1810 - Ordinance - Amending Comprehensive Plan Ordinance No. 1634 and Adding Transportation ElementNOTICE OF CITY OF PORT ORCHARD ORDINANCE The following is a summary of an Ordinance approved by the Port Orchard City Council at their regular Council meeting held December 11,2000. ORDINANCE NO. 1810 AN ORDINANCE OF THE CITY OF PORT ORCHARD, WASHINGTON AMENDING THE CITY OF PORT ORCHARD COMPREHENSIVE PLAN ORDINANCE NO. 1634; BY ADDING A NEW PROVISION TO THE TRANSPORTATION ELEMENT OF THE COMPREHENSIVE PLAN: PROVIDING FOR AN INVENTORY OF LEVEL OF SERVICE OF TRAFFIC IMPACTS AND NEEDS ON STATE HIGHWAY FACILITIES. STANDARDS FOR STATE-OWNED FACILITIES, AND AN ESTIMATE Copies of Ordinance No. 1810 are available for review at the office of the City Clerk of the City of Port Orchard. Upon written request a statement of the full text of the Ordinance will be mailed to any interested person without charge. WHEREAS, the Washington State legislature enacted the "Level of Service Bill" (House Bill 1487), amending the Growth Management Act requiring local jurisdictions to include two provisions in their Comprehensive Plan Transportation Element: (1) (2) An Inventory and Level of Service for State-owned Facilities; and, An Estimate of Traffic Impacts and Needs on State Highway Facilities WHEREAS, the City Council of the City of Port Orchard has initiated a Comprehensive Plan Ordinance Amendment that the Comprehensive Plan Text be modified to be in conformance with the requirementsof House Bill 1487; and, WHEREAS, the new text language will help clarify and distinguish local, regional, and state responsibilities for monitoring transportation system performance and addressing system needs and deficiencies; and, WHEREAS, State Law RCW 36.70A.130 dictates that cities shall at least every five years WHEREAS, the City of Port Orchard seeks to be in compliance with the goals, policies, and WHEREAS, the City of Port Orchard Planning Commission has transmitted to the Council of the City of Port Orchard their findings and conclusions as stated in Resolution 316-00, (Attachment "A"). regarding ComprehensivePlan Text Amendment CA-06-00, that the Comprehensive Plan Text be amended for the reasons stated therein; and take action to review and, if needed, revise its ComprehensivePlan; and proceduresof the Growth Management Act; and WHEREAS, the proposed Comprehensive Plan Text Amendment CA-06-00 is found to be consistent with the goals of the community. adopted Comprehensive Plan and general requirements of the Growth ManagementAct (RCW 36.70A); now, therefore, THE CITY COUNCIL OF THE CITY OF PORT ORCHARD, WASHINGTON, DO ORDAIN AS FOLLOWS: That the City Council does hereby adopt Planning Commission Resolution No. 316-00, with findings and conclusions, as it's own and does hereby amend Comprehensive Plan Ordinance No. 1634 by adding a provision to the Transportation Element of the ComprehensivePlan, as follows: FACILITY SR 16 SR 160 SR 166 INVENTORY OF STATE ROADS IN THE CITY TABLE 15 ENTER EXIT milepost Milepost MILES FUNCTIONAL CLASS HSS 22.67 23.32 0.65 Urban Principal Arterial HSS 24.04 24.92 0.88 Urban Principal Arterial HSS 0.00 0.33 ,033 Urban Minor Arterial Non-HSS 0.55 4.98 4.43 Urban Minor Arterial Non-HSS CITY, CITY, LENGTH FEDERAL HSS OR NON- Highways of Statewide Significance (HSS) are highways designated by the WSDOT and approved by the Legislature after they meet specific criteria. Typically, the HSS are statewide principal arterials and ferry routes that are needed to connect major communities across the state and support the state’s economy. The only HSS in the City is SR 16. SR 16 is a full-limited access road which is a principal arterial for Kitsap County. Two small portionsof it are within the City of Port Orchard. It is a 4 lane road with a speed limit of 50 and 60 miles per hour. . This is a Class 1 designation in the Access Management Plan. This indicates high It has a T-I Classification in the Freight and Goods Transportation System to speeds, high trafficvolumeson long trips. . indicate that more than 10,000,000 freight tons are transported over this route annually. SR 160 is also referred to as SedgwickRoad and is a primary route to the Southworth Ferry. It has full access control at