April 9, 1990
Council of the City of Port Orchard, Washington called to regular
session by Mayor Leslie J. Weatherill at 7:30 P.M. Councilmembers
present: Clauson, Childress, Morrison, Geiger, Powers and Grable.
Councilman Smith absent (excused). Staff present: City Attorney
McCloskey, Deputy Clerk Thomas, Police Chief Mathews, City Engineer
Curles and Fire Chief Snow.
Councilman Morrison led the audience and Council in the Pledge of
Allegiance.
On motion by Councilman Grable, seconded by Councilman Geiger,
Council approved the minutes of the March 26, 1990 meeting as
circulated.
Councilman Clauson presented a 5 minute "City Video Program" on the
City of Port Orchard Revitilization Program, which was submitted
for competition through the Arts and Entertainment Channel in
conjunction with Olympic Cablevision.
Councilman Clauson moved to authorize the Port Orchard Chamber of
Commerce to market the "City Video Program" with the monies derived
from the sale of the video to be used to promote Port orchard,
,.seconded by Councilman Morrison.
Councilman Powers moved to amend the motion to authorize a
percentage of the funds derived from the sale of the video to be
used for landscape and/or renewal of downtown Port Orchard,
seconded by Councilman Geiger and carried.
Council approved the original motion as amended to authorize the
Port Orchard Chamber of Commerce market the "City Video Program"
with the monies derived from the sale of the video to be used for
landscape and/or renewal of downtown Port Orchard.
At 7:45 PM Mayor Weatherill opened Public Hearing and called for
input relevant to a Petition to Vacate a portion of Bay Street as
submitted by Lorraine Davidson. LEGAL DESCRIPTION: That portion
of Bay Street adjoining Lots F, G & H, Block 23, Plat of Annapolis,
according to the Plat thereof recorded in Volume 1 of Plats, Pages
64 and 65, records of Kitsap County, Washington described as
follows: Beginning at the most southerly corner of Lot F, said
Block 23 on the west right-of-way margin of Bay Street; thence
north 29*4813011 east along said west margin 90.00 feet; thence
south 60*11130" east 30.00 feet to the centerline of Bay Street;
thence south 29*4813011 west 90.00 feet; thence north 60*1113011 west
30.00 feet to the Point of Beginning.
City Engineer Curles reviewed the proposed street vacation.

Mayor Weatherill called for public input either for or against the
proposed street vacation as submitted by Lorraine Davidson.
Lorraine Davidson, petitioner, requested Council approve the
vacation of a portion of Bay Street.
Mayor Weatherill called for additional public input. As no
response was received Mayor Weatherill closed Public Hearing and
referred matter to Council for consideration.
Councilman Powers moved to approve Petition to Vacate a portion of
Bay Street as submitted by Lorraine Davison and authorized
compensation from the vacated portion of Bay Street be
redistributed from Street Fund to the Designated Unreserved Fund
Balance for Parks, seconded by Councilman Geiger and carried.
Lorriane Davidson presented Deputy Clerk Thomas with a check in the
amount of $3,178.00 which is compensation of the vacated portion of
Bay Street.
on motion by Councilman Geiger, seconded by Councilman Grable,
Council approved Ordinance No. 1486 vacating a portion of Bay
Street, as submitted by Lorraine Davidson.
Aaron Hallgarth, student from South Kitsap High School, requested a
crosswalk be installed on Mitchell Street on the northeast side of
the High School. Mr. Hallgarth presented a video depicting the
area in question. Mayor Weatherill turned matter over to
Street/Alley Committee for recommendation.
At 8:00 PM Mayor Weatherill opened Public Hearing regarding
proposed amendments to the City's Six Year Transportation Plan to
expand the boundaries from State Road 16 to Bethel Avenue.
Howard Minor, 1400 Bay Street, supported the amendment to the Six
Year Transportation Plan.
Doug Eide, 1475 Bethel Avenue also supported the amendment.
Mayor Weatherill called for additional public input on proposed
amendment to the Six Year Transportation Plan, as no response was
received, Mayor Weatherill closed Public Hearing portion and
referred matter to Council for consideration.
On motion by Councilman Geiger, seconded by Councilman Grable,
Council adopted Resolution No. 1534 amending the Six -year
Transportation Improvement Program for the Year 1990-1996.
Kathy Schoonover -Russell updated Council on the Kitsap County
Community Action Weatherization Program which utilizes state,
federal and city utility dollars to proivde home weatherization
services for low income families.

