08/08/1988 - Regular - MinutesPort Orchard, Washington August 8, 1988 Council of the City of Port Orchard, Washington was called to regular session by Mayor Weatherill. Councilmembers present: Clauson, Childress, Wilson, Geiger, Smith and Grable. Councilman Powers absent. Staff present: Attorney McCloskey, Deputy Clerk Thomas, Police Chief Mathews, City Engineer Curles, Fire Chief Snow and City Clerk Hower. Councilman Wilson led the audience and Council in the Pledge of Allegiance. On motion by Councilman Clauson, seconded by Councilman Geiger, Council excused Councilman Powers from this Council meeting. On motion by Councilman Grable, seconded by Councilman Geiger, Council approved the minutes of the July 25, 1988 meeting as distributed. Albert Leticr. Push insurance Agency, Inc., addressed Council requesting permission to place a sign on city right-of-way adjacent to 2419 Bethel Avenue. On motion by Councilman Geiger, seconded by Councilman Grable, Council approved request submitted by Albert Leber, Nash Insurance Agency to place a sign on city right-of-way located adjacent to 2419 Bethel Avenue, with the condition the sign will be moved at Nash Insurance Agency expense upon Council request. Mayor Weatherill introduced Claim for Damages submitted by Diane Earhart, 916 Kitsap Street. Claim is for (1) $82.58 for repairs to her washing machine damaged when water to the Earhart residence was temporarily disconnected to replace the water meter, (2) $15.00 for Ms. Earhart's time for cleanup, and (3) $14.00 for scheduled piano lessons which had to be cancelled. City Engineer briefed Council on incident. On motion by Councilman Wilson, seconded by Councilman Grable, Council moved to accept Claim for Damages as submitted by Diane Earhart, 916 Kitsap Street and authorized reimbursement of $82.58 for the repairs to the washing machine. Councilman Wilson moved to deny the $15.00 cleanup fees and $14.00 for cancelled piano lessons as requested in Claim for Damages submitted by Diane Earhart, 916 Kitsap Street, seconded by Councilman Grable and carried. Claim for Damages submitted by E.A. Schramm, 525 Sweany Street were presented in the amount of $58.75 for roto-rooter service. City Engineer gave staff report and recommended Council accept Claim for Damages for reimbursement for roto-rooter service. On motion by Councilman Clauson, seconded by Councilman Smith, Council accepted Claim for Damages as submitted by E.A. Schramm, 525 Sweany Street and authorized reimbursement of Rota -Rooter Service in the amount of $58.75. On motion by Councilman Clauson, seconded by Councilman Grable, Council adopted Resolution No. 1492 supporting improved cross - sound passenger transportation. Summons & Complaint for false arrest filed by Randy Loun, Attorney on behalf of H. Wayne Brown was presented. Councilman Wilson moved to submit Summons & Complaint to City's insurance carrier for representation, seconded by Councilman Clauson and carried. August 8, 1988 Page Two Linette Zimmerman, Fathoms 0' Fun Festival Director, presented the 1988/89 Fathoms 0' Fun Royalty Court and thanked the Mayor and Council for City support of the Festival and offered special commendation and praise to the Police Officers for their help and support during the Fathoms 0' Fun festivities. On motion by Councilman Wilson, seconded by Councilman Grable, Council authorized the expansion of the Farmer's Market as delineated in sketch prepared by the Street/Alley Committee. (Attachment "A") On motion by Councilman Geiger, seconded by Councilman Clauson, Council established a four hour parking restriction on the north side of Bay Street in the 400 block. Councilman Clauson reported on citizen complaints regarding availability of the 90 gallon Dura-Kan garbage containers and reports of containers not being picked up. After much discussion, Mayor Weatherill stated he would contact Don Lindgren concerning the Dura-Kan's and also review South Sound Sanitation contract concerning weight limits and types of refuse that can be disposed of through the garbage service. Vouchers audited and certified by the auditing officer (City Clerk) as required by R.C.W. 42.24.080, and those expense reimbursement claims certified as required by R.C.W. 42.24.090, have been recorded on a listing and made available to the Councii. On motion by Councilman Clauson, seconded by Councilman Grable, Council unanimously approved payment of those vouchers as follows: Claims Warrant No. 10713-10770 in the total amount of $49,668.40 and July 1988 Payroll Warrant No. 109263-109263 in the amount of $113,064.37. Councilman Clauson moved to declare the 1972 Mazda as surplus and authorized disposal of the vehicle in the best interest of the City, seconded by Councilman Grable and carried. On motion by Councilman Wilson, seconded by Councilman Grable, Council authorized the City Engineer fill the cistern (dry well) behind 810 Bay Street Building. On motion by Councilman Wilson, seconded by Councilman Grable, Council authorized the City Engineer to contract with Gelco in the amount of $5,000.00 for the treatment of root killing and grouting the joints in the sewer system of the Forest Park neighborhood. On motion by Councilman Clauson, seconded by Councilman Wilson, Council authorized the City Engineer to repair the small crack (cold joint) in the wall of the Wastewater Treatment Plant. Councilman Clauson moved to authorize the City Engineer to continue with the Emergency Generator Project and to terminate the process of securing any drought relief funding, seconded by Councilman Grable and carried.
