Council of the City of Port Orchard, Washington, called to
regular session by Mayor Leslie J. Weatherill at 7:30 PM.
Councilmembers present: Clauson, Childress, Geiger, Smith and
Grable. Staff present: City Attorney McCluskey, Deputy Clerk
Thomas, Police Chief Mathews, City Engineer Curies, City Planner
Davis, Deputy Fire Chief Wernet and City Clerk Hower.
Councilmembers Powers and Morrison absent (excused page 1,
paragraph 8).
Councilman Geiger led the audience and Council in the Pledge of
Allegiance.
On motion by Councilman Grable, seconded by Councilman Geiger,
Council approved the minutes of the April 27, 1992 regular
meeting as distributed.
Deputy Fire Chief Gary Wernet introduced the Port Orchard
Volunteer Firefighters. Mayor Weatherill thanked the volunteers
for their support and dedication to the City of Port Orchard.
Brian Petro, Chairman Fathoms O' Fun, introduced Manty Santana, a
student who is interested in developing a project to clean-up
Port Orchard. Mayor Weatherill thanked Mr. Santana for his
interest in the City of Port Orchard.
Brian Petro also requested the Council to reconsider the use of
the Marina Parking lot for the Fathoms O' Fun carnival.
On motion by Councilman Clauson, seconded by Councilman Smith,
Council adopted Resolution No. 1598 amending Resolution No. 1569
(increase and/or decrease of speed limits on City streets) to
reflect: (1) road name change of SR160 to Mile Hill Drive; (2)
to establish speed limits on Mile Hill Drive within the Vine
Street Corporation annexation area; (3) to include Bay Street
from Westbay north to Mitchell Point, thirty miles per hour.
On motion by Council Geiger, seconded by Councilman Smith,
Council excused Councilmembers Powers and Morrison from the
current Council meeting.
At 7:45 PM Mayor Weatherill opened Public Hearing regarding the
proposed design and land uses for the Tremont Street Corridor.
City Planner Davis, outlined the chronological history of the
Tremont Corridor and the design guidelines.

Vern Bjorkheim, 344 Sunset Lane, spoke in opposition to
commercial development along the Tremont Corridor, he would like
area to remain residential. Mr. Bjorkheim also read into record
a letter from Wanda Seals, 355 Sunset Lane, who was opposed to
any change in the comprehensive plan.
Chuck Slaughter, 1445 F-lower, spoke in favor of widening Tremont
Street, however, he expressed a concern about trees in right-of-
way which could be damaged with the widening.
Dave Vogel, property owner on the NE corner of Sidney/Tremont
intersection, urged Council to avoid making a decision tonight
and allow further study sessions.
Ed Recknagle, 198 Tremont Street, spoke in support of commercial
development along the Tremont Corridor.
Paul Mountford expressed a concern that the residential area
would be difficult to maintain as a desirable area, therefore, it
should be zoned commercial.
William Palmer, private planning consultant, reviewed guidelines
and criteria concerning the Tremont Corridor. Mr. Palmer also
requested the Council postpone any decisions for further study
sessions.
Bill Bellman, Wilkins Distributing, questioned the restriction of
auto related businesses on the Tremont Corridor.
Mark Cash, 1249 SE Station Circle, supported good business
development along Tremont and encouraged Council to keep traffic
signals at a minimal.
Richard A. Brown, urged Council to control the commercial
developments along Tremont and stressed the need for services on
the arterial.
Gary Williams, 5373 SW Old Clifton Rd., supported commercial
development and stated this area will never be a prime
residential area.
Mark Kuhlman, 672 Kitsap Lake Road, voiced concern with the
proposed plan being to specific and recommended more flexibility.
Mr. Kuhlman stressed the need for more study sessions.
Dave Simpson, 362 Sunset bane, stated residents in the affected
area would prefer to maintain current zoning of residential,
therefore, keeping traffic and impact down on Tremont.

Bob Gallegos, 134 Tremont W., requested Council to consider the
residences in the area.
Carmen Tassaro, 1523 Sidney, supported commercial development,
stating Sidney and Tremont Streets are no longer residential.
Mayor Weatherill called for additional input, either for or
against the proposed design and land uses for the Tremont Street
Corridor. As no response was received, Mayor Weatherill closed
public input portion of Public Hearing and referred matter to
Council for consideration.
Councilman Smith moved to continue Public Hearing to allow for
more study sessions, seconded by Councilman Geiger.
Councilman Ciauson amended motion to set date of Public Hearing
for July 13, 1992 at 8:00 PM with date(s) of study sessions to be
advertised, seconded by Councilman Grabie. Motion passed with 4
ayes and 1 nay, Councilman Geiger voting nay.

