August 11, 1986
Council of the City of Port Orchard, Washington, called to
regular session by Mayor Leslie J. Weatherill. Councilmembers
present: Clauson, Wilson, Childress, Geiger, Lloyd, and Grosso.
Councilmen Grable excused. Also present: City Attorney
McCluskey, Police Chief Mathews, Fire Chief Snow, City Engineer
Curles, City Clerk Hower and Administrative Assistant Thomas.
Councilman Geiger led the audience and Council in the Pledge of
Allegiance.
On motion by Councilman Grosso, seconded by Councilman Lloyd,
Council approved the minutes of the July 28, 1986 meeting as
distributed.
Councilman Wilson moved to reschedule the meeting with Roger
Jensen, Wilkins Distributing to August 25, 1986 to discuss
whether the City will (1) accept the proposed annexation, (2)
require the simultaneous adoption of a Comprehensive Plan and
establish zoning designation, (3) require the assumption of all
or any part of existing City indebtedness by area to be annexed,
seconded by Councilman Lloyd and carried.
Karl Kirn and Kent Meeks, of Puget Power, addressed Council
regarding the proposed ordinance to renew the electric power
company franchise.
Councilman Wilson moved to continue the proposed ordinance
renewing the electric power company franchise to the next Council
meeting, August 25, 1986, seconded by Councilman Clauson and
carried with 6 ayes and 1 nay. Councilman Grosso voting nay.
Councilman Clauson moved to reschedule 8:00 P.M. Public Hearing
regarding proposed subdivision: ordinance to August 25, 1986, 8:00
P.M., seconded by Councilman Grosso and carried.
Mayor Weatherill requested the Street/Alley Committee research
Dave Selbig's request for permission to post commercial signs at
two locations on city right-of-way.
City Clerk reported on bid opening held August 7, 1986 at 4:30
P.M. relative to Call for Bids for Sidney Pump House. Bids were
received as follows:
Haga Construction + Bid
Ramlo Well Drilling + Bid
Kitsap Development + Bid
Engineer's Estimate
Bond $36,927.00
Bond 42,128.00
Bond 44,911.00
$42,175.00
Councilman Grosso moved to accept the bidding and award contract
for the Sidney Pump House to the low bidder, Haga Construction in
the amount of $36,927.00, seconded by Councilman Clauson and
carried.
On motion by Councilman Wilson, seconded by.Councilman Clauson,
Council approved a five minute recess.

Councilman Grosso moved to award Claim for Damages submitted by
the Port Of Bremerton in the amount of $288.64 for interest and
penalties regarding U.L.I.D. No. 1, seconded by Councilman
Wilson. Councilman Grosso moved to table motion for further
research by City Attorney, seconded by Wilson and carried.
Councilman Grosso moved to adopt Ordinance No. 1352 amending
Ordinance No. 1270 by amending the salary schedule for employees
of the City of Port Orchard for the year 1986, seconded by
Councilman Clauson and carried.
Councilman Grosso moved to set September 8, 1986 as date for
Public Hearing regarding Condition No. I in Ordinance No. 1327,
water system for Sedgewick Mall, seconded by Councilman Childress
and carried.
Council commended Assistant Superintendent of Public Works, Dick
Wolf for developing an economical and simple method of raising
manholes. An article written by Engineer Curles was published in
Public Works Magazine describing procedure devised by Mr. Wolf.
Mayor Weatherill adjourned Council into executive session to
discuss legal matters for 5 minutes. Meeting reconvened at 8:40
P.M.
Vouchers audited and certified by the auditing officer (City
Clerk) as required by RCW 42.24.080, and those expense
reimbursement claims certified as required by RCW 42.24.090,
have been recorded on a listing and made available to the
Council.
On motion by Councilman Geiger, seconded by Councilman Clauson,
Council unanimously approved payment of those vouchers as
follows: Claims Warrant No. 7488-7571 in the total amount of
$60,573.11 and July, 1986 payroll Warrant No. 106240-106352 in
the total amount of $99,010.25.
Councilman Clauson moved to change time designations for City
waterfront parking lots 1, 2 and 3 to 12 hours with parking rate
set at $1.50 per 12 hours, 24 hours a day, 7 days a week,
seconded by Councilman Lloyd.
Councilman Geiger moved to amend motion to keep the 9 hour
section with parking rate set at $1.00 per 9 hours. Motion
failed for lack of second.
Councilman Childress moved to amend motion to set rates at $1.00
per 12 hours, 24 hours a day, 7 days a week, seconded by
Councilman Wilson. Motion approved with 4 ayes and 2 nayes.
Councilmen Clauson and Lloyd voting nay.
Original motion as amended to change time designations for the
City waterfront parking lots 1, 2 and 3 to 12 hours with the
rates being set at $1.00 per 12 hours, 24 hours a day, 7 days a
week, carried with 5 ayes and 1 nay. Councilman Geiger voting
nay.
Councilman Grosso moved to amend Port Orchard Municipal Code
Chapter 10.12.020 parking prohibited during certain hours for the
Farmer's Market from 8:00 a.m.-1:00 p.m. to 5:00 a.m.-1:00 p.m.,
seconded by Councilman Clauson and carried.

Councilman Wilson moved to eliminate signs designating "No
Parking from 7:00-8:00 a.m." in the City waterfront parking lot,
seconded by Councilman Childress. Motion failed with 2 ayes and
4 nayes. Councilmen Clauson, Geiger, Lloyd and Grosso voting
nay.
Councilman Wilson moved to reconsider motion to change time
designations of the City's waterfront parking lots 1, 2 and 3
with parking rates set at $1.00 per 12 hours, enforcement to be
24 hours a day, seven days a week, seconded by Councilman Geiger
and carried.
Councilman Clauson moved to amend motion changing time
designations and rate of City's waterfront parking lots 1, 2 and
3 to designate enforcement to be 24 hours a day, 7 days a week
except Sundays and Federal holidays, seconded by Councilman
Wilson and carried.
Council unanimously approved original motion as amended to change
time designations of City's waterfront parking lots 1, 2 and 3 to
12 hours with parking rates set at $1.00 per 12 hours,
enforcement to be 24 hours a day 7 days a week, except Sundays
and Federal Holidays.
Councilman Geiger moved to restrict parking on the north side of
Sweany Street to assure access for emergency vehicles, seconded
by Councilman Grosso and carried.
Councilman Grosso moved to restrict parking on the entire outside
radius of Beach Drive curve at Mitchell Point, seconded by
Councilman Clauson and carried.
Councilman Wilson moved to declare "gas computers" from police
vehicles as surplus and authorized disposal by public auction,
seconded by Councilman Childress and carried.
Councilman Clauson moved to adopt Ordinance No. 1353 amending
Ordinance No. 1209, relating to peace, safety and morals, Section
1; Port Orchard Municipal Code 9.16.010, seconded by Councilman
Grosso and carried.
Councilman Clauson moved to adopt Ordinance No. 1354 establishing
offenses and regulations relating to the operation of boats and
adopting by reference RCW 88.02.010, 88.02,080, 88.02.090,
88.02.095, and 88.02.110, seconded by Councilman Geiger and
carried.
Councilman Wilson moved to allow Carr and Associates to
investigate current condition and potential of Municipal Well No.
5, seconded and carried.
