Council of the City of Port Orchard, Washington called to regular
session by Mayor Leslie J. Weatherill at 7:30 P.M. Councilmembers
present: Clauson, Childress, Morrison, Geiger, Powers and Grable.
Councilman Smith excused. Staff present: City Attorney McCluskey,
Deputy Clerk Thomas, Police Chief Mathews, City Engineer Curles, Fire
Chief Snow and City Clerk dower.
Councilman Powers led the audience and Council in the Pledge of
Allegiance.
On motion by Councilman Grable, seconded by Councilman Geiger,
Council approved the minutes of the February 26, 1990 meeting as
circulated.
On motion by Councilman Geiger, seconded by Councilman Grable,
Council approved application for a carnival license as submitted by
Playland Shows allowing a carnival at the South Kitsap Mall on April
25-29, 1990.
At the request of Municipal Court Judge Mittet, Councilman Clauson
moved to authorize Mayor Weatherill to sign contract with Allied
Credit for collection of delinquent court fines, contingent upon
review by City Attorney, seconded by Councilman Grable and carried.
On motion by Councilman Powers, seconded by Councilmen Grable and
Morrison, Council approved Ordinance No. 1484 vacating a portion of
an unnamed alley in Block 18 of the Plat of SM Stevens' Town Plat of
Sidney (Kitsap County - petitioner) subject property is situated in
the 500 block between Division and Dwight Streets.
Councilman Geiger moved to adopt proposed Resolution No. 1531 fixing
Monday, April 9, 1990 at 7:45 PM as the date and time of a Public
Hearing on a Petition to Vacate a Portion of Bay Street. (Larraine
Davidson -petitioner) subject property is located in the 1700 block of
Bay Street. Motion seconded by Councilman Grable and approved by
unanimous vote of the Council.
At 7:45 PM Mayor Weatherill opened Public Hearing and called for
input relevant to a Petition to Vacate a portion of Alder Street as
submitted by Group Health. (Legal Description Exhibit "A")
Don Miller, 312 Alder Lane, questioned location where street would be
blocked.
Sam Huff, 323 Tremont, suggested Alder be blocked at Tremont and
voiced opposition to any blockage at Pottery which would preclude his
potential access to Pottery Avenue.

Don Baker representing Group Health spoke in support of approval of
this proposed street vacation.
Councilman Geiger moved to continue Public Hearing on Group Health's
Petition to Vacate a portion of Alder Lane until 8:30 PM, March 26,
1990 to allow Group Health and neighboring property owners an
opportunity to discuss potential ingress/egress, seconded and
carried.
Vouchers audited and certified by the auditing officer (City Clerk)
as required by RCW 42.24.080 and those expense reimbursement claims
certified as required by RCW 42.24.090 have been recorded on a
listing and made available to the Council.
On motion by Councilman Geiger, seconded by Councilman Grable,
Council unanimously approved payment of those vouchers as follows:
Claims Warrant No. 12994-13024 in the amount of $11,616.88 and
February 1990 Payroll in the amount of $113,516.17 (Warrant No.
111447-111559).
on the recommendation of the Police Committee, Councilman Geiger
moved to authorize the Police Department to purchase three strobe
light bars at a cost of approximately $2,031 from unappropriated
current expense fund, seconded by Councilman Clauson and carried.
Mayor Weatherill announced the appointment of Ken Davis, Howard Minor
and Kay Morrison to serve on a Citizen's Task Force to review
proposed sites for expansion of Kitsap County facilities. Members of
this Task Force represent the City of Port Orchard, City of Bremerton
and Kitsap County.

Commencing at the northeast corner of above said subdivision; thence along
the east line of said subdivision S 00 50'59" W - 232.32 feet; thence S 58
20106" W 206.01 feet; thence S 43 50'06"W - 26.75 feet to the true point
of beginning; thence S 46 09'54" E -- 30.00 feet to the northerly most

thence along the northwest line of said parcel, S 43 50'06" W 303.07 feet;
