Councilman -elect Clauson led the audience and Council in the
Pledge of Allegiance.
City Clerk administered Oath of Office to Mayor -elect Leslie J.
Weatherill and Councilmen -elect Robert Geiger, James Wilson,
Chuck Childress and John Clauson.
Council of the City of Port Orchard, Washington, called to
regular session by Mayor Leslie J. Weatherill. Councilmembers
present: Clauson, Childress, Wilson, Geiger, Grosso and
Grable. Also present: City Attorney McCluskey, Police Chief
Mathews, Fire Chief Snow, Deputy Clerk Thomas and City Clerk
Hower.
On motion by Councilman Grosso, seconded by Councilman Grable,
Council approved the minutes of the December 28, 1987 meeting as
distributed.
Councilman Grosso moved to nominate and appoint Carolyn Powers
to the fill council position vacated by the resignation of
Councilman Robert G. Lloyd. Motion seconded by Councilmen
Grable and Clauson and carried unanimously.
City Clerk administered Oath of Office to Carolyn Powers. Mayor
Weatherill and fellow Councilmembers welcomed Ms. Powers and
seated her at the council table.
Councilman Clauson moved to deny Claim for Damages (PNB Case No
1872039) as submitted by Pacific Northwest Bell for damages to
underground telephone cables in the amount of $446.20, seconded
by Councilman Grable and carried.
Councilman Wilson moved to accept Claim for Damages as submitted
by Mrs. Joan Y. Hall in the amount of $105.82, for damages
caused by sewer back up, seconded by Councilman Clauson and
carried.
Mayor Weatherill opened Public Hearing scheduled for 7:45 PM.
This is the final Public Hearing to establish a Comprehensive
Plan Map Designation for property owned by Daniel J. and Barbara
Case. Legal Description: Attachment "A". Property owners have
requested a Comprehensive Plan Map Designation of "Multiple -
Family 20".
Mayor Weatherill called for public input in favor of or opposed
to the City establishing a Comprehensive Plan Map designation of
"Multiple -Family 20" for property owned by Daniel J. and Barbara
Case. As no response was received from public, Mayor Weatherill
closed Public Hearing and referred Comprehensive Plan Map
Designation proposal to Council for their consideration.
On motion by Councilman Wilson, seconded by Councilman Geiger,
Council moved to establish a Comprehensive Plan Map Designation
of "Multiple -Family 20" for property owned by Daniel J. and
Barbara Case. Legal Description - Attachment "A".
On motion by Councilman Grosso, seconded by Councilman Grable,
Council approved Ordinance No. 1410 amending City of Port
Orchard Comprehensive Plan Map to designate property owned by
Daniel J. and Barbara Case as "Multiple -Family 20". Legal
Description - Attachment "A".

Councilman Clauson moved to adopt Resolution No. 1474
authorizing the Mayor to sign the City -County Agreement with
the Washington State Department of Transportation relative to
construction of new guardrails on Sidney Avenue and Mitchell
Avenue, seconded by Councilman Wilson and carried.
On motion by Councilman Wilson, seconded by Councilman Grosso,
Council authorized the Mayor to sign Uniform Federal Agency
Indemnification Agreement with Central Intelligence Agency
pertaining to release of criminal information to the C.I.A..
On motion by Councilman Grosso, seconded by Councilman Wilson,
Council authorized the Mayor to sign Uniform Federal Agency
Indemnification Agreement with Defense Investigative Service
pertaining to release of criminal information to the Defense
Department
Councilman Grosso moved to approve Ordinance No. 1411 exempting
the positions of Police Chief and Fire Chief from Civil Service
rules and regulations, seconded by Councilman Grable and
carried.
Jay Freeland, 508 Decatur, requested to be relieved from
garbage pick-up fees at his residence. City Attorney Terry
McCluskey explained City of Port Orchard ordinances which
mandate garbage collection service within the City limits.
Vouchers audited and certified by the auditing officer (City
Clerk) as required by RCW 42.24.080, and those expense
reimbursement claims certified as required by RCW 42.24.090,
have been recorded on a listing and made available to the
Council.
On motion by Councilman Geiger, seconded by Councilman Clauson,
Council unanimously approved payment of those vouchers as
follows: Claims Warrant No. 09650-09725 in the total amount of
$59,734.65 and December 1987 Payroll Warrant No. 108308- 108420
in the amount of $103,521.2I.
City Attorney McCluskey reported on negotiations relevant to
acquisition of 810 Bay Street. A purchase price of $5,000 has
been negotiated and the owner has agreed to purchase a title
insurance policy for the property.
Councilman Grosso moved to authorize the Mayor to accept a Quit
Claim Deed for 810 Bay Street with purchase price of $5,000.00
and further authorized expenditures to satisfy outstanding
property taxes and assessments, seconded by Councilman Wilson
and carried.
Councilman Clauson moved to surplus the 1966 Dodge Pickup
(brush Cutter) and authorized the City Engineer to dispose of
this piece of equipment in the best interest of the City,
seconded by Councilman Grable and carried.
On motion by Councilman Clauson, seconded by Councilman Grable,
Council unanimously approved request submitted by Nancy
Hardersen, RA .B Enterprises, Inc., representing Dairy Queen
and authorized the installation of directional signs at the
intersections of Tremont Street/Port Orchard Boulevard and Port
Orchard Boulevard/State Route 160. Signs to be installed in
accordance with the current City of Port Orchard sign policies.

On motion by Councilman Grosso, seconded by Councilman Clauson,
Council moved to declare as surplus miscellaneous Fire
Department equipment (7 pair of boots, 17 lengths of hose, 26
coats and 24 pants) and authorized the Fire Chief t❑ dispose of
this equipment in the best interest of the City.
