Port Orchard, Washington
Council of the City of Port Orchard, Washington, called to
regular session by Mayor Leslie J. Weatherill. Council
members present: Ciauson, Childress, Wilson, Geiger, Lloyd,
Grosso and Grable. Also present: Attorney McCluskey, City
Engineer Curles, Fire Chief Snow, City Clerk Hower and Adminis-
trative Assistant Thomas. Police Chief Mathews excused.
Councilman Lloyd led the audience and Council in the Pledge of
Allegiance.
On motion by Councilman Grosso, seconded by Councilman Wilson,
Council approved the minutes of the January 13, 1986 meeting as
circulated.
Dan Ahrens, addressed the Council requesting a Temporary Use
Permit to allow installation of a mobile home on his property
at 1911 Sidney, during a six month remodeling of existing
structure.
Councilman Wilson moved to approve a Temporary Use Permit for
Dan Ahrens, 1911 Sidney, contingent upon neighbors approval,
seconded by Councilman Grable.
Councilman Grosso moved to amend motion to delete "contingent
upon neighbors approval" and add the following: 1) the
Temporary Use Permit be for one year; 2) Mr. Ahrens sign
letter outlining details of issuance of this temporary permit;
and 3) a building permit be required for installation of
mobile home, carried.
Original motion as amended was carried unanimously, to approve
issuance of a Temporary Use Permit to Mr. Dan Ahrens allowing
installation of a mobile home at 1911 Sidney for one year during
remodeling of existing structure at this site. A building
Permit will be required for the installation of the mobile
home and a letter will be prepared, for Mr. Ahrens acknowledg-
ment, detailing terms of approval for this Temporary Use Permit.
Delores Barringer, addressed the Council concerning liability
insurance for Fur, Fin and Feathers.
Councilman Wilson moved to establish $500,000.00 liability
insurance coverage requirement for Fur, Fin and Feathers lease
of City property, seconded by Councilman Grable and carried.
Councilman Grosso moved to authorize the Mayor's signature on
the Coastal Zone Management Grant #60086061, seconded by
Councilman Wilson and carried.
City Clerk reported on bid opening held January 27, 1986 at
4:30 P.M. relative to Call for Bids on sale of City property,
Sidney/Kendall. No bids were received.
Councilman Wilson moved to have the City negotiate with the
original high bidder for purchase of the Kendall/Sidney property,
seconded by Councilman Childress, motion fails with 6 nays and
1 aye. Councilman Wilson voting aye.
Councilman Grosso moved to have the City Attorney investigate
and negotiate Claims for Damage submitted by Jana A. Hodgon,
seconded by Councilman Geiger and carried.

Councilman Wilson moved to remove from table proposed agreement
for Animal Control Services for 1986, seconded by Councilman
Grosso and carried.
Councilman Wilson moved to approve proposed agreement for Animal
Control Services for 1986 as submitted by Kitsap County Humane
Society, seconded by Councilman Grable and carried.
Roger Childress, Kitsap County Humane Society, addressed the
Council regarding the decrease in dogs being licensed in the
City. He suggested alternatives the Council could consider
to increase dog licenses in the City.
Councilman Grosso moved to remove from table, proposed Ordinance
No. 1335, seconded by Councilman Grable and carried.
Councilman Grosso moved to approve Ordinance No. 1335, repealing
Ordinance No. 1007; Ordinance No. 720; Ordinance No. 862 and
adopting new definitions and regulations for Mobile Home Parks,
seconded by Councilman Grable and carried.
Councilman Wilson moved to relocate Kitsap Transit bus stop
at Port Orchard foot ferry east 30 to 40 feet for better
visability, seconded by Councilman Grosso and carried.
Councilman Wilson moved to authorize the Street Department
remove the sign "Police Only" from the south side of Bay Street,
(across the street from Myhres Restaurant), seconded by Council-
man Grable and carried.
Councilman Wilson moved to have the Street/Alley Committee,
City Engineer and City Attorney draft an Ordinance for Residen-
tial Permit Parking, seconded by Councilman Geiger and carried.
Councilman Wilson moved to allow the City Engineer to negotiate
with West Sound Survey to resolve the discrepancy in legal
descriptions in various parcels purchased for the Port Orchard
By Pass, seconded by Councilman Grable.
Councilman Geiger moved to amend motion to instruct the City
Engineer to request Pac West Land and Field Services work with
West Sound Survey to resolve discrepancy in legal descriptions
in various parcels purchased for the Port Orchard By Pass and
make sure the job is done satisfactorily, -.seconded by Councilman
Grable and carried.

Vouchers audited and certified by the auditing office (City
Clerk) as required by RCW 42.24.080, and those expense reimburse-
ments claims certified as required by RCW 42.24.090, have been
recorded on a listing and made available to the Council.

On motion by Councilman Geiger, seconded by Councilman Clauson
Council unanimously approved payment of those vouchers as
follows: (Claims) Warrant No. 6,629-6,648 in the total amount
of $78,300.13.
