Council of the City of Port Orchard, Washington called to regular session
by Mayor Leslie J. Weatherill at 7:30 PM. Councilmembers present:
Clauson, Childress, Morrison, Geiger, Powers, Smith and Grable. Staff
present: City Attorney McCloskey, Deputy Clerk Thomas, City Treasurer
Miller, Sergeant Duncan, City Planner Davis, Fire Chief Snow and City
Clerk Hower.
Sergeant Duncan led the audience and Council in the Pledge of Allegiance.
On motion by Councilman Grable, seconded by Councilman Powers, Council
approved the minutes of the January 28, 1991 regular Council meeting as
circulated.
On motion by Councilman Grable, seconded by Councilman Morrison, Council
adopted Resolution No. 1568, which repeals Resolution No. 1566 and
establishes regulations and fees related to parking, stopping or standing
in certain areas of the City. (Adds Section XI designating "Juror
Passes").
City Clerk read Mayor Weatherill's proclamation, declaring the month of
February 1991 as American History Month. Councilman Geiger moved to
ratify proclamation, seconded by Councilman Smith and carried.
n motion by Councilman Clauson, seconded by Councilman Morrison, Council
approved request from the Veterans of Foreign Wars, 4th District to close
Bay Street for the Loyalty Day Parade on April 27, 1991 at 11:00 AM.
Mayor Weatherill welcomed Boy Scout Troop :1529 to the City Council
meeting. Kenji Takano, spoke person for Troop #1529, shared that the
troop had come to listen and observe city government in action.
On motion by Councilman Geiger, seconded by Councilman Clauson, Council
amended union contract language to provide sick leave and annual leave
accrual on the employees leave record on a payperiod basis, subject to
approval by the union.
On motion by Councilman Geiger, seconded by Councilman Clauson, Council
authorized payment of 6 hours of sick leave (to be deducted from leave
bank) to Dennis McCarthy to cover absence in December due to illness.
Officer McCarthy, who was hired in November, 1990 as a lateral transfer,
had not accrued sufficient sick leave to cover absence. In the spirit of
the proposal to change policy on leave accrual to a per payperiod basis,
Mr. McCarthy would have accrued an additional 6 hours as of the date of
his illness.
On motion by Councilman Geiger, seconded by Councilman Clauson, Council
authorized payment of Claim for Damage, submitted by Mary M. Harvey, 2781
Fircrest Dr. SE, in the amount of $400.00 for tree service removal and
.ndscaping damage. Trees were on property obtained through ULID
ireclosure.

Mayor Weatherill opened Public Hearing scheduled for 7:45 PM and called
for input relevant to a Petition to Vacate a portion of Guthrie Street
lying east of Sherman Avenue as submitted by the Department of Veterans
Affairs. LEGAL DESCRIPTION: That portion of the south 30 feet of Guthrie
Street as dedicated in the Plat of Sidney Villas Addition to Sidney,
recorded in Volume 2 of Plats, Page 46, records of Kitsap County, lying
easterly of the west line of Block 9 extended north, westerly of the east
line of Block 9 extended north, and adjacent to the north line of Lot 1,
Block 9; situate in Kitsap County, Washington.
City Planner Davis updated Council on the location and gave staff report.
Jerry Arnold, 1265 Sherman, suggested vacating a portion of Melcher Street
instead of Guthrie Street to correct all property lines.
Marna Snow, 1319 Sherman, voiced concerned with original survey and
suggested property lines be reestablished.
Bruce Blackwell, 1351 Sherman, expressed his concern regarding selling his
home in the future with property lines still in question.
On motion by Councilman Clauson, seconded by Councilman Smith, Council
)ntinued Public Hearing relevant to a Petition to Vacate a portion of
athrie Street lying east of Sherman Avenue as submitted by the Department
of Veterans Affairs to February 25, 1991 at 8:15 PM for further review by
City Engineer and City Planner. Motion passed with 4 ayes and 3 nays.
Councilmen Geiger, Morrison and Childress voting nay.
Mayor Weatherill referred to dater/Sewer Committee Claim for Damage
submitted by Gordon Gosser, 238/240 N. Tracy for sewer main back up in the
amount of $51.20.
On motion by Councilman Geiger, seconded by Councilman Powers, Council
authorized City Clerk to submit to AWC-RMSA, Claim for Damages submitted
by Steve Hall for storm water drainage overflow in the amount of
$1,080.00.
On motion by Councilman Clauson, seconded by Councilman Grable, Council
authorized the Police Department, to dispose of, in the best interest of
the City, miscellaneous items from the evidence room as listed on
attachment "A".
On motion by Councilman Clauson, seconded by Councilman Morrison, Council
approved request by City Engineer to remove school zone designation on
Sidney Avenue in front of Givens Elementary.
On motion by Councilman Geiger, seconded by Councilman Grable, Council
authorized the City Engineer to secure Thompson Pile Driving, Inc. who
stalled the pilings for the Dekalb Pier to also install the floats for
,ie pier extension.

On motion by Councilman Clauson, seconded by Councilmen Grable and
Morrison, Council authorized the City Engineer to pursue the
reconstruction of Mitchell Avenue.
On motion by Councilman Clauson, seconded by Councilman Childress, Council
authorized the removal and pruning of maple trees on City right of way in
the vicinity of 249 Tracy Avenue.
On motion by Councilman Morrison, seconded by Councilman Powers, Council
authorized site plan change for property located at 104 Tremont (R-1089 -
David Hedger, et al) for the relocation of the building on the property.
On motion by Councilman Geiger, seconded by Councilman Grable, Council
unanimously approved payment of City vouchers as follows: Claims Warrant
No. 14536-14639 on the amount of $84,657.55 and January 1991 Payroll in
the amount of $125,477.00 (Warrant No. 112920-113054).
