November 23, 1992
Council of the City of Port Orchard, Washington, called to regular session by
Mayor Leslie J. Weatherill at 7.30 PM. Councilmembers present: Clauson,
Childress, Morrison, Powers, Geiger, Smith and Grable. Staff present: City
Attorney McCluskey, Assistant City Attorney Jeffery Goodwin, Police Chief
Mathews, City Engineer Curies, City Planner Longley, Fire Chief Snow, Deputy
Clerk Hager and City Clerk Hower.
Councilman Geiger led the audience and Council in the Pledge of Allegiance.
On motion by Councilman Grable, seconded by Councilman Geiger, Council
approved the minutes of the November 9, 1992 regular meeting as distributed.
Councilwoman Powers, Public Property Chair, reviewed the proposed vendor
ordinance and answered questions from Council and audience.
Carmen Davis and Nancy Hess, representing the Farmers Market, voiced strong
opposition to some aspects of the proposed vendor ordinance. Howard Minor,
1400 Bay Street, expressed concern with trend to increase regulations.
After much discussion, Mayor Weatherill referred the proposed vendor
ordinance back to the Public Property Committee for further review and
stu d y.
Mim Heuss, Executive Director, Bremerton /Kitsap Visitor and Convention
Bureau, submitted the VCB's 1992 Annual Report, the 1993 Budget and work
plan. Ms. Heuss requested the same budget allocation from the City as was
given in the 1992 budget.
Norm McLoughlin of Kitsap County Consolidated Housing Authority, reviewed
the proposed resolution adopting the Residential Anti -Displacement and
Relocation Assistance Plan of the Housing and Community Development Act.
On motion by Councilman Clauson, seconded by Councilwoman Powers, Council
approved Resolution No. 1623 adopting the Residential Anti -Displacement and
Relocation Assistance Plan under Section 104(d) of the Housing and Community
Development Act of 1974 as amended.
Jim Longley, City Planner, availed himself to answer questions concerning the
proposed Consultant Agreement and Letter of Agreement between the City and
the Phoenix Group to assist the City in researching and identifying resources
and completing requirements necessary to prepare a comprehensive plan for
the City.

On motion by Councilman Morrison, seconded by Councilwoman Powers, Council
accepted the Consultant Agreement and Letter of Agreement between the City
of Port Orchard and the Phoenix Group to assist in the preparation of the
Comprehensive Plan for the City.
Teddy Brenier, representing Port Orchard Merchants Association, thanked the
Mayor and Council for their support and cooperation concerning the 1992
Christmas activities and extended an invitation for City officials to attend as
many holiday events as possible.
On motion by Councilman Geiger, seconded by Councilman Clauson, Council
authorized the City Clerk to place on the December 14, 1992 agenda a
proposed ordinance adopting the budget for the year 1993. (1993 Budget
Public Tearing to be held 12/7/92)
On motion by Councilman Geiger, seconded by Councilman Grable, Council
unanimously approved payment of vouchers as follows: Claims Warrant No.
17888-17963 in the amount of $83,787.87.
On motion by Councilman Geiger, seconded by Councilman Clauson, Council
authorized the City Clerk to place on the December 14, 1992 agenda a
proposed ordinance amending Ordinance No. 1526 by amending the salary
schedule for employees of the City of Port Orchard for the year 1992.
On motion by Councilman Geiger, seconded by Councilman Clauson, Council
authorized the Mayor to sign contract with David Evans and Associates which
will expand the current contract relevant to appraisal of Tremont Street
Widening Project properties (P.O. Bypass).
On motion by Councilman Geiger, seconded by Councilman Clauson, Council
authorized the City Attorney to update the SEPA Ordinance for the City.
Mayor Weatherill adjourned regular meeting at 9:23 P.M.
