November 27, 1989
Council of the City of Port Orchard, Washington called to regular session by
Mayor Leslie J. Weatherill at 7:30 PM. Councilmembers present: Clauson,
Childress, Wilson, Geiger, Powers, and Grable. Councilman Smith absent.
Staff present: City Attorney McCluskey, Deputy Clerk Thomas, Police Chief
Mathews, City Engineer Curles, Fire Chief Snow, City Treasurer Miller and City
Clerk Hower.
Councilman Powers led the audience and Council in the Pledge of Allegiance.
Councilman Grable moved to approve the minutes of the November 13, 1989
meeting as circulated, seconded by Councilman Clauson and carried.
Craig Olson, AWC Transportation Project Coordinator, outlined the proposed
Road Jurisdiction Committee's recommendation of changing SR160 from Bay Street
to Sedgwick. This recommendation would modify SR160 with a more direct route
to the ferry dock via Sedgwick Road.
Howard Minor, 1400 Bay Street, expressed concern that the proposed
modification would not serve the area or be a benefit to the citizens.
Clarence Dahlke, spoke in favor of this recommendation stating it would
relieve some of the traffic on SR160.
Ernie Geissler, County Road Administration Board, reviewed the Road
Jurisdiction Committee recommendation process. Mr. Geissler thanked the City
Council and citizens for their input and assured the Council any revisions to
their recommendation would be brought back to the City for discussion.
Mayor Weatherill presented letter from Dick Capps requesting an extension of
the time limit for zoning on property located at 1200 Bethel Avenue.
Howard Minor, 1400 Bay Street and Doug Eide, 2475 Bethel Avenue, supported
commercial development along Bethel Avenue and urged the Council to grant the
extension of time.
On motion by Councilman Wilson, seconded by Councilman Geiger, Council
extended the time limit for zoning on property located at 1200 Bethel Avenue
(Dick Capps, owner of record) for one (1) year.
Mayor Weatherill summarized letter from Charles Regimbal requesting City
regulate parking on one side of the street for residential parking and allow
unregulated parking on the other side for nonresidents. Upon request of -
Councilman Wilson, Mayor Weatherill referred Mr. Regimbal's letter to the
Street/Alley Committee.
On motion by Councilman Geiger, seconded by Councilman Clauson, Council
approved Ordinance No. 1478 designating Port Orchard Boulevard as a limited
access road.

On motion by Councilman Clauson, seconded by Councilman Wilson, Council moved
to accept Claim for Damages as submitted by Russ Holloway (1035 Garrison) for
damage to rain gutter caused by a tree on City property, falling on his home
and authorized payment in the amount of $367.60.
On motion by Councilman Clauson, seconded by Councilman Grable, Council
approved Ordinance No. 1479 authorizing the City to increase and/or decrease
speed limits on City streets by Resolution.
On motion by Councilman Grable, seconded by Councilman Clauson, Council
adopted Resolution No. 1522 establishing increased or decreased speed limits
on city streets and/or intersections.
On motion by Councilman Grable, seconded by Councilman Wilson, Council adopted
Resolution No. 1523 authorizing the Mayor to sign municipal agreements with
Washington State Department of Transportation for federal funding to install
guardrails on residential streets.
On motion by Councilman Powers, seconded by Councilman Grable, Council excused
Councilman Smith from this meeting due to illness.
Vouchers audited and certified by the auditing officer (City Clerk) as
required by RCW 42.24.080 and those expense reimbursement claims certified as
required by RCW 42.24.090 have been recorded on a listing and made available
to the Council.
Councilman Geiger moved to approve payment of those vouchers as follows: Claim
Warrant No. 12616-12653 in the total amount of $8,386.97, seconded by
Councilman Clauson and carried.
On motion by Councilman Wilson, seconded by Councilman Grable, Council
authorized the Mayor to sign contract with Norm Olson and Associates for the
design of the Annapolis Reservoir, subject to review by City Attorney.
On motion by Councilman Grable, seconded by Councilman Clauson, Council
authorized the Mayor to sign contract with West Sound Survey for the
topography map and surveying of Morton Street.
On motion by Councilman Wilson, seconded by Councilman Grable, Council
authorized Ward Muller and Associates to proceed with the survey of Bay Street
(Mitchell Point area) and to turn matter, regarding Mrs. Lorraine Davidson,
over to City Attorney.
On motion by Councilman Wilson, seconded by Councilman Grable, Council
authorized the Mayor to sign the Coastal Zone Management Grant for $8,000.00
to fund wetland inventory, subject to approval by City Attorney.

On motion by Councilman Geiger, seconded by Councilman Grable, Council set
Thursday, November 30, 1989 at 7:30 PM as date and time for a study session
for the 1990 budget.
