August 28, 1989
Council of the City of Port Orchard, Washington called to regular session by
Mayor Leslie J. Weatherill at 7:30 pm. Councilmembers present: Clauson,
Childress, Wilson, Geiger, Powers, Smith and Grable. Staff present: City
Attorney McCluskey, Deputy Clerk Thomas, Police Chief Mathews, City Engineer
Curles, Fire Chief Snow and City Clerk Hower.
Councilman Geiger led the audience and Council in the Pledge of Allegiance.
Councilman Grable moved to approve the minutes of the August 14, 1989 meeting,
seconded by Councilman Smith.
Councilman Grable moved to amend motion to include the following corrections:
(1) page one, paragraph nine; "Petition to Vacate a portion of an unnamed
alley . . .", and (2) page two, paragraph one; "September 25, 1989
seconded by Councilman Geiger and carried.
Council unanimously approved the original motion as amended to approve the
minutes of August 14, 1989 with the following corrections: (1) page one,
paragraph nine; "Petition to Vacate a portion of an unnamed alley ", and
(2) page two, paragraph one; "September 25, 1989 .".
Mayor Weatherill referred, to Street/Alley Committee, letters requesting
handicapped parking spaces be established for Lute McDuffy, 919 Kitsap Street
and the Bethany Lutheran Church.
Councilman Wilson moved to approve Lease Assignment Agreement transferring
interest, for established lease of City property abutting Bay Ford, from
Gordon L. Howe Estate, Kathleen Howe Schultheis and Edwin Scott Howe, II to
John R. Quisenberry and William M. Quisenberry, seconded by Councilman Powers.
Councilman Grable moved to table motion approving Lease Assignement Agreement
for established lease of City property abutting Bay Ford, seconded by
Councilman Smith and carried.
Mayor Weatherill opened Public Hearing scheduled for 7:45 PM regarding the
Port Orchard Comprehensive Water Plan.
City Engineer Curles reviewed the proposed Comprehensive Water Plan.
Mayor Weatherill called for input either for or against the proposed
Comprehensive Water Plan.
As no input was received, Mayor Weatherill closed Public Hearing portion and
referred matter to Council for their consideration.
On motion by Councilman Clauson, seconded by Councilman Geiger, Council
adopted the Port Orchard Comprehensive Water Plan.

City Clerk Hower reported on bid opening held August 24, 1989 at 4:30 PM
regarding firewood. Six bids were received as follows:

Monica Haarstad 600.00
Leo Remenak 903.00
On motion by Councilman Wilson, seconded by Councilman Clauson, Council
unanimously accepted the bidding as received on August 24, 1989 and awarded
the firewood to the highest bidder, Leo Remenak in the amount of $903.00.
On motion by Councilman Clauson, seconded by Councilman Grable, Council
unanimously concurred with Mayor Weatherill's Proclamation declaring the week
of August 27, 1989 as WALKABOUT '89 to recognize a renewed effort to provide
increased integrated opportunities for training, employment and housing for
persons with developmental disabilities.
Mayor Weatherill reopened continued Public Hearing scheduled for 8:00 PM
regarding Petition to Vacate a portion of an unnamed alley between the 700
block of Division and Dwight Streets (Block i8 of the Plat of S.M. Stevens'
Town Plat of Sidney) as submitted by Kitsap County.
City Engineer Curles relayed Kitsap County's request that this Public Hearing
be continued.
On motion by Councilman Wilson, seconded by Councilman Clauson, Council
continued Public Hearing to September 11, 1989 at 8:00 PM regarding Petition
to Vacate a portion of an unnamed alley between the 700 block of Division and
Dwight Streets (Block 18 of the Plat of S.M. Stevens' Town Plat of Sidney),
as submitted by Kitsap County.
On motion by Councilman Wilson, seconded by Councilman Clauson, Council
approved Ordinance No. 1468, reclassifying certain property located at 1121
Bay Street from Commercial General to Commercial Highway, John Waterbury,
owner of record. Legal Description - Attachment "A".
On motion by Councilman Wilson, seconded by Councilman Clauson, Council
adopted Resolution No. 1517 describing the policy for providing secondary
treatment of wastewater to properties outside the original U.L.I.D. No. 1
boundaries.
Councilman Clauson moved to approve Claim for Damages as submitted by Sigurd
Chrey and Lawrence Curles for reimbursement of military base pay, seconded by
Councilman Wilson.

Councilman Wilson moved to amend motion to reimburse Lawrence Curles for
military base pay as in conformance with statute of limitations, seconded by
Councilman Geiger.
Council unanimously approved original motion as amended to approve Claims for
Damages as submitted by Sigurd Chrey and Lawrence Curles for reimbursement of
military base pay in conformance with statute of limitations, (RCW 4.16).
Councilman Clauson stepped down from the Council table,'due to conflict of
interest, as Council commenced discussion regarding Kitsap Transit placing
bus benches on City bus routes.
On motion by Councilman Powers, seconded by Councilman Geiger, Council tabled
matter concerning bus benches until after the Port Orchard's Planning
Commissions Public Hearing on billboard moritorium.
Vouchers audited and certified by the auditing officer (City Clerk) as
required by RCW 42.24.080 and those expense reimbursement claims certified as
required by RCW 42.24.090 have been recorded on a listing and made available
to the Council.
Councilman Grable moved to approve payment of those vouchers as follows:
Claim Warrant No. 12282-12304 in the total amount of $10,140.90, seconded by
Councilman Geiger and carried.
On motion by Councilman Geiger, seconded by Councilman Grable, Council
authorized the City Engineer to proceed with development of an observation
deck on the marina pump station and to accepted $5,000.00 from the Port of
Bremerton towards the construction of the observation deck.
On motion by Councilman Geiger, seconded by Councilman Clauson, Council
authorized the City Engineer to proceed with the ornamental water fountain on
the waterfront, securing money from funds where allocations have not been
exhausted.
On motion by Councilman Clauson, seconded by Councilman Geiger, Council
authorized flying the flag at half mast on Thursday, August 31, 1989 in
memory of Robert G. Lloyd.
On motion by Councilman Wilson, seconded by Councilman Geiger, Council
authorized the Mayor to sign contract with Chempro to haul and dispose of
miscellaneous chemicals, contingent upon approval of City Attorney.
On motion by Councilman Clauson, seconded by Councilman Wilson, Council
authorized the City Engineer to negotiate a contract with City of Bremerton
Electronic Shop for repairs and maintenance of the traffic signal at Tremont
and Sidney.

On motion by Councilman Grable, seconded by Councilman Smith, Council
authorized the Mayor to sign application to the Transporation Improvement
Board for funding of Phase 2 of the Port Orchard ByPass.
On motion by Councilman Wilson, seconded by Councilman Clauson, Council
authorized the Mayor to sign Prospectus for FADS funding for the Bethel Road
Widening project.
On motion by Councilman Geiger, seconded by Councilman Grable, Council
authorized the City Engineer to advertise for a consultant for the design of
a steel water reservoir for the Annapolis Hill area.
