July 8, 1991
Council of the City of Port Orchard, Washington called to regular session by
Mayor Leslie J. Weatherill at 7:30 PM. Councilmembers present: Childress,
Morrison, Geiger, Powers, Smith and Grable. Staff present: City Attorney
McCluskey, Deputy Clerk Thomas, City Treasurer Miller, Police Sergeant Duncan,
City Engineer Curles, Fire Chief Snow and City Clerk Hower. Councilman
Clauson absent (excused Page 1 par. 4).
City Treasurer Miller led the audience and Council in the Pledge of
Allegiance.
On motion by Councilman Grable, seconded by Councilman Morrison, Council
approved the minutes of the June 24, 1991 regular meeting as distributed.
On motion by Councilman Grable, seconded by Councilman Geiger, Council excused
Councilman Clauson from the current meeting.
Mayor Weatherill introduced Stephanie Charbonneau (10 years old) who presented
the song "Pretty Port Orchard", which she composed. Mayor Weatherill and
Council praised her talents and awareness of her community.
Howard Minor, member of the Solid Waste Advisory Committee, updated Council on
landfill and recycling issues for Kitsap County.
City Clerk Hower reported on bid opening held June 27, 1991 at 4:30 PM
regarding the Tracy Avenue Watermain as follows:

On motion by Councilman Geiger, seconded by Councilman Grable, Council
accepted the bidding and awarded the bid, for the Tracy Avenue Watermain to
Del Mar Construction, in the amount of $16,135.00.
On motion by Councilman Geiger, seconded by Councilwoman Powers, Council
approved reconsideration of the following motion which was presented at the
June 10, 1991 Council meeting: to exempt Veteran Administration water/sewer
accounts from turn-off/turn-on policy, the local Veterans Administration
Property Manager is to sign Water/Sewer Account Request Form as agent for the
VA.

On motion by Councilman Geiger, seconded by Councilman Powers, Council
rescinded Resolution No 1433, which exempted federal agency repossessed houses
from water -sewer turn off procedures.
Councilman Geiger moved to remove from Unfinished Business, letter from Patty
Olson, Asst. Coordinator, PSNS Centennial Committee requesting sponsorship or
contribution for Centennial Celebration. Mayor Weatherill will write letter
requesting more information concerning this celebration.
On motion by Councilman Smith, seconded by Councilman Grable, Council removed
from the table, tabled motion authorizing the Mayor to sign document in which
the City agrees that in the event Agape Unlimited fails to operate the
property at 810 Bay Street as an emergency shelter, the City of Port Orchard
shall operate a shelter on the property or make arrangements to have a shelter
operated on the property until January 1, 1998.
Council unanimously defeated motion, authorizing the Mayor to sign document in
which the City agrees that in the event Agape Unlimited fails to operate the
property at 810 Say Street as an emergency shelter the City of Port Orchard
shall operate a shelter on the property or make arrangements to have a shelter
operated on the property until January 1, 1998.
Mayor Weatherill placed into Public Property Committee, for further review,
agreement with Agape Unlimited (810 Bay Street).
On motion by Councilwoman Powers, seconded by Councilman Morrison, Council
requested the Finance Committee review possible compensation increase for
Councilmembers.
On motion by Councilman Geiger, seconded by Councilman Grable, Council
authorized the City Engineer to landscape the area between the Building
Department and Police Department and to place the anchor in an appropriate
place within the City or donate to the Port of Bremerton.
On motion by Councilwoman Powers, seconded by Councilman Geiger, Council
authorized the City Engineer to proceed with the landscaping project -for the
Waterfront Parking Lot #1.
On motion by Councilwoman Powers, seconded by Councilman Grable, Council
authorized the Mayor to sign agreement with Kitsap County to participate in
the GIS Contract.
On motion by Councilman Geiger, seconded by Councilman Smith, Council
authorized the City Engineer to rearrange air conditioners between City
Treasurers Office and Police Department and purchase additional air
conditioners to serve these offices as necessary.
On motion by Councilwoman Powers, seconded by Councilman Smith,
Council authorized the Mayor to sign two Coastal Zone Management Grants with
50% matching funds: (1) Blackjack Creek Acquisition and construction of an
observation deck in the amount of $8,000; (2) Ross Creek Management Plan, in
the amount of $20,000.

On motion by Councilwoman Powers, seconded by Councilman Smith,
Council authorized the City Engineer to proceed with the demolition of 240
Tremont Street.
On motion by Councilman Geiger, seconded by Councilman Grable,
Council authorized the City Engineer to purchase a weedeater in the
approximate amount of $300.00.
On motion by Councilman Geiger, seconded by Councilman Grable, Council
authorized the City Engineer to demolish an abandoned house at the corner of
Stockton and Decatur, which was acquired through the DLID foreclosure process.
Mayor Weatherill placed into Property Committee, letter from R.V. Associates,
requesting the City allow R.V Associates to construct a two lane road with
would serve both city property and their property.
On motion by Councilman Geiger, seconded by Councilman Grable, Council
unanimously approved payment of vouchers as follows: Claims Warrant No. 15309-
15384 in the amount of $66,974.75.
