Council of the City of Port Orchard, Washington called to regular
session by Mayor Leslie J. Weatherill at 7:30 PM. Councilmembers
present: Childress, Morrison, Geiger, Powers, and Grable. Staff
present: City Attorney Sells, Deputy Clerk Thomas, City
Treasurer Miller, Police Chief Mathews, City Engineer Curies,
Fire Chief Snow and City Clerk Hower. Councilman Smith excused.
Councilman Clauson absent (excused Page 1 par 8).
City Engineer Curies led the audience and Council in the Pledge
of Allegiance.
On motion by Councilman Grable, seconded by Councilman Geiger,
Council approved the minutes of the October 14, 1991 regular
meeting as distributed.
On motion by Councilman Geiger, seconded by Councilman Grable,
Council approved Ordinance No. 1525 amending Port Orchard Zoning
Ordinance reclassifying property, located at 4913 Hovde Road,
from Residential Low to Commercial General, as submitted by Larry
A. Williams, agent for owner of record.
On motion by Councilman Grable, seconded by Councilwoman Powers,
Council approved Ordinance No. 1526 amending Ordinance No. 1500
by amending the salary schedule for the employees of the City of
Port Orchard for the year 1991.
On motion by Councilman Geiger, seconded by Councilman Morrison,
Council authorized the Mayor to sign an Interlocal Agreement
between Kitsap County and the City of Port Orchard regarding the
widening of Bethel Avenue.
Councilman Morrison, Chairman Street/Alley Committee, advised
Council the City Engineer is currently reviewing the sign
ordinance and a formal recommendation regarding sandwich board
signs will be forthcoming.
On motion by Councilman Grable, seconded by Councilman Geiger,
Council excused Councilman Clauson from the council meeting.
On motion by Councilman Morrison, seconded by Councilman Grable,
Council adopted Resolution No. 1589 authorizing an interfund
transfer loan for the Street Fund.
On motion by Councilman Geiger, seconded by Councilwoman Powers,
Council approved of the 1992 Wastewater Treatment Plant Budget
and concurred with the proposed capital improvement expenditures.
At 7:45 PM Mayor Weatherill opened Public Hearing to receive
testimony and input on a Petition for Annexation as submitted by
Vine Street Corporation, et a]. LEGAL DESCRIPTION: Exhibit "A"

Mayor Weatherill called for input from those present in favor of
or opposed to the proposed annexation.
Richard Chapman, representing Mervin Hail, property owner within
the proposed annexation boundary, spoke in opposition to the
annexation, Mr. Hall requested his property be omitted from the
annexation.
Reinhold Schuetz, Kitsap County Prosecuting Attorney, voiced
opposition to the approval of the proposed annexation.
Lee Saller, 1273 Beach Drive, spoke in opposition to the
annexation stating drainage problems from commercial business
developments should be corrected prior to annexation.
Jim Svensson, representing Kitsap County Department of Community
Development, voiced the following reasons Kitsap County opposes
the proposed annexation: (1) the County Commissioner's are
opposed to annexations which take in commercial areas only and
not surrounding residential area; (2) boundaries left out may
have an adverse effect on them; (3) Kitsap County is opposed to
the inclusion of the County Park in the annexation; (4) Kitsap
County relieves the majority of the people who live within the
annexed area are opposed to the annexation.
Mayor Weatherill called for further input in favor of or against
the City approving the Petition for Annexation as submitted by
the Vine Street Corporation. As no response was received, Mayor
Weatherill declared this Public Hearing closed and referred this
matter to the City Council for consideration.
On motion by Councilman Geiger, seconded by Councilwoman Powers,
Council accepted the Vine Street Corporation Petition for
Annexation.
On motion by Councilwoman Powers, seconded by Councilman Grable,
Councii approved Ordinance No. 1528 relating to and providing for
the annexation of territory to the City of Port Orchard, Vine
Street Corporation. LEGAL DESCRIPTION: Exhibit "A".
On motion by Councilman Geiger, seconded by Councilman Grable,
Council unanimously approved payment of vouchers as follows:
Claims Warrant No. 15863-15917 in the amount of $61,540.10 and
the October 1991 Payroll Warrant No. 114366-114514 in the amount
of $134,074.74.

On motion by Councilman Morrison, seconded by Councilwoman
Powers, Council approved reconsideration of Ordinance No. 1524,
which was approved at the 9/23/91 Council Meeting, establishing a
rate of compensation for city council members. Motion passed
with 3 ayes and 2 nays. Councilmen Grable and Geiger voting nay.
Councilwoman Powers moved to amend Ordinance No 1524, to
establish a rate of compensation for City Council Members with
the following changes: (1) - Section I(B) to read as follows:
committee meetings: $30.00 per committee meeting with $450.00
maximum per calendar quarter; (2) - delete Section III(D); (3) -
adding to Section IV - There shall be no compensation for missed
committee meetings, seconded by Councilman Morrison and carried
with 3 ayes and 2 nays. Councilmen Childress and Geiger voting
nay.
Mayor Weatherill called for a 5 minute recess with meeting to
reconvene at 8:50 PM.
Councilman Geiger moved to further amend motion to establish a
rate of compensation for city council members adding; committee
meetings will be paid at a rate of $450.00 per quarter with a
$30.00 penalty for any missed committee meeting, seconded by
Councilwoman Powers. Motion failed with 3 nays and 2 ayes.
Councilmembers Powers, Grable and Morrison voting nay.
Original motion as amended to establish a rate of compensation
for city council members with the following changes: (1) -
Section I(B) to read as follows: committee meetings: $30.00 per
committee meeting with $450.00 maximum per calendar quarter;
(2) - delete Section III(D); (3) - adding to Section IV - There
shall be no compensation for missed committee meetings.
(Ordinance No. 1527.) Orignal motion as amended passed with 3
ayes and 2 nays. Councilmen Childress and Geiger voting nay.

Range 01 E, W.M. and Section 30, and Section 31, Township 24 N, Range 01
E, W.M.; Beginning in the NE 1/4 of Section 36 Township 24 N, Range 01 E,
W.M.; on the Southeast corner of the intersection of State Route 160 and
Karcher Road; thence east along the south margin of State Route 160 to the
west line of Section 31 Township 24 N, Range 02 E, W.M.; thence continue
east along the south right of way line of SR 160 to a point that is
perpendicular to the northeast corner of the intersection of SR 160 and