its intersection with SR 16 and the remainder of the road is a Class 3. It is a two lane road with a speed limit of 40 miles per hour. The WSDOT Route Development Plan provides the following information: . This is a Class 3 designation in the Access Management Plan. This indicates moderate speeds, moderate trafficvolumes on short trips. It has a T-3 Classification in the Freight and Goods Transportation System to indicate that 300,000 to 4,000,000 freight tons are transported over this route annually. SR 166 is also referred to as Bay Street and was previously designated as SR 160, before SedgwickRoad becamea State Highway. SR 166 is a Class 5 road. It is primarily a two lane road with speed limitsfrom 25 to 50 miles per hour. Characteristicsinclude: Ordinance No. 1810 Page 3 Of 4 . This is a Class 5 designation in the Access Management Plan. This indicates low to moderate speeds. moderate to high trafficvolumes on short trips. This classification has the highest service to land access. . It has a T-3 Classificationin the Freight and Goods Transportationsystem to indicate that 300,000 to 4,000,000 freight tons are transported over this route annually 1 . SR 166 FROM SR 16 to BlackjackCreek is on the National Highway System (NHS). This is reflected by an upgrade to LOS C, if the improvementsare made. However, WSDOT has not indicated that there is funding for the recommended SR 166 improvements. It is the City's opinion that SR 166 is not going to be widened. SR 166 is the historic route along the water and it is not considered feasible to excavate enough of Ross Point to allow an additionaltwo lanes. The route also goes through the downtown area and to widen the road will eliminate all on-street parking. Therefore, the LOS table shows a future LOS of F to reflect that the capacity of this street is not going to substantially improve. The Level of Service (LOS) for State-owned transportation facilities in an urban area is "D- mitigated for Highways of State-wide Significance. This is consistent with the City's LOS standard of "D for roads within the urban area. At this time. WSDOT considers all its highways in this area as LOS D, unless otherwise specified. The concurrency requirementof the City does not apply to HSS roads. The impacts of the land use policy of the city to state roads will be the same as to city streets. SR 166 is the historic route through the downtown area and that commercial area is almost built out. As developmentsare proposed, the SEPA process is used to evaluate impacts to the road system and other aspects of the community. When impacts are noted, the city will usually have a traffic engineer to evaluate specific impacts to the transportation system. ATTACHMENT "A" CITY OF PORT ORCHARD PLANNING COMMISSION RESOLUTION 316-00 A RESOLUTION BY THE CITY OF PORT ORCHARD PLANMNG COMMISSION RECOMMENDING THE APPROVAL OF A COMPREHENSIVE PLAN TRANSPORTATION ELEMENT OF THE COMPREHENSIVE PLAN AMENDMENT CA-06-00 TEXT AMENDMENT REVISING THE WHEREAS, the Planning Commission held a Public Meeting for the Comprehensive Plan Amendment CA-06-00; and WHEREAS, the City proposed that the Comprehensive Plan text amendment to revise a portion of the transportation element of the Comprehensive Plan; and WHEREAS, the City of Port Orchard following State Law RCW 36.70A.130 which dictates that the cities shall at least every five years take action to review and, if needed, revise their Comprehensive Plan; and WHEREAS, the City of Port Orchard seeks to be in compliance with the goals, policies, and procedures of the Growth Management Act; and WE THEREFORE FIND Comprehensive Plan Amendment CA-06-00 is not detrimental to the health, safety, and welfare of the community and is proposed to be within the character of the Growth Management Act, Comprehensive Plan, and the community. CONCLUSION: Based upon the facts, testimony, and the materials presented at the Meeting, we therefore conclude that the Comprehensive Plan Amendment CA-06-00 is consistent with the health, safety, and welfare of the City of Port Orchard. I BE IT RESOLVED that the Planning Commission of the City of Port Orchard does hereby respectfully request that the City Council approve the Comprehensive Plan Amendment CA-06-00.
