AN ORDINANCE OF THE CITY OF PORT ORCHARD, WASHINGTON,
AMENDING THE CITY OF PORT ORCHARD COMPREHENSIVE PLAN
ORDINANCE NO. 1634; BY AMENDING THE COMPREHENSIVE PLAN
MAP FOR PROPERTIES LOCATED ON THE NORTHWEST CORNER
OF POTTERY AVENUE AND SOUTH KITSAP BOULEVARD FROM
HIGH DENSITY RESIDENTIAL TO COMMERCIAL.
Copies of Ordinance No. 1809 are available for review at the office of the City Clerk of the City of Port
Orchard. Upon written request a statement of the full text of the Ordinance will be mailed to any
interested person without charge. Thirty days after publication, copies of Ordinance No. 1809 will be
provided at a nominal charge.

AN ORDINANCE OF THE CITY OF PORT ORCHARD
AMENDING CITY OF PORT ORCHARD COMPREHENSIVE
PLAN ORDINANCE N0.1634; BY AMENDING THE
COMPREHENSIVE PLAN MAP FOR PROPERTIES LOCATED
ON THE NORTHWEST CORNER OF POlTERY AND SOUTH
KITSAP BOULEVARD FROM HIGH DENSITY RESIDENTIAL TO
COMMERCIAL.

WHEREAS, applicants, Mr. Roger Johnson, Mr. Michael Bell, and Mr. Eric Kvinsland, have
initiated a Comprehensive Plan Map Amendment, CA-05-00, requesting property located at the northwest
corner of Pottery Avenue and South Kitsap Boulevard and as described in said petition, be re-designated
from High Density Residential to Commercial; and
WHEREAS, State Law RCW 36.70A.130 dictates that cities shall at least every five years
take action to review and, if needed, revise its Comprehensive Plan; and
WHEREAS, the City of Port Orchard seeks to be in compliance with the goals, policies, and
procedures of the Growth Management Act; and
WHEREAS, the City of Port Orchard Planning Commission has transmitted to the Council of
the City of Port Orchard their findings and conclusions as stated in Resolution 313-00. (Attachment "A") that
the Comprehensive Plan Map be amended for the reasons stated therein;
WHEREAS, all legal requirements have been performed;
WHEREAS, the proposed Comprehensive Plan Map Amendment CA-05-00 is found to be
consistent with the goals of the community, adopted Comprehensive Plan and general requirements of the
Growth Management Act (RCW 36.70A); now, therefore,
THE CITY COUNCIL OF THE CITY OF PORT ORCHARD, WASHINGTON, DO ORDAIN
AS FOLLOWS: That the City Council does hereby adopt Planning Commission Resolution No. 313-00, with
findings and conclusions, as it's own and does hereby designate certain properties on the Comprehensive
Plan Map Commercial, as illustrated on Attachment "B, subject to the following conditions:
(1) That access to the site be limited to South Kitsap Boulevard, or as demonstrated to
be supported through a Traffic Impact Analysis to be submitted at time of
RezoneDevelopment Application review.
That the uses be limited to Professional OfticelMedical Clinic type uses. (2)

RESOLUTION 313-00
A RESOLUTION BY THE CITY OF PORT ORCHARD PLANNING COMMISSION
RECOMMENDING THE APPROVAL OF A COMPREHENSIVE PLAN
POTTERY AND SOUTH KITSAP BOULEVARD PROPOSING THE
AMENDMENT, CA-05-00, LOCATED ON THE NORTHWEST CORNER OF
COMPREHENSIVE PLAN RE-DESIGNATION OF R-20 TO COMMERCIAL.
WHEREAS, the Planning Commission held a Public Meeting for the
Comprehensive Plan Amendment, CA-05-00; and
WHEREAS, the City is proposing that the Comprehensive Plan designation of
the Northwest comer of Pottery and South Kitsap Boulevard be re-designated from R-20
to Commercial; and
WHEREAS, the City of Port Orchard following State Law RCW 36.70A.130
which dictates that the cities shall at least every five years take action to review and, if
needed, revise its Comprehensive Plan; and
WHEREAS, the City of Port Orchard seeks to be in compliance with the goals,
policies, and procedures of the Growth Management Act; and
WE THEREFORE FIND Comprehensive Plan Amendment, CA-05-00, is not
detrimental to the health, safety, and welfare of the community and is proposed to be
within the character of the Growth Management Act, Comprehensive Plan, and the
community.
CONCLUSION: Based upon the facts, testimony, and the materials presented at
the Meeting, we therefore conclude that the Comprehensive Plan Amendment, CA-05-00,
is consistent with the health, safety, and welfare of the City of Port Orchard.
