Council of the City of Port Orchard, Washington, called to regular
session by Mayor Leslie J. Weatherill. Councilmembers present:
Clauson, Childress, Wilson, Geiger, Lloyd and Grosso. Councilman
Grable excused. Also present: City Attorney McCloskey, Police
Chief Mathews, City Engineer Curles, Fire Chief Snow, City Clerk
Hower and Administrative Assistant Thomas.
Councilman Geiger led the audience and Council in the Pledge of
Allegiance.
On motion by Councilman Grosso, seconded by Councilman Geiger,
Council approved the minutes of the March 10, 1986 meeting as
circulated.
Nancy Tucker, Puget Sound Water Quality Authority Agency, gave a
brief explanation of the proposed Water Quality Plan for Puget
Sound.
Debbie Austin, representing Beta Sigma Phi, presented a donation of
$600.00 for painting the Port Orchard Library Building. Mayor
Weatherill and Melody Sapp, representing the Library Board accepted
the check and thanked the Sorority for their civic contribution.
Councilman Wilson moved to approve Ordinance No. 1339 amending
City of Port Orchard Comprehensive Plan Ordinance No. 895; by
amending the Comprehensive Plan Map certain properties therein
(1012 Bethel -East Port Orchard Towing Storage Yard), seconded
by Councilman Grosso and carried.
Councilman Grosso moved to approve Ordinance No. 1340 amending
City of Port Orchard Zoning Ordinance No. 1163 by amending the
area and use maps thereof, reclassifying certain property
(Jerry Connell -owner of record) located at the Northwest corner
of Maple/Kendall Street) 1012 Bethel East Port Orchard Towing
Storage Yard, seconded by Councilman Wilson and carried.
Councilman Wilson moved to approve Ordinance No. 1341 amending
City of Port Orchard Zoning Ordinance No. 1163 by amending the
area and use maps thereof, reclassifying certain property
(Ronald Olson -owner of record) located in the Northwest corner
of Sidney Avenue and Lippert Street (105 Lippert -Fox Run
Apartments), seconded by Councilman Grosso and carried.
Councilman Wilson moved to set April 14, 1986 at 8:00 P.M. as
date and time of the public hearing regarding application for
Change of Comprehensive Plan Designation as submitted by
Marshal and Grenda Beach (Hovde Road), seconded by Councilman
Clauson and carried.

Councilman Geiger moved to approve Resolution No. 1418 authorizing
the issuance of a Special Use Permit to Bryan Properties for a
specific use of a parcel of property located at 1890 Pottery,
seconded by Councilman Wilson and carried. .
Councilman Wilson moved to authorize the City Clerk to prepare a
informational package on the status of the Secretarial Pool and
include suggestions on improving "clerical" services, seconded
by Councilman Grosso and carried.

Councilman Geiger reported Mrs. Lieske, owner of Horluck Trans-
portation has expressed concerns regarding safety of pedestrians
leaving the footferry. Mayor Weatherill referred matter to
Street/Alley Committee and the Police Department for recommendation.
Mayor Weatherill adjourned Council into executive session regarding
personal services contract matter for 30 minutes. Executive
session was extended an additional 10 minutes, 9 minutes, 20
minutes, and 10 minutes. Meeting reconvened at 9:27 P.M.
Councilman Wilson moved to extend the grace period on Joan Case,
et al, Public Defender, Personal Services an additional 60 days.
Motion died for lack of second.
Councilman Geiger, who had abstained from voting on Joan Case,
Public Defender, contract matter on 2/24/86 stated his contract
association with Ms. Case has terminated and would like to vote
on this matter unless anyone present objects. No objections voiced.
On motion by Councilman Grosso, seconded by Councilman Clauson,
Council moved to reconsider motion (as presented 2/24/86) to ter-
minate the services of Public Defender Joan Case, et al, effective
May 1, 1936 and to secure services of another Public Defender,
carried unanimously.
Council unanimously denied motion (as presented on 2/24/86) to
terminate the services of Public Defender Joan Case, et al,
effective May 1, 1986 and to secure services of another Public
Defender.
Councilman Geiger moved to authorize Call for Bids on Sludge
Dewatering Facility, seconded by Councilman Lloyd and carried.
Councilman Grosso moved to declare NCR Bookkeeping Machine as
surplus and to dispose of in best interest to the City, seconded by
Councilman Geiger and carried.
Councilman Clauson moved to allow three hours overtime compensation
for Richard Wolf, Assistant Superintendant of Public Works for over-
time worked, Sunday March 23, 1986, seconded.by Councilman Grosso
and carried.
Councilman Clauson moved to authorize Kramer, Chin and Mayo to proceed
with Task #3 of Sludge Dewatering Facility Engineer Contract,
seconded by Councilman Geiger and carried.
Councilman Clauson moved to authorize the City Engineer and City
Attorney draft a modification to City Ordinance No. 1052, which
refers to the Plumbing Code, seconded by Councilman -Grosso and carried.
Councilman Wilson moved to authorize the Mayor to sign the Coastal
Zone Management Contract with Olympic Associates, seconded by
Councilman Clauson and carried.
Councilman Grosso moved to authorize the Mayor to sign the new
contract with Carr Associates as the new Geologists for the Municipal
Well, seconded by Councilman Clauson and carried.

Vouchers audited and certified by the auditing officer (City Clerk)
as required by RCW 42.24.080, and those expense reimbursement
Claims certified as required by RCW 42.24.090, have been recorded
on a listing and made available to the Council.
On motion by Councilman Geiger, seconded by Councilman Clauson,
Council unanimously approved payment of those vouchers as follows:
(Claims) Warrant No. 6,916-6,945 in the total amount of $17,513.41.
Councilman Clauson moved to allow the City Engineer Call for Bids
on the purchase of a "Jet Rod", seconded by Councilman Grosso and
carried.
