the audience and Council in the Pledge of Allegiance. On motion by Councilman Grable, seconded by Councilman Geiger, Council approved the minutes of the March 9, 1992 regular meeting as distributed. Gwen Garrett, President, Mustang Club, requested authorization to hold car show on August 1, 1992 in waterfront parking area between Kitsap Bank and Frederick Street. On motion by Councilman Clauson, seconded by Councilman Grable, Council approved application for Public Event, as submitted by Kitsap County Mustang Club, to hold a car show on August 1, 1992 in the waterfront parking area between Kitsap Bank and Frederick Street. Approval contingent upon the City receiving required insurance certificate. Mary McClure, McClure Research Company and Jeff Peacock, Parametrix, spoke to Council regarding the proposed multi - sponsored project to improve transportation in Kitsap County. Mayor Weatherill opened Public Hearing scheduled for 7:45 PM regarding the proposed revocation of zoning classification on property located at 225 Sidney Avenue for failure to comply with the 18 month time limit. Frank Haberlack, owner of record. Doug Eide, 2475 Bethel Avenue, questioned the need for a 18 month time restriction on zoning classifications. Howard Minor, 1400 Bay Street, requested the Public Hearing be continued on behalf of Frank Haberlach, to allow Mr. Haberlach an opportunity to reply concerning his zoning classification. Mayor Weatherill called for additional input. As no response was received, Mayor Weatherill closed Public Hearing and referred matter to Council for consideration. On motion by Councilwoman Powers, seconded by Councilmen Smith and Grable, Council held over proposed zoning classification revocation, for property located at 225 Sidney Avenue, to the April 13, 1992 Council meeting, to allow Frank Haberlach an opportunity to respond to this matter. March 23, 1992 Page Two of Three Mayor Weatherill opened Public Hearing scheduled for 8:00 PM regarding the proposed revocation of zoning classification on property located in the northwest corner of Sidney/Sweany intersection, for failure to comply with the 18 month time limit, Ron Ross, owner of record. City Engineer Curles updated Council on the status of the Ron Ross, owner of record, zoning classification. Mayor Weatherill called for additional input. No response was received. On motion by Councilman Smith, seconded by Councilman Clauson, Council continued Public Hearing regarding Ron Ross, owner of record, zoning classification revocation to April 27, 1992 at 7:45 PM for further discussion on the 18 month time limit policy for zone classification. Mayor Weatherill placed into Fire Committee, for further review, proposed Mutual Aid and First Response Agreement between the City of Port Orchard and Kitsap County Fire District No. 7. Mark Williamson, Vice President, Kitsap County Assn. of Realtors read letter written by Mary Ellen Hooke, President K. C. Assn. of Realtors, in rebuttal to City Planner, Brad Davis' guest editorial on Growth Management published in The Sun on March 15, 1992. Helen Haven -Saunders, representing South Kitsap Community Coalition, complimented City Planner Davis on his guest editorial on Growth management, (The Sun, March 15, 1992). Ms. Haven-Saunder, coordinator for the Volunteer Master Recyclers, advised Council on March 28, 1992 from 10AM to 1PM the South Kitsap High School was the site for the Recycling Drop Off Center. Robert Ojima, President Downtown Merchants Association, presented a plaque to Pat Hower, City Clerk and Larry Curles, City Engineer in appreciation for their service to the citizens and business community for their professionalism and dedication to the City of Port Orchard. Mr. Ojima requested funds from the City to host a reception and ribbon cutting ceremony thanking the state for the opening of SR160. Mayor Weatherill advised Mr. Ojima the City could not legally help with funding. Several Councilmembers offered to make donations to help fund the highway opening event. March 23, 1992 Page Three of Three On motion by Councilman Geiger, seconded by Councilman Clauson, Council unanimously approved payment of vouchers as follows: Claims Warrant No. 16608-16663 in the amount of $39,051.81. On motion by Councilwoman Powers, seconded by Councilman Geiger, Council accepted a Quit Claim Deed from the Port of Bremerton for a parcel of land in Annapolis which is, situated in Section 25, Township 24 North, Range 1 Bast, Kitsap County; Tax Parcel No. 4027--028-006-0006. This parcel is to be included in the urban Forestry Program. On motion by Councilman Morrison, seconded by Councilman Grable, Council excused Councilwoman Powers from the April 13, 1992 Council meeting. on motion by Councilman Smith, seconded by Councilman Grable, Council declared two Motorola Base Stations as surplus and authorized the Fire Department to dispose of them in the best interest of the City.
