10/11/1990 - Special - MinutesPort Orchard, Washington October 11, 1990 Council of the City of Port Orchard, Washington called to special session by Mayor Leslie J. Weatherill at 7:30 PM. Councilmembers present: Clauson, Childress, Morrison, Powers and Grable. Councilmembers Geiger and Smith excused. Staff present: City Planner Davis, Engineer Curles, Fire Chief Snow and City Clerk Hower. Mayor Weatherill announced the purpose of this special session is to discuss the following items (1) Notice of Intent to Annex into the City of Port Orchard as submitted by the Church of the Nazarene for property on Sidney Road; and (2) progress of downtown landscaping project. Church of Nazarene Pastor Kevin O'Conner was present to represent property owners and stated primary purpose of seeking annexation is to obtain city utility services enabling the Church to meet new codes on fire flows. Engineer Curles described water availability and stated water services in this area is capable of providing fire flows required to meet the Church's needs. For appearance of fairness Councilman Clauson informed those present that he is a member of the Church of the Nazarene. However, he would like to participate in this matter unless anyone has an objection. Mayor Weatherill requested anyone objecting to Councilman Clauson participating in this discussion and council vote to speak now. No response or objection was heard. Councilman Powers moved that the City approve boundaries as proposed and accept Petitions for Annexation of property as requested by the Church of the Nazarene, seconded by Councilman Clauson and carried. On motion by Councilman Powers, seconded by Councilman Clauson, Council approved requiring the simultaneous adoption of Comprehensive Plan Designation and Zoning designations for proposed annexation area. Councilman Grable moved to require the property owners within the proposed area to assume their portion of the City's bonded indebtedness upon annexation into the City, seconded by Councilman Clauson and carried. City Clerk requested Pastor O'Conner contact her office to proceed with circulation of Petitions. Engineer Curles introduced Calvin Jordon, Design Consultant for the Downtown Landscaping Project. Port Orchard, Washington October 11, 1990 Page 2 of 2 Mr. Jordon presented slides of other cities landscaping projects to illustrate potential of our City's waterfront parking area and discussed preliminary concepts. Concept #1 is a people oriented design which would add approximately 11 parking spaces with 30% of the spaces reserved for compacts. Concept #2 is vehicle parking oriented adding approximately 100 spaces. Council consensus favored Concept #1 regarding parking space percentages should be explored. Meeting adjourned at 8:50 P.M. and agreed the City's policy for compact and full size vehicles MAYOR
