09/28/1987 - Regular - MinutesPort Orchard, Washington September 28, 1987 Council of the City of Port Orchard, Washington called to regular session by Mayor Pro-tem Gerald H. Grosso. Councilmembers present: Childress, Wilson, Geiger, Grosso, Lloyd, and Grable. Councilman Clauson excused. Also present: City Attorney Haberly, Police Chief Mathews, City Engineer Curles, Fire Chief Snow, City Il Treasurer Miller, City Clerk Hower and Deputy Clerk Thomas. /�3J87� CJu }JC 11'N"A N Ghie- Childress led the audience and Council in the Pledge of Allegiance. On motion by Councilman Grable, seconded by Councilman Wilson, Council approved the minutes of the September 14, 1987 meeting as distributed. On motion by Councilman Grable, seconded by Councilman Wilson, Council approved the minutes of the September 17, 1987 Special Meeting as distributed. Councilman Grable moved to concur with Mayor Weatherill's Proclamation declaring the month of October 1987 as Crime Prevention Month, seconded by Councilman Wilson and carried. Councilman Wilson moved to approve Ordinance No. 1396`increasing speed limits on certain streets (SR160 from Maple Avenue to east City limits, thirty-five miles per hour at all times), seconded by Councilman Lloyd and carried. Councilman Geiger moved to approve Ordinance No. 1395 fixing the amount of ad valorem taxes to be raised for the year 1988, seconded by Councilman Wilson and carried. Bud Benson, South Kitsap Chamber of Commerce, presented a drawing of the new "Welcome to Port Orchard" sign and requested City contribute to the installation of the sign. Council assured Mr. Benson the City would help with "in -kind services" for the placement of the sign. Councilman Geiger moved to accept offers for the City to redeem four 1984 Water -Sewer Revenue Bonds in the amount of $30,300.00, seconded by Councilman Grable and carried. Councilman Geiger moved to approve Ordinance No. 1397'amending the budget for the year 1987 and ordering appropriation of funds received in excess of anticipated amounts ($30,300 - Water -Sewer Revenue Bond 1984 Fund), seconded by Councilman Grable and carried. Carol Rank, 515 Perry Avenue, requested Perry Avenue North be included in the restricted parking area plan and also asked for additional street lighting. Mayor Pro-tem Grosso referred matter to Street/Alley Committee for further research. Vouchers audited and certified by the auditing officer (City Clerk) as required by RCW 42.24.080 and those expense reimbursement claims certified as required by RCW 42.24.090 have been recorded on a listing and made available to the Council. On motion by Councilman Geiger, seconded by Councilman Grable, Council unanimously approved payment of those vouchers as follows: Claim Warrant No. 9242-9299 in the total amount of $18,899.24. September 28, 1987 Page two City Treasurer Miller gave a brief outline on the status of the first and second foreclosure proceedings for U.L.I.D. No. 1. Councilman Geiger moved to allow the Mayor to sign Change Order No. 1 for Wilkins Water Main in the amount of $2,300.00 to fund additional water valves, seconded by Councilman Grable and carried. Fire Chief Snow reported on the Emergency Management Workshop which he attended on September 21-24, 1987. Chief Snow submitted copies of recent legislation establishing criteria for emergency management of hazardous materials. City Attorney was requested to review this data and render clarification of the City's responsibilities. Councilman Geiger moved to amend Residential Parking Permit Application to allow residents with more than one registered vehicle to obtain a Residential Parking Permit for each vehicle, seconded by Councilman Lloyd and carried.
