05/12/1986 - Regular - MinutesPort Orchard, Washington May 12, 1986 Council of the City of Port Orchard, Washington, called to regular session by Mayor Leslie J. Weatherill. Council members present: Clauson, Wilson, Childress, Geiger, Lloyd, Grosso and Grable. Also present: City Attorney Haberly, Police Chief Mathews, City Engineer Curies, Fire Chief Snow, City Clerk Hower and Administrative Assistant Thomas. Councilman Geiger led the audience and Council in the Pledge of Allegiance. On motion by Councilman Grosso, seconded by Councilman Grable, Council approved the minutes of April 28, 1986 meeting as corrected. Councilman Grosso moved to authorize the Mayor to sign a document titled "Removal of Property from Provisions of Horizontal Property Regimes Act", as requested by Cambian Corporation thus rescinding Holly Terrace Condominium declaration and.classifying Holly Terrace as apartments, seconded by Councilman Grable and carried. Councilman Grosso moved to authorize the Mayor to sign Agreement with KMB Associates for Civil Service entry level patrolman examination, seconded by Councilman Grable and carried. Mayor Weatherill referred letter from Colleen M. Bruhn concerning Fur, Fin and Feathers, to the Water, Sewer, Health and Animal Control Committee. Councilman Geiger moved to reject all bids received for construction of the Sludge Dewatering Facility and authorized the plans and specifications be rewritten to reflect a lower insurance requirement and that the alternatives be clearly defined as optional, seconded by Councilman Grosso and carried. On motion by Councilman Geiger, seconded by Councilman Grosso, Council supported Proclamation declaring Port Orchard to be known as Fathoms 0' Fun, Washington, from June 28 thru July 4, 1986 in observance of the 19th Anniversary of Fathoms 0' Fun. On motion by Councilman Clauson, seconded by Councilman Geiger, Council confirmed Proclamation declaring National Nursing Home Week, May 11 - 17, 1986. Mayor Weatherill announced next Council meeting will be held Tuesday, May 27, 1986, due to Memorial Day holiday on Monday, May 26, 1986. Councilman Grosso moved that the Council meeting not be changed and the City employees observe the traditional Memorial Day holiday on May 30, 1986. Motion failed for lack of second. Councilman Grosso requested the Mayor write a letter to legislators, stating the City of Port Orchard disapproves of observing all holiday's on Mondays, in lieu of traditional dates, seconded by Councilman Geiger and carried. City Clerk read Commanding Officers Promulgating Order Number One - 1986, which was presented to the City of Port Orchard. This order states that the President has declared the week of May 12-18, 1986 as Armed Forces Week - 1986 and that Commander Eugene McPhail, of the Naval Undersea Warfare Engineering Station, cordially invites the officials, citizens and visitors of Kitsap County to visit various ships at the Bremerton First Street Dock. May 12, 1986 Page Two Councilman Grosso moved to surplus old holsters, ammunition pouches, and speed loaders and authorized Chief Mathews to dispose of these items, in the best interest of the city, seconded by Councilman Clauson and carried. Councilman Geiger moved to authorize the Mayor to sign two change orders for the Marina Pump Station Restroom in the amounts of $250.00 and $150.00 and further moved to accept the Marina Pump Station Restroom as complete, seconded by Councilman Wilson and carried. On motion by Councilman Grable, Council authorized the City Engineer and City Attorney to draft a Subdivision Ordinance for Council consideration, seconded by Councilman Grosso and carried. Councilman Grosso moved to authorize the City Engineer to work with local surveyor regarding Port Orchard Bypass right-of-way legal descriptions and to seek reimbursement from previous surveyor, seconded by Councilman Clauson and carried. Councilman Wilson moved to set June 9, 1986, 7:45 P.M., as date and time of Public Hearing for reclassification of DeKalb Waterway, to designate area between Inner Harbor Line and shoreline a public place, seconded by Councilman Wilson and carried. Councilman Wilson moved to approve monies from the U.L.I.D. Construction Fund be used to correct slope at the Sewer Treatment Plant R.V Dump site, seconded by Councilman Grable. Motion failed with 5 nays. Council members Clauson, Childress, Lloyd, Wilson and Geiger voting nay. Vouchers audited and certified by the auditing officer (City Clerk) as required by RCW 42.24.080, and those expense reimbursement claims certified as required by RCW 42.24.090, have been recorded on a listing and made available to the Council. On motion by Councilman Geiger, seconded by Councilman Clauson, Council unanimously approved payment of those vouchers as follows: Claims Warrant No. 7086-7144 in the total amount of $53,650.42 and April Payroll No. 105853-105962 in the total amount of $96,460.36. Councilman Clauson moved to authorize the purchase of motorcycle boots for the Police Department, seconded by Councilman Grosso. Councilman Wilson moved to amend motion to limit the purchase to only one pair of motorcycle boots, seconded by Councilman Grosso and carried. Original motion as amended to authorize the purchase of one pair of motorcycle boots for the Port Orchard Police Department, seconded and carried.
