Council of the City of Port Orchard, Washington, called to
regular session by Mayor Leslie J. Weatherill. Councilmembers
present: Wilson, Childress, Geiger, Lloyd, and Grosso.
Councilmen Grable and Clauson excused. Also present: City
Attorney McCloskey, Police Chief Mathews, City Engineer Curles,
City Clerk Hower and Administrative Assistant Thomas. Fire Chief
Snow excused.
City Engineer Curles led the audience and Council in the Pledge
of Allegiance.
On motion by Councilman Grosso, seconded by Councilman Lloyd,
Council approved the minutes of the July 14, 1986 meeting as
distributed.
Councilman Wilson moved to acknowledge Assignment of Transfer
from Olympic Cable TV to Rock Associates, Inc., seconded.
Councilman Grosso moved to amend motion to also acknowledge
Assignment of Transfer from Clearview Cable TV to Olympic Cable
TV, seconded by Councilman Childress and carried.
Original motion as amended to acknowledge the Assignment of
Transfers from Clearview Cable TV to Olympic Cable TV and Olympic
Cable TV to Rock Associates, Inc., seconded and carried.
Councilman Wilson moved to acknowledge Notice of Intent to
Petition for Annexation to the City of Port Orchard, (legal
description Attachment "A"), submitted by Roger Jensen, Wilkins
Distributing Co., seconded by Councilman Grosso and carried.
Councilman Geiger moved to amend motion to include setting August
11, 1986 as the date the Council will meet with Roger Jensen,
Wilkins Distributing Co., to discuss (1) whether the City will
accept the petition for annexation, (2) whether the City shall
require simultaneous adoption of the comprehensive plan and
establish zoning designation and (3) whether the City shall
require the assumption of the existing City indebtedness,
seconded by Councilman Grosso.
Original motion as amended to acknowledge Notice of Intent to

Councilman Grosso moved to adopt Resolution No. 1425, authorizing
submittal of documents to stabilize the embankment of the Port
Orchard Bypass, seconded by Councilman Wilson and carried.
Councilman Wilson moved to approve Resolution No. 1427,
authorizing a budgetary transfer with Federal Shared Revenue
Fund, ($300.00 from Active Club Handicap Ramp to Public Boat
Launch), seconded by Councilman Geiger and carried.
Mayor Weatherill opened Public Hearing scheduled for 8:00 p.m.,
regarding proposed amendment to the Port Orchard Zoning
Ordinances relevant to Mobile Home Parks.

City Engineer Curles gave a brief outline of proposed amendments
to zoning ordinance relevant to Mobile Home Parks.
Mayor Weatherill called for public input concerning the proposed
amendment. No response.
Mayor Weatherill declared public input of Public Hearing closed.
Councilman Wilson moved to approve Ordinance No. 1351 amending
the Port Orchard Zoning Ordinance Nos. 899 and 1163; relevant to
Mobile Home Parks, seconded by Councilman Lloyd and carried.
Robin Bishop, addressed Council requesting a pedestrian crosswalk
on South Street off Sidney Avenue. Mayor Weatherill referred
matter to Street/Alley committee for further consideration.
Councilman Wilson moved to set August 11, 1986 at 8:00 p.m., as
date and time for public hearing regarding proposed subdivision
ordinance establishing new rules, regulations and procedures in
order to fully implement the subdivision of land within the City,
seconded by Councilman Grosso and carried.
Councilman Wilson moved to remove from table proposed Ordinance
No. 1349 which would establish residential permit parking,
seconded by Councilman Childress and carried. Street/Alley
Committee recommended proposed Ordinance No. 1349 be held in
abeyance and information retained in files for future use.
Councilman Grosso moved to authorize the Street/Alley committee,
the Police Chief, and City Engineer to invesigate and lease
parking machines for a period of one year, with the condition the
machine will print out the date and time on each ticket. The
committee is to determine if one or three parking machines will
be needed for the size of the parking lots and also where the
power source will come from, seconded by Councilman Geiger and
carried.
Councilman Geiger moved to allow Robert Houston, 718 Hull Ave.,
permission to top trees for better visibility at Taylor and Hull
Street, seconded by Councilman Grosso.
Councilman Childress moved to amend motion to require the City
obtain a professional tree topping service with the condition the
property owners pay for the cost of the service, seconded by
Councilman Wilson and carried.
Councilman Wilson moved to further amend motion to have property
owners pay cost with no mark-up, seconded by Councilman Grosso
and carried.
Original motion as twice amended for city to obtain a
professional tree topping service to top trees blocking view of
properties in the Hull and Taylor Street area with the condition
property owners are to pay for the cost of the service with no
cost mark-up, seconded and carried.
Councilman Grosso moved to authorize the Mayor to sign "Agreement
for Aid" between City of Port Orchard and State Department of
Transportation regarding the widening of Tremont Street, seconded
by Councilman Geiger and carried.
Vouchers audited and certified by the auditing officer (City
Clerk) as required by RCW 42.24.080, and those expense
reimbursement claims certified as required by RCW 42.24.090,
have been recorded on a listing and made available to .the
Council.

On motion by Councilman Geiger, seconded by Councilman Clauson,
Council unanimously approved payment of those vouchers as
follows: Claims Warrant No. 7434-7487 in the total amount of
$125,536.32.
Councilman Grosso moved to authorize payment of $104.57 to Mrs.
Ethel B. Gunderson as per Court Order for impoundment violation,
seconded by Councilman Childress and carried.
Councilman Wilson moved to authorize the Mayor to sign a Coastal
Zone Management Grant #G0087016 from Department of Ecology for a
study and plan on Blackjack Creek to supplement work previously
done, seconded by Councilman Grosso and carried.
Councilman Grosso moved to authorize the Mayor to sign the cost
proposal for the handicap door for the Port Orchard Library,
seconded. Motion failed with 1 aye and 5 nays. Councilman
Grosso voting aye.
