Council of the City of Port Orchard, Washington, called to
regular session by Mayor Leslie J. Weatherill. Councilmembers
present: Clauson, Childress, Wilson, Geiger, Lloyd, Grosso and
Grable. Also present: City Attorney McCloskey, Police Chief
Mathews, Fire Chief Snow, City Clerk Hower and Administrative
Assistant Thomas.
Councilman Geiger led the audience and Council in the Pledge of
Allegiance.
On motion by Councilman Grosso, seconded by Councilman Grable,
Council approved the minutes of the February 9, 1987 meeting.
City Clerk read proclamation declaring March 8-14, 1987 as Girl
Scout Week. Mayor Weatherill presented proclamati;)r. a
Wittneaur, a Girl Scout representative.
Marvin Coe, Downtown Merchants Association, requested closure of
Bay Street from Harrison Avenue to Frederick Street on, May 2,
1987, 9:00 AM to 5:00 PM to allow Heritage Days Celebration, .
Councilman Wilson moved to allow closure of Bay Street from
Harrison Avenue to Frederick Street on, May 2, 1987, 9:00 AM to
5:00 PM to allow Heritage Days Celebration, seconded by
Councilman Grable and carried.
Marlin Rank, 515 Perry Avenue, presented Council with a sketch of
parking area in front of his property showing conflict with fire
hydrant.
Councilman Wilson moved to relocate fire hydrant which is
situated in front of 515 Perry Avenue to the south property line,
seconded by Councilman Grosso.
Councilman Clauson moved to table motion to relocate fire hydrant
at 515 Perry Avenue to allow further research by City Engineer
and Fire Chief, seconded by Councilman Grable and carried with 5
ayes and 2 nays. Councilmen Grosso and Geiger voting nay.
Bob Freitag, Federal Emergency Management Agency, spoke to
Council regarding the adoption of the proposed Flood Insurance
Ordinance for the City of Port Orchard.
Mayor Weatherill opened Public Hearing scheduled for 8:00 PM,
regarding South Kitsap Family Worship Center request for Special
Use Permit to allow a religious facility on property located
north of Tremont and east of Canyon Court. Legal Description
Attachment No. 1.
City Attorney Terry McCluskey, informed Council and audience that
Councilman Childress resides within 300 feet of subject property
which could be judged as a conflict of interest. However,
Councilman Childress has stated he has no bias for or against
this request for a Special Use Permit and that he can hear
testimony and act on this matter without prejudice. City
Attorney McCluskey then asked if anyone objected to Councilman
Childress sitting on Council during Public Hearing for South
Kitsap Family Worship Center's proposed Special Use Permit. No
objection from audience.
Mayor Weatherill called for public input for and/or against the
South Kitsap Family Worship Center request for Special Use
Permit.

Pastor Stan Morris, Family Worship Center, spoke to Council
regarding the dimension and capacity of the proposed sanctuary,
and responded to questions.
Robin Christman, David Smith, Alvin Durban and Doug Nabors,
property owners in Canyon Court Estate, supported plans for the
proposed Family Worship Center. Property owners were concerned
with water run-off and drainage problems in the area. They also
proposed a vegetation buffer or a privacy fence on the western
boundary of property, to diminish impact from ingress and egress
of the Family Worship Center.
Ann Johnson, owner of the subject property, addressed Council
regarding proposal for religious facility and discussed drainage
problems.
Mayor Weatherill closed public input portion of hearing regarding
South Kitsap Family Worship Center request for Special Use
Permit.
Councilman Wilson moved to approve South Kitsap Family Worship
Center request for Special Use Permit with the condition that the
buffer zone remain uncut. Motion died for lack of second.
Councilman Clauson moved to approve South Kitsap Family Worship
Center request for Special Use Permit to allow a religious
facility on property located north of Tremont and east of Canyon
Court with the condition that a privacy fence be placed on the
western boundary of property, seconded by Councilman Grosso and

Mayor Weatherill called for recess with meeting to reconvene at
9:20 PM.
Councilman Grable moved to approve request submitted by V.F.W.,
Gertrude Johnson, Secretary, to hold Loyalty Day Parade on April
25, 1987, seconded by Councilman Wilson.
Councilman Geiger moved to deny request submitted by Robert D.
Strickland, to rent spaces in parking lot being constructed north
of City Hall. Councilman Geiger advised parking lot will be
utilized by City Hall employees, seconded by Councilman Grosso
and carried.
City Clerk reported on bid opening held February 23, 1987 at 4:30
PM, relative to Call for Bids for firewood stockpiled at Fire
Station No. 2. Bids were received as follows:

Councilman Wilson moved to accept the bidding and award the
firewood stockpiled at Station No. 2 to the highest bidder, Greg
Moss in the amount of $252.00, seconded by Councilman Clauson.
Motion failed with 7 nays.
Councilman Geiger moved to reject all bids for firewood
stockpiled at Station No. 2 and readvertise with a minimum bid
set at $400.00, seconded by Councilman Clauson and carried.
On motion by Councilman Wilson, seconded by Councilman Clauson,
Council authorized the Port of Bremerton to install a
construction fence in the northwest corner of waterfront parking
lot between Frederick and Sidney to allow construction of new
marina restroom facilities.

Councilman Geiger moved to submit the draft Flood Insurance
Ordinance to the City Attorney for technical editing, seconded by
Councilman Clauson and carried with 6 ayes and 1 nay. Councilman
Wilson voting nay.
Clark Gardner spoke to Council concerning parking between the
hours of 7:00 - 8:00 AM at the westerly waterfront parking lot.
Mayor referred matter to Street/Alley Committee for further
study.
Darryl Piercy, representing Port Of Bremerton, requested to
participate in any discussion concerning parking in the
waterfront area. Mr. Piercy also thanked the City Engineer and
City Building Inspector for their help and assistance to expedite
construction of the new marina park.
Delores Barringer notified Council Fur, Fin and Feathers have
complied with all conditions set by the Humane Society, Kitsap
County Health Department and City of Port Orchard.
Attillo Monaco, volunteer at Fur, Fin and Feather, requested
Council appropriate funds to aid in construction of their new
facility. Councilman Geiger suggested Mr. Monaco and others
write to Congressmen and Senators urging reenactment of the
Federal Shared Revenue Program.
Vouchers audited and certified by the auditing officer (City
Clerk) as required by RCW 42.24.080, and those expense
reimbursement claims certified as required by RCW 42.24.090, have
been recorded on a listing and made available to the Council.
On notion by Councilman Geiger, seconded by Councilman Grable,
Council unanimously approved payment of those vouchers as
follows: Claims Warrant No. 8354-8401 in the total amount of
$71,897.42.
Councilman Wilson moved to designate a 15 minute loading zone on
north side of Bay Street in front of Jordan's Department Store,
seconded by Councilman Grosso.
Councilman Grosso moved to amend motion to change loading zone to
a 15 minute parking space on north side of Bay Street in front of
Jordan's Department Store, seconded by Councilman Grable and
carried.
Original motion, as amended, to designate a 15 minute parking
space on north side of Bay Street in front of Jordan's Department
Store, seconded and carried.
On motion by Councilman Grosso, seconded by Councilman Clauson,
Council unanimously declared the Sludge Dewatering Facility as
complete and accept for the City of Port Orchard.
