6:30P.M. CALL TO ORDER
Alan Lobdell led the audience and Council in the Pledge of Allegiance.
PRESENTATION
Russ Hauge Regarding Law Enforcement Sales Tax Initiative
Presentation cancelled and moved to meeting of October 25, 2004.
APPROVAL OF AGENDA
Agenda approved as presented.

CONSENT AGENDA
Councilmember Clauson moved and Councilmember Wyatt seconded a
motion approving the Consent Agenda. Motion carried.
A. Approval of the Minutes of the August 9, 2004, City Council Meetings
B. Approval of Claim Warrants Nos. 41974 42055 in the Amount of $171,468.88
C. Passage of Resolution No. 2090 Setting the Date and Time for a Street Vacation
Public Hearing for Property Located in the Vicinity of S.W. Wilkins Drive
D. Passage of Ordinance No. 1954 Approving the Site-Specific Plan for the Peninsula
Community Health Services Facility
E. Passage of Ordinance No. 1955 Correcting Scrivener's Errors in Ordinance No. 1927

EXECUTIVE SESSION
The Council moved into executive session to discuss labor negotiations at 6:32p.m.,
reconvening into regular session at 6:56 p.m.
BUSINESS ITEMS
Authorize Mayor to Sign Teamsters Local No. 589 Agreement with Municipal
Court Employees
Council Member Clauson moved and Council Member Wyatt seconded a
motion to approve the agreement between the City and Teamsters 589
representing the municipal court employees. Motion carried.
Authorize Mayor to Sign Teamsters Local No. 589 Agreement with Police
Clerks
Council Member Wyatt moved and Council Member Cramer seconded a
motion to approve the agreement between the City and Teamsters 589
representing the Police Clerk employees. Motion carried.
Authorize Mayor to Sign Teamsters Local No. 589 Agreement with Public
Works Employees
Council Member Wyatt moved and Council Member Diienno seconded a
motion to approve the agreement between the City and Teamsters 589
representing the Public Works employees. Motion carried.
Passage of Ordinance No. 1953 Regarding Bike Helmets
Police Chief Townsend reported that the two changes Council requested to the draft
ordinance previously submitted to Council had been made. The first change added the
requirement for the wearing of helmets when riding skateboards, and the second
change pertained to infants 12-months of age and younger.
Melinda Harmon of Kitsap County Health District and Marcy Powell, a nurse at Mary
Bridge Hospital, both encouraged the Council to pass the ordinance.
Council Member Clauson moved and Council Member Wyatt seconded a
motion to pass Ordinance No. 1953 amending Port Orchard Municipal Code
Title 10 by adding a new Chapter 10.30 regarding bicycle safety and helmets.
Motion carried.

Council Member Powers moved and Council Member Cramer seconded a
motion to excuse Council Member Rider from the Council meeting of October
25, 2004. Motion carried.