Jeanne Bell, 2505 S. Flower, addressed Council concerning downtown
parking. Mayor Weatherill turned matter over to Street/Alley
Committee for review.
Mayor Weatherill presented letter from Richard L. Granquist and Tom
Jeatran requesting an extension of Special Use Permit No. 1044,
issued to Thomas Carlyle which allows construction of a 233 unit
mini -storage facility at the NW corner of SR 160 and high school
access road. LEGAL DESCRIPTION: The northerly 405 feet of that
portion of the southeast quarter of the southwest quarter, Section
25, Township 24 North, Range 1 East, W.M., in Kitsap County,
Washington, described as follows: Beginning.at the southwest
corner of the east half of the southeast quarter of said southwest
quarter; thence north 660 feet; thence east 209 feet; thence south
627 feet; thence west 197 feet; thence south 33 feet; thence west
to the point of beginning; except State Highway No. 14 along the
south boundary.
Tom Jeatran, petitioner, requested Council consideration for an
extension of the Special Use Permit No. 1044 at the NW corner of
SR160 and high school access road, and availed himself to answer
questions from Council.
On motion by councilman Clauson, seconded by Councilman Grable,
Council granted a 180 day extension on Special Use Permit No. 1044,
as issued to Thomas Carlyle, which allows construction of a 233
unit mini -storage facility in the NW corner of SR160 and high
school access road.
On motion by Councilman Clauson, seconded by Councilman Grable,
Council adopted Resolution No. 1533 denying the issuance of a
Special Use Permit to Horch/Herbold which was requested to allow an
open storage yard in the 2200 block of Mitchell. LEGAL
DESCRIPTION: SW 1/4, Section 36, Township 24 North, Range 1 East;
the westerly 173 feet to the Plat of East Port Orchard, Tract 11
described as follows: Beginning at the Southwest corner of Tract
11, thence N 8*50106" E along the East margin of Mitchell Road a
distance of 60.24 feet; thence N 17*31117"E 155 feet to the True
point of Beginning; thence S 72*28143" E 493.26 feet to a point on
a curve whose radius point bears N 86*31156" E 210 feet; thence
turning through an angle of. 21*22110" run Northeasterly along the
arc of said curve 78.32 feet thence N 17*54106" E 105.30 feet to
the beginning of a curve to the right having a radius of 305.00
feet and turning through an angle of 34*59'36"; thence
northeasterly along the arc of said curve 186.29 feet; thence north
72*28143" W 564.85 feet to the east margin of Mitchell Road; thence
along said East margin S 9*14108" W 197.80 feet; thence S 17*31,17"
W 160.74 feet to the True point of Beginning.

Mayor Weatherill presented letter from Harry A. Rubin requesting
(a) confirmation of lease renewal (10 year option under current
terms); (b) approval of an assignment of lease. On motion by
Councilman Powers, seconded by Councilman Geiger, Council referred
Mr. Rubin's request to the Public Property Committee for review.
On motion by Councilman Clauson, seconded by Councilman Morrison,
Council authorized Mayor Weatherill to sign Interlocal Agreement
with Kitsap County Building Department.
Richard Hayes, Director Kitsap Transit, urged Council to review and
study parking rates in downtown Port Orchard.
Howard Minor, 1400 Bay Street, voiced opposition to any increase in
parking rates for downtown parking lots.
On motion by Councilman Geiger, seconded by Councilman Grable,
Council excused Councilman Smith from this Council meeting.
On motion by Councilman Powers, seconded by Councilman Geiger,
Council excused Councilman Powers from the April 23, 1990 Council
meeting.
Jeff West, Southsound Sanitation, advised Council that the annual
spring clean-up week will be held April 15-22, 1990.
At 9:15 PM Mayor Weatherill declared a 5 minute recess.
Councilman Morrison, Chairman Street/Alley Committee, reported the
sidewalk on the east side of Frederick Street is in the City right
of way.
Vouchers audited and certified by the auditing officer (City Clerk)
as required by RCW 42.24.080 and those expense reimbursement claims
certified as required by RCW 42.24.090 have been recorded on a
listing and made available to the Council.
On motion by Councilman Geiger, seconded by Councilman Grable,
Council unanimously approved payment of those vouchers as follows:
Claims Warrant No. 13137-13227 in the amount of $113,886.33 and
March 1990 Payroll in the amount of $164,819.93 (Warrant No.
111560-111715).
On motion by Councilman Clauson, seconded by Councilman Childress,
Council authorized the Police Department to accept donations for a
Port Orchard Trial Bicycle Patrol and Crime Prevention Trailer.

On motion by Councilman Clauson, seconded by Counciman Powers,
Council authorized Mayor Weatherill to send a letter to Governor
Booth Gardner and District Legislators urging the legislators to
call a one day Special Session of the Legislature to deal with the
crisis in Criminal Justice funding for the Cities and Counties of
our State.
Kay Morrison, President, Chamber of Commerce, invited the Council
to the First Annual Seagull calling contest, Saturday, April 14,
1990 at 12:00 noon in the parking lot of the Beachcomber
Restaurant.
