August 10,1987
Council of the City of Port Orchard, Washington, called to
regular session by Mayor Leslie J. Weatherill. Councilmembers
present: Childress, Wilson, Geiger, Lloyd, Grosso, and Gra-ble.
Councilmember Clauson absent. Also present: City Attorney
McCluskey, Police Chief Mathews, City Engineer Curles, Fire Chief
Snow, City Clerk !lower and Deputy Clerk Thomas.
Councilman Grosso moved to excuse Councilman Clauson from the
Council meeting, seconded by Councilman Grable and carried.
Councilman Grosso led the audience and Council in the Pledge of
Allegiance.
On motion by Councilman Grosso, seconded by Councilman Grable,
Council approved the minutes of the July 27, 1987 meeting as
distributed.
Van Vlist, Ron Perkowitz and Don Adkinson, representing Cruz `87,
thanked the Mayor and Council for the City's, cooperation and
support to help make the Cruz `87 a success. Van Vlist presented
the City with a check in the amount of $750.00 as a donation to
help defray expenses incurred by the City during Cruz `87. Mayor
Weatherill and Council members thanked Van Vlist and members of
the Cruz `87 Committee for a,job'well done and recommended this
be an annual event. The Cruz `87 Committee also presented a check
to Councilman Grable in -the amount of $200.00 for the Demolay-
Corina Packard Fund.
Bill Kamps, representing Don Lingren, South Sound Sanitation,
outlined proposed new garbage collection system (aura -Kan) and
rate revisions. (Proposed Dura-Kan $7.18-current rates 1 can
$6.12; 2 cans $9.16; 3 cans $12.96). Mayor Weatherill requested
public input from audience regarding the pilot -program for the
new Dura-Kan system.
Neils Nielsen, 1111-1113'Sidney, spoke in favor of the new
garbage collection system, stating the larger plastic cans are
easier to handle .by residents and garbage company employees.
A.J. Heng, 520 Sweany, expressed concern for the household that
presently utilizes one small garbage can. The new Dura-Kan
system would mean an increase in rates for the same amount of
refuse.
Walter Moller, 1112 Sidney, questioned who is responsible for the
maintenance of the garbage cans. Mr. Kamps stated South Sound
Sanitation will maintain the new garbage containers.
Howard Minor, 1400 Bay Street, voiced support of the new garbage
collection system citing the containers are easier to handle, are
quieter, hold more, are dog proof and the lids.s.tay on.
Howard Mulkey, 1112 Tacoma St., spoke,against new system and
additional expense for users. of one can service.
Judy Ultican, 1217 Sidney, voiced concern about cost of service
for citizens on fixed income. '
Bill Kamps reviewed South Sound Sanitation's proposal for the new
Dura-Kan garbage collection system including revision of rate
structure. Mr. Kamps also requested Council extend South Sound's
current contract for an'additional five years (to June 30, 1995).

Councilman Geiger moved to approve South Sound Sanitation's
proposal for the new Dura-Kan garbage collection system with
elective or mandatory service to be determined by amendment to
this motion, seconded by Councilman Lloyd.
Howard Minor restated his support for the new collection system
and urged Council to make system mandatory.
Pete Filipiuk, 1128 West, requested Council consider instituting
the new Dura-Kan system on an elective basis.
Jackie Filipiuk, 1128 West, proposed a senior citizen discount
program be developed for garbage collection service.
After much discussion by Council, Councilman Geiger moved to
amend motion to approve the Dura-Kan garbage collection system on
a mandatory basis and to also authorize extension of garbage
collection contract for an additional five years to June 30,,
1995, seconded by Councilman Lloyd and carried with 5 ayes and 1
nay. Councilman Wilson voting nay.
Original motion as amended was adopted unanimously to approve the
new Dura-Kan garbage collection system proposed by South Sound
Sanitation with the system to mandatory and to also extend
garbage contract to June 30, 1995.
Mayor Weatherill opened Public Hearing scheduled for 7:45 P.M.,
regarding proposed budget for Federal Shared Revenue Funds of
$2,800.00 received in excess of anticipated amounts.
Mayor Weatherill call for proposals from audience as to how the.
City should allocated $2,800.00 of unanticipated Federal Shared
Revenue Fund monies.
Police Chief Mathews requested $1,230.00 be allocated for the
purchase of a tape backup system for the Police Department
computer.
Fire Chief Snow requested $2,800.00 be allocated to purchase
bunker gear to replace the bunker gear damaged during a recent
fire.
Howard Minor suggested the excess funds be used for maintenance
of City streets.
Mayor Weatherill called for further public input and proposals.
No response from audience.
Mayor Weatherill closed public input portion of Public Hearing.
Councilman Geiger requested $2,000.00 of excess Federal Shared
Revenue Fund monies be used to purchase an authentic Makah totem
pole to replace the old totem pole located at the end of Sidney
Avenue by the Library.
Councilman Grable, on behalf of Councilman Clauson, requested
unanticipated Federal Shared Revenue Funds be used for the new
Public Works Shop Building project. Engineer Curles stated this
project is funded by Water -Sewer Utilities Fund.

