12/03/1990 - Special - MinutesPort Orchard, Washington December 3, 1990 Council of the City of Port Orchard, Washington, called to Special Session by Mayor Leslie J. Weatherill at 7:30 P.M. Councilmembers present: Clauson, Childress, Morrison, Geiger, Powers, Grable and Smith. Staff Present: Attorney McCluskey, Engineer Curles, Fire Chief Snow, Police Chief Mathews, City Treasurer Miller and City Clerk Hower. Mayor Weatherill informed those present the purpose of the Special Session is to (1) hold a Public Hearing to discuss and finalize the City's proposed 1991 budget and (2) the Council will adjourn into executive session to discuss a legal matter with the City Attorney. Mayor called for input from Council or those present. Attorney McCluskey discussed budgeting of Criminal Justice Funds. The City Treasurer outlined how Criminal Justice monies are incorporated into the proposed budget document. She will contact the Criminal Justice Administration to verify this is handled in the proper manner. Councilmember Powers presented motion to raise the Mayor's salary to $8,450 (annual) with annual COLA increases (Seattle CPI-U), seconded by Councilmember Morrison and carried. Attorney McCluskey cautioned Council that proposal to purchase sludge truck from the Joint Sewer Treatment Plant must be discussed further. If the Sewer Treatment Plant disposes of the truck they must do so in conformance with RCW and disposal of surplus property regulations. Councilmember Geiger, Chairman Finance Committee reviewed budget process and prioritizing of facilities construction in the proposed 1991 budget. Councilmember Geiger moved to adopt the proposed 1991 Budget for the City of Port Orchard in the amount of $10,878,239, seconded by Councilmember Grable and carried. At 8:07 P.M. Mayor Weatherill announced the Council will adjourn to executive session for 20 minutes to seek legal advice from the City attorney and excused Department Heads. i c� - CITY CLERK MAYOR
