12/14/1992 - Regular - MinutesPort Orchard, Washington December 14, 1992 Council of the City of Port Orchard, Washington, called to regular session at 7:30 PM by Mayor Leslie Weatherill. Councilmembers present: Clauson, Childress, Morrison, Geiger, Smith, Powers and Grable. staff present: Police Chief Mathews, Deputy Clerk Hager, City Engineer Curles, Fire Chief Snow, City Attorney Goodwin and City Clerk Hower. Councilman Geiger led the audience and Council in the Pledge of Allegiance. On motion by Councilman Clauson, seconded by Councilwoman Powers, Council unanimously approved the consent agenda items as follows: 3.a.(1) Approval of the November 23, 1992 Council meeting minutes. 3.a.(2) Approval of the December 7, 1992 special Council meeting minutes. 3.b. Approval of payment vouchers as follows: Claims Warrant No. 17888--17963 in the amount of $83,787.87 and November 1992 Payroll Warrant No. 116532-116686 in the amount of $153,475.13. 3.c. Approval of Mayor Weatherill's appoint of Bernie Angel and Rick Wyatt to consecutive 6 year terms on the Planning Commission. 3.d.1. Proposed ordinance amending the budget for the year 1992, ordering appropriation of funds and authorizing budgetary transfer. (To be placed on the 12/28/92 City Council agenda.) 3.d.2. Proposed ordinance amending Ordinance No. 1129 to provide for one member of each city commissioner board to be a non-resident of the City of Port Orchard and also allowing special appointment by Council Resolution. (To be placed on the 12/28/92 City Council agenda.) 3.d.3. Proposed ordinance repealing and replacing certain sections of title nine of the Municipal Code relating to public peace, safety and morals for the City of Port Orchard, repealing and replacing certain sections of title ten of the municipal code relating to vehicles and traffic, and repealing and replacing certain sections of title one of the municipal code relating to general provisions for the City of Port Orchard. (To be placed on the 12/28/92 City Coucil agenda.) December 14, 1992 Page Two of Two On motion by Councilman Geiger, seconded by Councilman Clauson, Council unanimously approved Ordinance No. 1563 adopting the budget for the year 1993 and levying a tax sufficient to raise $429,324 for current expense purposes and $223,692 for street purposes. On motion by Councilman Geiger, seconded by Councilman Grable, Council unanimously approved Ordinance No. 1564 amending Ordinance No. 1526 by amending the salary schedule for employees of the City of Port Orchard for the year 1992. On motion by Councilman Smith, seconded by Councilman Grable, Council approved the Memorandum of Understanding between the Puget Sound Air Pollution Control Agency and the City of Port Orchard Fire Department regarding the responsibilities as related to outdoor burning. On motion by Councilman Smith, seconded by Councilman Morrison, Council authorized Mayor Weatherill to sign Agreements for Appointment of Agent and authorization to enter into a Mutual Aid Agreement for implementation of Mutual Aid Fire Resources Plan. On motion by Councilman Childress, seconded by Councilman Grable, Council authorized Police Chief Mathews to sign an extension of Bremerton- Kitsap County DWI Task Force Agreement. On motion by Councilman Clauson, seconded by Councilman Morrison, Council excused Councilman Smith from the December 28, 1992 Council meeting. On motion by Councilman Morrison, seconded by Councilman Geiger, Council authorized the Mayor to sign Statement of Financial Responsibility for the Bethel Avenue Widening Project.