Councilman Geiger moved to adopt Ordinance No. 1388 amending the
budget for the year 1987 and ordering appropriation of
unanticipated Federal Shared Revenue Fund monies in the amount of
$2,000.00 to purchase an authentic Makah totem pole to replace
the old totem pole located at the end of Sidney Avenue by the
library, seconded by Councilman Lloyd and carried.
Councilman Geiger moved to amend Ordinance No. 1388 to include an
allocation of $800.00 from unanticipated Federal Shared Revenue
Fund monies for the replacement of bunker gear for the Fire
Dept., seconded by Councilman Grable and carried.
Norm Olson, representing Gary Kucinski presented revised
preliminary design drawings of slope design at 823 Bethel Avenue.
After much discussion, Council referred matter to Public Building
and Property Committee for study.
Sharon Sawdey, representing Donahue and Associates, summarized
the coordination efforts for the environmental. assessment and
detailed the proposed alternatives for Bethel Road Corridor
improvements.
Mayor Weatherill called for recess at 9:27 P.M. and reconvened
meeting at 9:47 P.M.
Mayor Weatherill informed Council he is appointing Jesse Smith to
the Planning Commission effective August 1, 1987 to fill vacancy
created by resignation of Darlene Thompson.

Council discussed letter from South Kitsap Chamber of Commerce
requesting City's assistance in funding the replacement of the
"Welcome to Port Orchard/So. Kitsap" sign Sedgwick/SR16 and the
installation of a new welcome sign at the intersection of
Tremont/SR16.
Councilman Grosso moved to view favorably South Kitsap Chamber of
Commerce project to replace welcome sign at Sedgwick and SR16 and
install a new welcome sign at the intersection of Tremont and
SR16 and assist where the City can, seconded by Councilman Grable
and carried.
Councilman Geiger moved to adopt Resolution No. 1463 authorizing
the Port Orchard City Treasurer to accept funds for the
investigation and apprehension of persons involved in illegal
gambling activity, seconded by Councilman Grable and carried.
On motion by Councilman Grosso, seconded by Councilman Grable,
Council adopted Resolution No. 1464 authorizing the City's
intention to participate in the Kitsap County Drug Task Force and
to consider budgeting $2,000.00 in the 1988 budget.
Miriam R. Heuss, Director of the Bremerton/Kitsap County Visitor
and Convention Bureau, updated the Council on services provided
and activities provided by the Bureau. Ms. Heuss also request a
1988 budget allocation.

Bill Ralph, Knights of Pythias, requested permission to erect

Council authorized the City Attorney to draft an ordinance
revising Port Orchard parking ordinances.
Mayor Weatherill opened Public Hearing scheduled for 8:00 P.M.
regarding proposed amendments to the Port Orchard Zoning
Ordinance.
City Engineer Curles outlined the proposed changes to the Zoning
Ordinance.
Mayor Weatherill called for public input. As no response was
received from the public Mayor Weatherill closed public input
portion of Public Hearing.
Councilman Grosso moved to continue Public Hearing on proposed
revisions to the Port Orchard Zoning Ordinance to the August 24,
1987 Council meeting, seconded by Councilman Wilson and carried.
Councilman Geiger moved to maintain the 30 MPH speed limit on
Tremont Street, seconded by Councilman Wilson and carried.
Vouchers audited and certified by the auditing officer (City
Clerk) as required by RCW 42.24.080, and those expense
reimbursement claims certified as required by RCW 42.24.090, have
been recorded on a listing and made available to the Council.
On motion by Councilman Geiger, seconded by Councilman Grable,
Council unanimously approved payment of those vouchers as
follows: Claims Warrant No. 9046-9125 in the total amount of
$52,623.67. and July Payroll in the amount of
Councilman Geiger moved to allow expenditure of $1,230.00 from
Current Expense Fund for the purchase of a tape backup system for
the Police Department computer, seconded by Councilman Childress
and carried.
Councilman Wilson moved to declare two Police Department

the use of unmuffled compression brakes in the City limits except
in emergencies, seconded by Councilman Grosso and carried.
