Council of the City of Port Orchard, Washington called to regular
session by Mayor Leslie J. Weatherill. Councilmembers present:
Clauson, Childress, Wilson, Geiger, Grosso, Lloyd, and Grable.
Also present: Deputy Clerk Thomas, City Treasurer Miller, City
Attorney McCluskey, Police Chief Mathews, City Engineer Curles,
Fire Chief Snow and City Clerk Hower.
Councilman Grable led the audience and Council in the Pledge of
Allegiance.
On motion by Councilman Grosso, seconded by Councilman Grable,
Council approved the minutes of the November 9, 1987 meeting as
distributed.
Mayor Weatherill introduced letter from Walt Patterson, Puget
Sound Bank requesting the City waive utility bill late penalties
in the amount of $349.83 from account for 521 Bay Street.
City Treasurer Kristine Miller detailed charges which have accrued
on the utility, account for 521 Bay Street.
Councilman Grosso moved to reduce late penalties on 521 Bay Street
utility account to the amount of $183.57. Motion died for lack of
a second.
On motion by Councilman Geiger, seconded by Councilman Clauson,
Council denied Puget Sound Bank's request for the City to waive
$349.83 in late penalties assessed against the 521 Bay Street
utility account.
Councilman Wilson moved to accept Claim for Damages received from
Pacific Northwest Bell and pay $350.00 for damages caused to
telephone cable by City employee(s) or agent, seconded by
Councilmen Grosso and Childress and carried.
On motion by Councilman Geiger, seconded by Councilman Wilson,
Council adopted Ordinance No. 1400 which amends Ordinance No. 1352
by amending the salary schedule for employees of the City of Port
Orchard for the year 1987.
On motion by Councilman Grosso, seconded by Councilmen Geiger and
Clauson, Council approved Ordinance No. 1401 correcting errors
relating to U.L.1.D. No. 1 assessment amounts; amending Section 2
of Ordinance No. 1237; superseding Section 2 of Ordinance No.
1268; and amending Section 1 of Ordinance No. 1249.
Mayor Weatherill addressed request for Final Plat approval of
Cedar Canyon Estates -Division 2.
Councilman Childress stepped down from Council seat due to
conflict of interest.
Councilman Grosso moved to accept the Final Plat for Cedar Canyon
Estates -Division 2, seconded by Councilman Grable and carried with
six ayes.
On motion by Councilman Wilson, seconded by Councilman Grable,
Council set December 14, 1987; 8:30 P.M. as date and time for a
Public Hearing relevant to a Petition for Annexation as submitted
by Daniel J. Case and Barbara J. Case.

Mayor Weatherill announced the Public Bearing to discuss the 1988
Budget will be held December 7, 1987 at 7:30 P.M. in Council
Chambers.
Councilman Grosso moved to increase the speed limit to thirty-five
miles per hour (35 MPH) on Old Clifton Road from the westerly city
limits east to the Tremont Street/Old Clifton Road intersection
and establish a speed limit of twenty-five miles per hour from the
Tremont Street/Old Clifton Road intersection east to the end of
Old Clifton Road, seconded by Councilman Grable and carried.
On motion by Councilman Grosso, seconded by Councilman Grable,
Council authorized Mayor Weatherill to sign HUD Emergency Shelter
Grant Application to renovate 810 Bay Street Building.
Councilman Geiger moved to approve and adopt the 1988 Wastewater
Treatment Facilities Budget as presented by the Wastewater
Advisory Committee, seconded by Councilman Clauson and carried.
Vouchers audited and certified by the auditing officer (City
Clerk) as required by RCW 42.24.080 and those expense
reimbursement claims certified as required by RCW 42.24.090 have
been recorded on a listing and made available to the Council.
On motion by Councilman Geiger, seconded by Councilman Grable,
Council unanimously approved payment of those vouchers as
follows: Claim Warrant No. 09475-09507 in the total amount of
$244,435.53.
City Treasurer reported on U.L.I.D. No. 1 foreclosure sale held
Friday, November 20, 1987 at 9:00 A.M. Twenty-six parcels were
foreclosed upon. One parcel was sold to a private citizen, the
remaining twenty-five parcels were retained by the Bond Fund and
are being held in trust.
At the request of Police Chief Mathews, Councilman Wilson moved to
surplus the 1978 Dodge Aspen and sell it to South Kitsap High
School for the sum of one dollar, with the condition the vehicle
be used for educational purposes only and not be driven on a
public road, seconded by Councilman Grable and carried.
On motion by Councilman Geiger, seconded by Councilman Grable,
Council declared the dial type speedometer radar as surplus and
dispose of through the Sidney Museum. Councilman Grosso abstained
from voting due to conflict of interest.
Councilman Clauson moved to accept Thompson Pile Driving proposal
to install DeKalb Waterway pier extension (five pilings) for the
sum of $3,475.00, seconded by Councilman Grable and carried.
Councilman Geiger moved to authorize the City Engineer to acquire
surplus floating docks from the Port of Bremerton to further
extend the DeKalb Waterway pier, seconded by Councilman Clauson
and carried.
On motion by Councilman Wilson, seconded by Councilman Geiger,
Council authorized the City Engineer to convey to the State
Highway Department the City's recommendation that the Petition for
Vacation of a portion of State Route 160 as submitted by HMI be
denied.

Fire Chief Snow submitted for Council consideration the proposed
1988 Fire Protection Agreement for the Washington National Guard
Armory facility .
Councilman Grosso moved to accept the proposed 1988 Fire
Protection Agreement for the Washington National Guard Armory on
SR 160 for the contract sum of $272.00, seconded by Councilman
Wilson and carried.