Mayor Weatherill declared a recess for 10 minutes and then
reconvened meeting at 9:45 PM, with Councilman Morrison in
attendance.
On motion by Councilman Geiger, seconded by Councilman Clauson,
Council adopted Resolution No. 1599 denying zone reclassification
of certain property (Willis and Sandra Wolf, owners of record)
located at 775 Olney Avenue. LEGAL DESCRIPTION: Section 25,
Township 24, Range 1 East; Parcel C Pt. of NE1/4, SE1/4 all that
pt of Folg Desc Tr lying East of Co. Rd. S1/2 of NE1/4 of SE1/4

On motion by Councilman Geiger, seconded by Councilman Grable,
Council adopted Resolution No. 1600 authorizing segregation of
properties in accordance with Section 35.44.410 Revised Code of
Washington. (U.L.I.D. No. 4686-000-001-0002 Parcel No. 4025, as
requested by Charter Title Corp on behalf of Carl E. & Chyrel A.
Pennington and Kitsap County).
On motion by Councilman Morrison, seconded by Councilman Ciauson,
Council authorized the Farmer's Market to utilize parking spaces
along boardwalk, located in lot #4, of the marina parking lot,
subject to approval of the Port of Bremerton and the Fire
Department.

On motion by Councilman Grable, seconded by Councilman Clauson,
Council excused Councilman Smith from the May 26, 1992 Council
meeting.
On motion by Councilman Geiger, seconded by Councilman Clauson,
Council unanimously approved payment of vouchers as follows:
Claims Warrant No. 16842-16920 in the amount of $101,988.28 and
April 1992 Payroll Warrant No. 115349-115501 in the amount of
$145,019.82.
On motion by Councilman Clauson, seconded by Councilman
Childress, Council approved Resolution No. 1601 setting June 22,
1992 at 7:45 PM as date and time of Public Hearing on a Petition
to vacate a portion of Morton Street. LEGAL DESCRIPTION:
Situated in Section 26, Township 24 North, Range 1 East, Kitsap
County. The full sixty foot width of Morton Street which abuts
Lots 17 and 18, Block 14 of Sidney 1st Addition and Lots 1 and 2,
Block 10 Sidney 1st Addition.
On motion by Councilman Morrison, seconded by Councilman Clauson,
Council adopted Resolution No. 1602 repealing Resolution No. 1592
and establishing regulations and fees related to parking,
stopping or standing in certain areas of the City.
On motion by Councilman Grable, seconded by Councilman Clauson,
Council excused Councilman Childress from the May 26, 1992
Council meeting.
On motion by Councilman Clauson, seconded by Councilman
Childress, Council authorized the Mayor and Police Chief Mathews
to sign Interlocal Drug Task Force Agreement and Crime Stoppers
Interlocal Agreement.
On motion by Councilman Clauson, seconded by Councilman Morrison,
Council adopted Ordinance No. 1547 vacating the sewer easement in
Rylander Addition.
On motion by Councilman Morrison, seconded by Councilman Geiger,
Council authorized the City Engineer to purchase pipe to reduce
erosion caused by street run-off from Jones Drive. Neighbors
will help to install the pipe.
On motion by Councilman Morrison, seconded by Councilman Clauson,
Council declared as surplus, a 1981 Buick Century VIN
#1G4AH69A8BH171350 and a 1980 Ford Fairlane, VIN #OK92D204517,
and authorized the City Engineer to dispose of these two vehicles
in the best interest of the City, Council also authorized
donating to the high school vocational class, a 1985 Ford LTD
which was surplused at the April 13, 1992 Council meeting.

On motion by Councilman Geiger, seconded by Councilman Clauson,
Council authorized the Mayor to sign the Host Agency Agreement
for the JPTA summer parks maintenance program.
On motion by Councilman Smith, seconded by Councilman Grable,
Council denied a request to allow a hot dog stand on the
Observation deck.
On motion by Councilman Geiger, seconded by Councilman Smith,
Council authorized the City Engineer to advertise the Bethel
Avenue Sewer Main with a bid opening date of June 18, 1992.
On motion by Councilman Clauson, seconded by Councilman Grable,
Council authorized the City Engineer to contract with Gelco Co.
to televise a 24" culvert at the former landfill.
On motion by Councilman Geiger, seconded by Councilman Grable,
Council adopted Resolution No. 1603 supporting the relocation of
the State Department of Transportation passenger only ferry from
Bremerton to Southworth.
