04/10/1989 - Regular - MinutesPort Orchard, Washington April 10, 1989 Council of the City of Port Orchard, Washington was called to regular session by Mayor Weatherill. Councilmembers present: Clauson, Childress, Wilson, Geiger, Powers, Smith and Grable. Staff present: City Attorney Haberly, Deputy Clerk Thomas, City Treasurer Miller, Police Chief Mathews, City Engineer Curles, Fire Chief Snow and City Clerk Hower. Councilman Powers led the audience and Council in the Pledge of Allegiance. On motion by Councilman Grable, seconded by Councilman Geiger, Council approved the minutes of the March 27, 1989 meeting as circulated. Mayor Weatherill welcomed Keith Myers, Shawn Wilson and Kenji Takano, members of Boy Scout Troup 1529, who were present to observe government in action. Louis Takano introduced the scouts to the Mayor and Council. William M. Palmer, a Land Use Planning Consultant, representing Kitsap Design Professionals, a group organized to address local marketing concerns, proposed a design competition to promote implementation of the 1983 Port Orchard Waterfront Revitalization Project. The design competition would focus on the Farmers Market. Mr. Palmer sought funding support from the City to provide a prize for the design competition. Howard Minor recommended a site be selected before design competition is held and that the City's consideration of an honorarium be predicated upon matching participation by other merchant groups and the Port of Bremerton. On motion by Councilman Clauson, seconded by Councilmen Wilson and Grable, the design competition proposal and request for City funding support was referred to the Finance Committee. Mayor Weatherill presented Claim for Damages as presented by Cynthia Hicks alleging damage to her vehicle by a pothole in a City street. Councilman Wilson moved to deny Claim for Damages as presented by Cynthia Hicks, seconded by Councilman Geiger and carried unanimously. On motion by Councilman Clauson, seconded by Councilman Geiger, Council authorized the City Engineer to reserve Tacoma Street Tennis Courts from May 22 to June lb (3:30 p.m. to 4:30 p.m.) to allow Hank Nash, Givens Elementary P.E. Instructor to offer students tennis lessons. On motion by Councilman Powers, seconded by Councilman Grable, Council authorized Mayor Weatherill to sign 1989 Summer Youth Employment Agreement between the City of Port Orchard and the Kitsap County Job Training Center. Councilman Wilson moved to adopt Resolution No. 1507 placing a moratorium on the expansion and installation of billboards, seconded by Councilman Geiger and carried. April 10, 1989 Page Two Councilman Geiger moved to approve Ordinance No. 1457 prohibiting smoking in certain City building with penalties for violation, seconded by Councilman Clauson and carried. On motion by Councilman Clauson, seconded by Councilman Geiger, Council adopted Ordinance No. 1456 repealing Ordinance No.'s 1442, 1371, 1347, 1319, 1294, 1250, 1198, 1190, 1189, 1106, 1105, 1075, 1074, 1073, 1070, 1065, 1044, 1043, 1019, 1018, 1004, 947, 946, 911, 831, 817, 816, 801, 770, 758, 698 and 667 (POMC 13.04 and 13.08) and establishing regulations providing for the control, management, maintenance and use of public and private water and sewer systems and providing rates for connection and use of such systems. Councilman Geiger moved to excuse Councilman Powers from the April 24, 1989 meeting, seconded by Councilman Grable and carried. Vouchers audited and certified by the auditing officer (City Clerk) as required by RCW 42.24.080, and those expense reimbursement claims certified as required by RCW 42.24.090, have been recorded on a listing and made available to the Council. On motion by Councilman Grable, seconded by Councilman Clauson, Council unanimously approved payment of those vouchers as follows: Claims Warrant No. 11699-11782 in the total amount of $104,493.83 and March payroll in the amount of $158,965.76. At the request of Police Chief Mathews, Councilman Clauson moved to declare a 1982 Dodge Diplomat as surplus and authorized it's disposal in the best interest of the City, seconded by Councilman Childress and carried. On motion by Councilman Wilson, seconded by Councilman Grable, City Engineer Curles was authorized to cut and/or top trees on City property as needed. Councilman Wilson, Chairman of the Street /Alley Committe, moved to increase the speed limit on Sedgwick Road from SR 16 to the east City limits, from 35 MPH to 40 MPH, contingent upon the City Engineer coordinating similar change of speed limit on County portion of Sedgwick Road, seconded by Council Geiger and carried. On motion by Councilman Wilson, seconded by Councilman Geiger, Council approved the 1989 Paving Schedule as presented and designated reconstruction of the sidewalk from Harrison Avenue to Westbay intersection as priority #1. Mayor Weatherill created an Ad Hoc Committee to study and develop preliminary design plans for City Hall expansion. Councilmembers Powers, Clauson and Grable volunteered to serve on this committee and were approved by the Mayor. On motion by Councilman Wilson, the meeting was adjourned at 8:33 P.M. J CLERK I, MAYOR
