01/09/1989 - Regular - MinutesPort Orchard, Washington January 9, 1989 Council of the City of Port Orchard, Washington was called to regular session by Mayor Weatherill. Councilmembers present: Clauson, Childress, Wilson, Geiger, Powers, Smith and Grable. Staff present: City Attorney McCluskey, Deputy Clerk Thomas, Police Chief Mathews, City Engineer Curles, Fire Chief Snow and City Clerk Hower. City Attorney Terry McCluskey led the audience and Council in the Pledge of Allegiance. On motion by Councilman Grable, seconded by Councilman Smith, Council approved the minutes of the December 27, 1988 meeting as circulated. On motion by Councilman Geiger, seconded by Councilman Grable, Council adopted Ordinance No. 1446 which amends Ordinance No. 1435 relating to the adoption of State and Federal Flood Damage Prevention Regulations. On motion by Councilman Geiger, seconded by Councilman Grable, Council approve Ordinance No. 1447 vacating a portion of an unnamed alley between Port Orchard Boulevard and Tremont Street as requested in petition submitted by Gary P. Wasilchen. Legal Description: Situated in SEC35, TWN24N, R1E, Kitsap Co., WA; that unnamed alley which is between Lots 6 to 25, Block 2 and Lots 12 to 25, Block 1, Harrison Park Addition to Sidney, excluding any portion of the unnamed alley that extends into the right-of-way of Port Orchard Boulevard and excluding the south 20 feet of the said alley. Recorded in Volume 2, Page 21,, records of Kitsap County. Mayor Weatherill introduced letter from Joseph K. Testu, Board member, Hood Canal Land Trust, offering to sell 8 waterfront lots to the City of Port Orchard. Councilman Jesse Smith requested to be excused from Council table during discussion and action of Hood Canal Land Trust's offer to sell property to the City. Councilman Smith is the owner of property adjacent to subject property. Mayor Weatherill excused Councilman Smith. Joseph Testu briefed Council on location of subject property and responded to questions. After considerable discussion on subject property and the City of Port Orchard Comprehensive Park Plan, Councilman Wilson moved to decline Hood Canal Land Trust offer to sell waterfront property to the City as presented by Joseph Testu, seconded by Councilman Grable and carried. Councilman Smith returned to Council table. Mayor Weatherill announced the following appointments to the Planning Commission, Police Civil Service Commission and the Fire Civil Service Commission: Planning Commission: Doug Eide (to fill vacancy created by resignation of Sharon Picinich term through Dec. 31, 1990) John Hokanson (6 yr. term through December 31, 1994) Ruth Strube (6 yr. term through December 31, 1994) Marven Parks (6 yr. term through December 31, 1994) Police Civil Service Commission: Don Morrison (6 yr. term through December 31, 1994) Fire Civil Service Commission: Tom Myers, Sr. (6 yr. term through December 31, 1994) January 9, 1989 Page Two On motion by Councilman Powers, seconded by Councilman Grable, Council confirmed Mayor Weatherill's appointment of Doug Eide, John Hokanson, Marven Parks and Ruth Strube to the Planning Commission; Don Morrison to the Police Civil Service Commission and Tom Myers, Sr. to the Fire Civil Service Commission. Councilman Carolyn Powers, Chairman of the Public Property Committee reported the Y.W.C.A. has declined the City's offer to sell 810 Bay Street, they are no longer interested in purchasing this property. Councilman Ciauson moved to authorize the City Engineer to issue a notice of availability, to all groups operating emergency housing, seeking proposals to lease or purchase a parcel of City property on Bay Street, seconded by Councilman Wilson. Councilman Geiger moved to amend motion to advertise the ground level floor retail area for lease/rent at approx. $500/600 per month, seconded by Councilman Powers. Motion failed with seven nay votes. The original motion was unanimously approved authorizing the City Engineer to issue a notice of availability, to all groups operating emergency housing, seeking proposals to lease or purchase a parcel of City property on Say Street. Vouchers audited and certified by the auditing officer (City Clerk) as required by RCW 42.24.080, and those expense reimbursement claims certified as required by RCW 42.24.090, have been recorded on a listing and made available to the Council. On motion by Councilman Geiger, seconded by Councilman Grable, Council unanimously approved payment of those vouchers as follows: Claims Warrant No. 11378-11446 in the total amount of $35,724.10. At the request of Police Chief Mathews, Councilman Clauson moved to approve a Bidding/Purchasing Agreement Pact with the City of Puyallup to allow participation in a yearly bidding process to purchase police vehicles and authorized the Mayor to sign Agreement document, seconded by Councilman Grable and carried. Councilman Geiger moved that the City go on record as being opposed to the Kitsap County Commissioners approving the proposed County Admission Tax Ordinance, seconded by Councilman Wilson and carried.
