Council of the City of Port Orchard, Washington called to regular session
by Mayor Leslie J. Weatherill at 7:30 PM. Councilmembers present:
Clauson, Childress, Geiger, Powers, Smith and Grable. Staff present:
City Attorney McCluskey, Deputy Clerk Thomas, Police Chief Mathews, City
Engineer Curles, Fire Chief Snow and City Clerk Hower. Councilman
Morrison absent (excused Page 2, paragraph 2).
Councilman Smith led the audience and Council in the Pledge of Allegiance.
On motion by Councilman Grable, seconded by Councilman Geiger, Council
approved the minutes of the August 27, 1990 regular Council meeting as
distributed.
Benjamin Lee, Attorney representing Mr. Ki Hong Kim, owner of property
located at 1121 Bay Street, requested an 18 month extension of time limit
condition established in Ordinance No. 1468 (Zone Reclassification #1080 -
Waterbury - effective 9/11/89). Mr. Kim purchased this property in
March. He was not informed of time constraints. Extension is requested
to allow time to acquire a motel franchise.
)uncilman Clauson moved to grant an 18 month extension to time limit
-ondition in Ordinance No. 1468, seconded by Councilmen Childress and
Grable and carried. (Time limit will expire 9/11/92)
Ron Henshaw, Director Northwest Mosquito Fleet, outlined proposal to save
and restore the steam ferry San Mateo. Proposal is to locate the San
Mateo in a graving dock north of Waterfront Parking Lot #4 and east of
Horluck Transportation facility. Mayor Weatherill thanked Mr. Henshaw and
requested he keep the City advised on progress of proposal.
City Clerk read Mayor Weatherill's proclamation, proclaiming October 11,
1990 - October 11, 1991 as Daughter's of the American Revolution
Centennial Year. Councilman Powers moved to ratify proclamation, seconded
by Councilman Clauson and carried unanimously.
On motion by Councilman Geiger, seconded by Councilman Smith, Council
approved Resolution No. 1554 declaring the City's support and commitment
to the implementation of the Sinclair and Dyes Inlets Urban Bay Action
Plan.
On motion by Councilman Grable, seconded by Councilman Smith, Council
adopted Resolution No. 1555, which repeals Resolution No. 1537 and
establishs regulations and fees related to parking, stopping or standing
in certain areas of the City. Significant changes are: (1) make all
school zones uniform with the County by deleting specific times and using
"When Children are Present"; (2) Delete the school zone for the former
pool location on Ada Street and add one for the new location on
,fireweed; and (3) Reinstate 35 MPH speed limit to the south end of Bethel
Avenue.

On motion by Councilman Grable, seconded by Councilman Smith, Council
approved Resolution No. 1556 repealing Resolution No. 1537 and
establishing regulations and fees related to parking, stopping or standing
in certain areas of the City. Significant changes: (1) Allow Farmers
Market to use Waterfront Parking Lot #4 until S PM from April 1 through
October 31 each year; and (2) Create a two hour parking zone on Dwight
Street from Cline to Austin, both sides.
Councilman Clauson moved to excuse Councilman Morrison from this Council
meeting, seconded by Councilman Powers and carried unanimously.
Councilman Powers moved to grant AGAPE a 30 day extension on their lease
for the 810 Bay Street Building. AGAPE is in process of obtaining funding
to purchase property. Motion seconded by Councilman Clauson and carried
unanimously.
Councilman Powers presented Kitsap Regional Farmers Market request for
extension of hours from gam-lpm to 9am-3pm and presented motion to approve
this request, seconded by Councilman Clauson.
Councilman Geiger moved to amend motion to extend to 5pm, seconded by
Councilman Clauson and carried, with five ayes and I no. Councilman
)wers voting no.
Council unanimously approved original motion as amended extending Kitsap
Regional Farmers Market hours to 9am to 5pm each Saturday from April 1 to
October 31 of each year.
On motion by Councilman Powers, seconded by Councilman Clauson, Council
scheduled study session on October 11, 1990 at 7:30 pm to discuss progress
of Downtown Landscape Plan. This will be held after meeting with property
owners on notice of intent to annex into City as submitted by Church of
Nazarene for property on Sidney Road.
On motion by Councilman Geiger, seconded by Councilman Grable, Council
unanimously approved payment of those vouchers as follows: Claims Warrant
No. 13968-14038 on the amount of $95,021.03 and September 1990 Payroll in
the amount of $116,137.34 (Warrant No. 112376-112494).
Mayor Weatherill displayed Certificate of Appreciation which was presented
to the City during the Centennial Celebration.
On motion by Councilman Powers, seconded by Councilman Grable, Council
authorized transition of Building Department Secretary from part time to a
full time position.
