Council of the City of Port Orchard, Washington called to regular session
by Mayor Leslie J. Weatherill at 7:30 PM. Councilmembers present:
Clauson, Childress, Morrison, Geiger, Powers, and Grable. Councilman
Smith absent. Staff present: City Attorney McCloskey, Deputy Clerk
Thomas, City Engineer Curles, Fire Chief Snow and City Clerk Hower.
Councilman Smith excused page 2, paragraph 6.
Chief Mathews led the audience and Council in the Pledge of Allegiance.
On motion by Councilman Grable, seconded by Councilman Geiger, Council
approved the minutes of the November 26, 1990 regular Council meeting and
the December 3, 1990 special Council meeting as distributed.
Norm Olson, Olson and Associates and Scott Mohr, Coffman Engineers,
reported on the seismic evaluation study of City Hall and answered
questions from the Council.
Alex Roland, representing Robert Roland, requested a two year extension of
Commercial General zone classification for Sedgwick Mall property (R1057),
and updated future development plans for the Sedgwick interchange.
nn motion by Councilman Geiger, seconded by Councilman Morrison, Council
anted Robert Roland an additional 2 year extension of Commercial General
,oning for the Sedgwick Mall property (R1057).
Richard E. Jacobsen requested an 18 month extension of Commercial General
Zone classification for property located at the southeast corner of
Mitchell and Plisko Lane.
On motion by Councilman Clauson, seconded by Councilman Childress, Council
authorized an 18 month extension of Commercial Zone Classification to
Richard E. Jacobsen for property located at the southeast corner of
Mitchell and Plisko Lane.
On motion by Councilman Clauson, seconded by Councilman Grable, Council
approved Ordinance No. 1497 amending Port Orchard zoning ordinance
reclassifying property located at the corner of Lippert Drive and Pottery
Avenue as submitted by Prime Pacific Partners. LEGAL DESCRIPTION: That
portion of the northwest quarter of the northwest quarter in Section 2,
Township 2, Township 23 North, Range 1 East, W.M., City of Port Orchard,
County of Kitsap,State of Washington, described as follows: Beginning at
the northwest corner of said section 2; thence south 03 13'07" west along
the west line of said subdivision, 1294.52 feet; thence south 8$ 31'05"
east, 350 feet to the TRUE POINT OF BEGINNING; thence parallel with said
west line north 03 13'07" east, 429.40 feet; thence parallel with the
centerline of Lippert Drive North 88 01'58" west, 18.91 feet; thence
parallel with said west line north 03 13'07" east, 291.00 feet to the

southerly margin of Lippert Drive; thence along said southerly margin 88

Councilman Grable moved to approve Ordinance No. 1498 amending Port
Orchard zoning ordinance and reclassifying property located at 104
Tremont, as submitted by Carolotta Craft and David Hedger, seconded by
Councilman Morrison and carried. Motion passed with 4 ayes and 2 nays,
Councilmen Powers and Geiger voting nay. LEGAL DESCRIPTION: That
portion of the northeast quarter of the southwest quarter, Section 35,
Township 24 North, Range 1 East, W.M., described as follows: Beginning at
the southwest corner of said northeast quarter of the southwest quarter,
thence north 654 feet to a point on a line that is 10 feet south of the
parallel with the south margin of Tremont Street as shown on the Plat of
Sidney Land Co's 2nd Addition to Sidney, as per plat recorded in Volume 2
of Plats, page 9, records of Kitsap County; thence east 186 feet, thence
south 170 feet; thence west 186 feet, thence north 170 feet to the point
f beginning.
On motion by Councilman Geiger, seconded by Councilman Clauson, Council
approved Ordinance No. 1499 adopting the budget for 1991.
On motion by Councilman Geiger, seconded by Councilman Grable, Council
adopted Resolution No. 1562 approving the issuance of a Special Use Permit
to Thurman Industries, Inc., to allow storage of building materials in a
fenced area adjacent to 1039 Bethel Avenue. LEGAL DESCRIPTION:
Attachment "A".
City Cleric read Mayor Weatherill's proclamation, declaring Monday,
December 10, 1990 as International Human Rights Day. Councilman Geiger
moved to ratify proclamation, seconded by Councilman Grable and carried.
On motion by Councilman Grable, seconded by Councilman Morrison, Council
excused Councilman Smith from the Council meeting.
Barbara Day Miller, Director AGAPE, requested an extension of their lease
for 810 Bay. On motion by Councilman Powers, seconded by Councilman
Geiger, Council granted AGAPE an additional 3 month extension on their
lease for the 810 Bay Street Building, with funding to be in place by
March 15, 1991.
On motion by Councilman Geiger, seconded by Councilman Powers, Council
removed from table proposed agreement requesting participation of the City
-f Port Orchard in the Household Hazardous Waste Collection Event for 1990

After much discussion and for further review, Councilman Clauson moved to
place back on table proposed agreement requesting participation of the
City of Port Orchard in the Household Hazardous Waste Collection Event for
1990 and 1991, seconded by Councilman Grable and carried.
On motion by Councilman Geiger, seconded by Councilman Clauson, Council
approved Ordinance No. 1500 amending the salary schedule for employees of
the City of Port Orchard for the year 1990.
On motion by Councilman Powers, seconded by Councilman Grable, Council
authorized an expenditure of up to $2,000 to participate with other cities
in securing a lobbyist to represent the City of Port Orchard in Olympia.
On motion by Councilman Clauson, seconded by Councilman Childress, Council
approved a policy to prohibit smoking in all City Vehicles, and also
authorized the City Clerk to prepare a resolution defining the City's "No
Smoking" policy.
On motion by Councilman Powers, seconded by Councilman Clauson, Council
approved the proposed 1991 Addendum to the Kitsap County/City of Port
Orchard contract for incarceration of City prisoners at a cost of $42.00
per person for each 24 hour period of confinement and authorized the
''ayor's signature.
un motion by Councilman Clauson, seconded by Councilman Powers, Council
authorized the City Engineer to proceed with securing a firm to check the
City water system for undetected water leaks as authorized in the 1991
City Budget.
On motion by Councilman Clauson, seconded by Councilman Morrison, Council
authorized the City Engineer to accept the bid from Thompson Pile
Drivers in the amount of $9,200.00 for the installation of piles for the
DeKalb Pier extension.
On motion by Councilman Grable, seconded by Councilman Geiger, Council
authorized an expenditure up to $10,640 for the Mayor to sign Change Order
#1 in the amount of $550.00 for the Morton Street Reservoir.
On motion by Councilman Geiger, seconded by Councilman Morrison, Council
authorized the relocation of Fire Department Administrative offices and
personnel to Fire Station No. 2.
On motion by Councilman Geiger, seconded by Councilman Clauson, Council
unanimously approved payment of those vouchers as follows: Claims Warrant
No. 14214-14315 on the amount of $150,192.29 and November 1990 Payroll in
the amount of $117,535.75 (Warrant No. 112653-112784).
