05/02/1988 - Special - MinutesPort Orchard, Washington May 2, 1988 Council of the City of Port Orchard, Washington, called to Special Session by Mayor Weatherill at 7:30 P.M. Councilmen present: Clauson, Childress, Wilson, Geiger, Powers and Smith. Staff present: City Engineer Curies, City Attorney McCluskey and City Clerk Hower. Councilman Grable absent. Mayor Weatherill explained the purpose of this Special Meeting is to discuss the 7% deficit from 1987 City of Port Orchard/ Kitsap County Sewer District #5 Wastewater Treatment Plant Budget. The Kitsap County Sewer District #5 Commissioners proposed to use the same cost distribution formula for 1988 in 1987. The 1988 formula was 44% City and 56% District. The 1987 formula was 43% City and 57% District. If the City agreed to this revision of cost distribution, then the 7% deficit would be shared. Specifically, the City would pay an additional 1% ($4,500) and the District would pay 6%. Cost sharing is based on the ERU's from each entity as calculated from individual water meters. Councilman Geiger moved to agree in principle with District Commissioners and accept the 1988 cost distribution formula for 1987, seconded by Councilman Childress and carried. Attorney McCluskey affirmed the motion was to agree in principle, explaining the Council can not pass a motion to expend monies at a Special Meeting. This action will be presented for ratification at the next regular meeting scheduled for Monday, May 9, 1988. The Sewer Advisory Committee announced their next meeting is to be held Wednesday, May 4, 1988 (8:00 P.M.) at Kitsap County Sewer District No. 5 offices on Fircrest Drive.
