12/05/1988 - Special - MinutesPort Orchard, Washington December 5, 1988 Council of the City of Port Orchard, Washington, called to Special Session by Mayor Leslie J. Weatherill at 7:30 PM. Councilmembers present: Clauson, Childress, Wilson, Geiger, Powers and Smith. Councilman Grable unexcused. Also present: City Treasurer Miller, Police Chief Mathews, City Engineer Curles, Fire Chief Snow and City Clerk Hower. Mayor Weatherill informed those present the purpose of this Special Session is to hold a Public Hearing to discuss and finalize the proposed 1989 budget. Mayor Weatherill requested that Finance Committee Chairman, Robert Geiger review proposed 1989 budget allocations. Councilman Geiger recapped proposed 1989 budget, highlighting totals of specific funds and special budget allocations. Proposed equal share allocation of Community Events Fund (Hotel/Motel Tax) to be divided between Fathoms 0' Fun, Bremerton/Kitsap County Visitor and Convention Bureau and the Bay Street Assn. was noted as special interest of those present in the audience. Councilman Geiger moved to approve the proposed 1989 City of Port Orchard Budget as follows: Current Expense Fund total $1,880,295; Street Fund total $305,900; Arterial Street Fund total $337,000; By-pass Fund total $57,320; Six -Year Emergency Medical Levy Fund total $35,300; Community Events Fund total $3,000; Special Investigative Unit Fund total $9,000; Water -Sewer Utility Fund total $1,444,500 making a total of operating funds in the amount of $4,072,315. Other non operating funds totaling $4,828,831 combined with operating funds bringing the total City of Port Orchard 1989 Budget to $8,901,146, seconded by Councilman Clauson. Mayor Weatherill requested Council or staff input on proposed budget. Councilman Clauson clarified intent of budget allocation to provide family health insurance for the position of Mayor. Health insurance is to be equal to City employees health insurance coverage with the following exceptions: (A) $500 Deductive (City to self -insure); (B) Exclude - dental and vision coverage. Fire Chief Snow and City Engineer Curles requested Council consider including the Fire Marshal and Asst. Supt. of Public Works position in the "Department Head Vacation Buy -Back Policy". These two positions are covered by Management level leave policy (Resolution No. 1378), but were not included in the buy-back policy. Councilman Smith moved to amend motion to approved proposed 1989 budget to expand Department Head Vacation Buy -Back Policy to include the positions of Fire Marshal and Asst. Supt. of Public Works, seconded by Councilman Clauson and carried with six aye votes. Mayor Weatherill opened Public Hearing to receive input on the proposed 1989 budget from the public. Port Orchard, Washington December 5, 1988 Page 2 Carly Beitman representing the Bay Street Assn. requested Council reconsider proposed 1/3 equal share allocation of Community Events Fund monies (Hotel/Motel tax) to Bremerton/ Kitsap Co. Visitor and Convention Bureau, Bay Street Assn., and Fathoms 0' Fun. Ms. Beitman proposed disbursment of these funds on a 50% equal share between Bay Street Assn. and the B/KCVCB. The Bay Street Assn. is a group of Port Orchard businesses whose sole purpose is to promote Port Orchard. Mim Heuss, Director of Bremerton/Kitsap Co. Visitor and Convention Bureau requested Council reconsider proposed allocation of Community Events Fund monies (Hotel/Motel Tax) to be 100% to the B/KCVCB. The Bureau is a full time tourism agency. They promote all of Kitsap County with a wide range of contacts and promotional methods. Gerry Bruckart spoke in support of Bremerton/Kitsap Co. Visitor and Convention Bureau budget request. Robert Ojima, President of Bay Street Assn., urged support of BSA budget request. Mayor Weatherill called for additional public input. As no further response was received the Mayor returned proposed 1989 budget to Council for their consideration. Councilman Clauson moved to amend original motion to adjust Community Events Fund allocations (1/3 equal share to B/KCVCB, Bay Street Assn., Fathoms 0' Fun) to reflect 50/50% split of anticipate revenues to Bremerton/Kitsap Co. Visitor and Convention Bureau and Bay Street Merchants Assn., seconded by Councilman Wilson and carried with six ayes. Council noted Fathoms 0' Fun can submit request for funding of specific need during the 1989 budget year. Original motion to adopt proposed 1989 City of Port Orchard budget as twice amended was approved with six aye votes. Meeting adjourned at 8:15 P.M. Cl e r k Mayor
