June 8, 1992
Council of the City of Port Orchard, Washington, called to
regular session by Mayor Pro-tempore John Clauson at 7:30 PM.
Councilmembers present: Childress, Geiger, Smith, Powers and
Grable. Staff present: City Attorney Haberly, Deputy Clerk
Thomas, City Treasurer Miller, Police Chief Mathews, City
Engineer Curles, Fire Chief Snow and City Clerk Hower.
Councilman Morrison excused.
Mayor Pro-tempore Clauson led the audience and Council in the
Pledge of Allegiance.
On motion by Councilman Grable, seconded by Councilman Geiger,
Council approved the minutes of the May 26, 1992 regular meeting
as distributed.
Mayor Pro-tempore Clauson presented a plaque to Betty Lloyd to
commemorate the dedication of Lloyd Parkway which was named in
honor of Robert Lloyd, past City Councilmember and City Clerk.
D.W. Ralph, Knights of Pythias Cemetery, requested permission to
remove trees within the Maple Street right-of-way and indicated
the City would be reimbursed for the trees in the right-of-way.
On motion by Councilman Geiger, seconded by Councilman Grable,
Council granted permission for the Knights of Pythias Cemetery to
remove trees within the Maple Street right-of-way. The City is
to be compensated for the value of the trees.
Steven Skibbs, 1200 Bethel Avenue advised Council of his plans
for property located at 1200 Bethel Avenue and requested an
extension of time limit for the commercial general zoning of this
property. After a long discussion Mayor Pro-tempore Clauson
placed this matter on hold to allow the City Engineer and Mr.
Skibbs an opportunity to discuss the new zoning regulations which
could have a strong impact on this property. LEGAL DESCRIPTION:
That portion of the SW1/4 NE1/4, Section 35, T24N, R1E, WM, and
of the SW1/4, NW1/4, Section 36, T24N, R1E, WM,. described as
follows: Beg. at the NE corner of the SE1/4, NE1/4 of said
Section 35; thence N 89* 40'25" W along the N line thereof 141.83
feet; thence S 0*08'17" E 41 feet to the POB of the tract herein
described; thence S 89*40'25" E 198.29 feet, more or less, to the
Westerly margin of Old State Hwy No. 14; thence southwesterly
along said westerly margin 300 feet; thence N 89*40'25" W to a
point which is S 0*08'17" E from the P08; thence N 0*08'17" W to
POB.
Mayor Pro-tempore Clauson opened the 7:45 PM scheduled Public
Hearing regarding the proposed water and sewer rate increases.

City Engineer Curles presented graphs and data indicating past
and future projected water and sewer revenues and expenditures.
Mayor Pro-tempore Clauson called for input either for or against
the proposed water and sewer rate increases.
Howard Minor, 1400 Bethel Avenue, spoke in favor of the proposed
water and sewer rate increases.
Mayor Pro-tempore Clauson called for further input regarding the
proposed water and sewer rate increases. As no response was
received, Mayor Pro-tempore Clauson closed Public Hearing and
referred matter to Council for consideration.
On motion by Councilman Geiger, seconded by Councilman Smith,
Council approved the implementation of the water and sewer rates
as follows: increase in monthly sewer rates from $14.00 per
month to $15.00 per month and an increase from $1.00 to $1.25 per
1,000 gallons of water for water overage.
Mayor Pro-tempore Clauson called for a recess with meeting to
reconvene at 8:50 PM.
The matter concerning Steven Skibbs request for zone
classification time limit extension was brought back to the table
for consideration. After much discussion, Councilman Geiger
moved to grant a one year time extension for commercial general
zoning for property located at 1200 Bethel Avenue with the
following conditions: (1) a dedication of 20 feet of right of way
for future road widening; (2) connection to City sewer system;
(3) adequate fire flow approved by the Fire Department; (4)
connection to stormwater system; (5) ingress and egress located
near property lines to allow for adjoining property owners,
seconded by Councilwoman Powers.
Councilwoman Powers moved to amend motion to eliminate condition
No. 5 by allowing the driveway to remain as shown on preliminary
plans, seconded by Councilman Childress and carried.
Councilman Geiger moved to table, until 10:00 PM the amended
motion granting a one year time extension for commercial general
zoning for property located at 1200 Bethel Avenue with
conditions, seconded by Councilmen Smith and Grable and carried.
Mayor Pro-tempore Clauson opened Public Hearing scheduled for
8:00 PM regarding proposed revocation of zoning classification on
property located in the northwest corner of Sidney/Sweany
intersection, Ron Ross owner of record. LEGAL DESCRIPTION: Lots
6, 7, & 8, Block 2, Plat of Sweany's Addition to Sidney as
recorded in volume 1 of Plats, page 55. Records of Kitsap
County, Washington.

Mayor Pro-tempore Clauson called for input either for or against
the proposed revocation of zoning classification. As no response
was received, Mayor Pro-tempore Clauson closed Public Hearing and
referred matter to Council for consideration.
On motion by Councilman Geiger, seconded by Councilman Clauson,
Council approved Ordinance No. 1548 revoking zoning
classification on property located in the northwest corner of
Sidney/Sweany intersection, Ron Ross owner of record. Zoning
classification reverts to Residential High.
Councilman Geiger read into record a letter from Mrs. R.B.
Wikstrom opposing the plan to moor inactive Navy ships offshore
in the inlet between downtown Port Orchard and Bremerton.
On motion by Councilman Geiger, seconded by Councilman Smith,
Council requested staff contact the appropriate authority and
invite them to speak at a future Council meeting to update the
City on plans to moor inactive Navy ships offshore in the inlet
between downtown Port Orchard and Bremerton.
Arndt Heng, 520 Sweany Street, questioned City boundaries in the
Annapolis area. Mayor Pro-tempore Clauson requested City
Engineer to provide Mr. Heng with a map depicting current City
boundaries in the Annapolis area.
On motion by Councilman Geiger, seconded by Councilwoman Powers,
Council removed from table motion granting a one year time
extension for commercial general zoning for property located at
1200 Bethel Avenue with conditions.
After continued discussion with Steven Skibbs, Councilman Geiger
moved to table, to the June 22, 1992 Council meeting, motion
granting a one year time extension for commercial general zoning
for property located at 1200 Bethel Avenue with conditions,
seconded by Councilman Smith and carried.
On motion by Councilman Geiger, seconded by Councilman Grable,
Council unanimously approved payment of vouchers as follows:
Claims Warrant No. 16978-17056 in the amount of $191,663.29 and
May 1992 Payroll Warrant No. 115502-115656 in the amount of
$148,366.64.
on motion by Councilman Geiger, seconded by Councilman Grable and
Smith, Council approved installation of a dedicated circuit line
in the Police Department for Police Department computers.

Mayor Pro-tempore Clauson set June 29, 1992 at 7:30 PM as a
Council study session for the Tremont Corridor Specific Plan.
Public is invited however. This study session is intended for
staff review of the plans and Council discussion only.
