12/02/1991 - Special - MinutesPort Orchard, Washington December 2, 1991 Council of the City of Port Orchard, Washington called to Special Session by Mayor Leslie J. Weatherill at 7:40 PM. Council members present: Clauson, Morrison, Geiger, Powers, Smith and Grable. Staff present: City Treasurer Miller, Police Chief Mathews, City Engineer Curles, Fire Chief Snow and City Clerk Hower. Mayor Weatherill announced the purpose of this Special Meeting is to hold a Public Hearing to discuss and finalize the city's 1992 annual budget. Mayor Weatherill opened Public Hearing and called for input from the council or those present. As no response was received, Mayor Weatherill referred the proposed 1992 budget to the City Council for consideration. Councilman Geiger reviewed budget process and major items which have been discussed at each progressive level of the budget preparation. Councilman Geiger moved to adopt the 1992 budget as presented with a total of $11,268,799 for all funds, seconded by Councilman Clauson. Councilman Clauson moved to amend motion to adopt the 1992 budget to include an additional expenditure of $950 in Current Expense to increase the mayor position salary to $10,000 per year, seconded by Councilman Geiger and carried. Councilman Clauson requested clarification of intent for implementation of funds allocated for department head salary increases. After much discussion, with each councilmember present stating their interpretation of this allocation, Councilman Geiger offered a second amendment to the original motion approving 1992 budget as follows: salary changes budgeted for _the positions of Mayor, City Engineer, City Attorney, City Treasurer, City Clerk, Council, Police Chief, Fire Chief, Fire Marshal, Court Secretary, Fire Secretary and the City Planner shall be effective January 1, 1992, seconded by Councilmen Smith and Clauson. Motion carried unanimously. Council unanimously approved original motion to adopt the 1992 budget as presented with two amendments (1) increase the mayor position salary to $10,000 annually, and (2) all salary increases allocated in the 1992 budget shall be effective on January 1, 1992.
