Continued Discussion on the South Kitsap Urban Growth Area Joint Planning Process Councilmember Dilenno encouraged Council to consider the hiring of a contractor to perform the joint Urban Growth Planning (UGA) work as a business agreement with the County, with the understanding that the County would be paid upon the completion of the contract. Councilmember Rider suggested the consultant should be paid in increments, such as progress payments relative to a time line schedule. City Engineer Curies advised that the City currently could not obligate 112 time of the City Planner, however the agreement could clarify that the funds would be distributed by way of progress reports. Councilmember Dilenno requested that no monies be expended until the City has population figures and this language be written into the agreement. She further recommended that if an agreement cannot be reached with the County, then the City will hire an employee and not contract with a consultant. Councilmember Geiger moved and Councilmember Rider seconded a motion to support the hiring of a consultant by the County to perform the Urban Growth Area sub-area Joint Planning work. Councilmember Dilenno moved and Councilmember Cramer seconded an amendment with a condition the consultant services contains specific dollar figures and clarification of other variables, and that the draft agreement comes to full council for final approval. DRAFT Upon vote, the amended motion was unanimously approved. May 11, 2004 Page 2 of 2 Councilmember Geiger moved and Councilmember Diienno seconded a motion that the consultant would complete in its entirety the Urban Growth Area Sub-Area Joint Planning Process.
