09/22/1986 - Regular - MinutesPort Orchard, Washington September 22, 1986 Council of the City of Port Orchard, Washington, called to regular session by Mayor Leslie J. Weatherill. Councilmembers present: Clauson, Wilson, Childress, Geiger, Lloyd, Grosso and Grable. Also present: City Attorney McCluskey, Fire Chief Snow, Police Chief Mathews, City Engineer Curles, City Clerk Hower and Administrative Assistant Thomas. Councilman Clauson led the audience and Council in the Pledge of Allegiance. On motion by Councilman Grosso, seconded by Councilman Clauson, Council approved the minutes of the September 8, 1986 meeting as distributed with the following correction: Page three, paragraph three, should read seconded by Councilman Clauson and carried.". Mayor Weatherill requested Council confirmation on appointment of Bob Freudenstein as City's representative to the Board of Directors for Kitsap County Community Action Program. Councilman Grosso moved to confirm the appointment of Bob Freudenstein as City's representative to the Board of Directors for Kitsap County Community Action Program, seconded by Councilman Grable and carried. Clyde Strickland and Blaine Highfield, Economic Development Council outlined EDC's efforts to pull County and City's together to further develop Kitsap County economically and also requested consideration for appropriation from the 1987 budget. Mayor Weatherill reopened Public Hearing (continued from 8/25/86), regarding proposed revision to City of Port Orchard Subdivision Ordinance establishing new rules, regulations and procedures. City Engineer and City Attorney reviewed proposed revisions to the Subdivision Ordinance and requested public hearing be continued. Mayor Weatherill and Council concurred and announced Public Hearing is continued to October 13, 1986 Council meeting. City Clerk reported on bid opening held September 19, 1986 at 3:00 p.m. relative to Call for Bids for repairs to 810 Bay Street. Bids were received as follows: Bruce Construction + bid bond $15,263.66 Port Builders No Bid Bond 21,528.00 (disqualified) Engineer's Estimate $23,500.00 Jim Schuler, owner of 810 Bay Street, questioned bid process and requested permission to be allowed a 60 day stay to effect repairs to building himself. Engineer Curles informed Council Mr. Schuler received notification of commencement of bids proceedings and schedule in July of 1986. On motion by Councilman Wilson, seconded by Councilman Clauson, Council accepted the bidding as presented for the repairs to 810 Bay Street and approved awarding contract to Bruce Construction as low bidder in amount of $15,263.66. September 22, 1986 Page Two Councilman Grosso moved to approve Ordinance No. 1361, fixing the amount of Ad Valorem taxes to be raised for the Year 1987, seconded by Councilman Grable and carried. Councilman Wilson moved to continue proposed Resolution No. 1429, adopting roadway standards for review by Street/Alley Committee, seconded by Councilman Clauson and carried. On motion by Councilman Grable, seconded by Councilman Wilson, Council approved Proclamation declaring October 12, 1986 as, "The Day of Unity for Battered Women". Councilman Wilson moved to turn over to insurance company, Claim for Damages as submitted by Verne Hoskins. Motion failed for lack of second. Councilman Grosso moved to accept Claim for Damages for repairs to 1986 Dodge 0-50 pickup truck, as submitted by Vern Hoskins and authorized settlement in best interest of the City, seconded by Councilman Grable and carried with 6 ayes and 1 nay. Councilman Wilson voting nay. Councilman Geiger moved to remove late charges from utility bills for William J. Chaussee, 1248 GarrisiOn.Avenue, seconded by Councilman Clauson and carried. Maaren Jensen, senior South Kitsap High School, requested Council allow the high school north parking lot gate no. 4 to be open to help traffic egress from parking lot after school. Dennis Goin, Principal South Kitsap High School, addressed Council regarding high schools parking problem and assured Council that if parking lot gate no. 4 is opened he would monitor situation and caution students this was on a trial basis for 30 days. Councilman Clauson moved to approve the opening of the South Kitsap High School north parking lot gate no. 4 to help traffic egress from parking lot after school on a 30 day trial period and Police Chief is to review traffic situation during the trial period, seconded by Councilman Grosso and carried. Ken Greive, HUD area manager, Century 21 Realty - Cameron Realty, addressed Council regarding turn off proceedings at 1113 Tacoma, property owned by Federal Government. Councilman Grosso moved to waive turn off proceedings at 1113 Tacoma Avenue, property owned by Federal Government, seconded by Councilman Wilson and carried. Mayor Weatherill called for recess and reconvened meeting at 9:30 p.m. Councilman Grosso requested to be excused from Council action regarding Claim for Damages submitted by Mrs. Walter Lundberg due to conflict of interest. Dave Hedger, attorney for Mrs. Walter Lundberg reviewed documents with Council regarding U.L.I.D. assessment No. 3624-013-014-2003. September 22, 1986 Page Three Councilman Geiger moved to table matter concerning Lundberg U.L.I.D. Assessment No. 3624-013-014-2003 to allow City Attorney time to contact Michael McCormick for more information on this U.L.I.D assessment, seconded by Councilman Lloyd and carried. On motion by Councilman Geiger, seconded by Councilman Wilson, Council authorized a draft ordinance be prepared enpowering the City Clerk to grant credit for sewer charges for vacant offices. Councilman Grable questioned status of residential parking permits. Councilman Geiger moved to refer residential parking permits to street/alley committee for further research, seconded by Councilman Lloyd and carried. Vouchers audited and certified by the auditing officer (City Clerk) as required by RCW 42.24.080, and those expense reimbursement claims certified as required by RCW 42.24.090, have been recorded on a listing and made available to the Council. On motion by Councilman Geiger, seconded by Councilman Clauson, Council unanimously approved payment of those vouchers as follows: Claims Warrant No. 7714-7453 in the total amount of $82,174.82. Council addressed letter from Municipal Court Judge Jerry Dolan requesting redesignation of parking time limits on street adjacent to Municipal Court. Request referred to Street/Alley Committee for recommendation. Councilman Clauson noted the Municipal Court has submitted 1987 budget proposal direct to Councilmembers and requested court administration be instructed to follow established budget preparation process in the future. Councilman Clauson moved to authorize purchase of telephone with automatic dialer (emergency telephone dialer to CenCom - 911) which will be compatible with the City's new telephone system, seconded by Councilman Grable and carried. Councilman Clauson moved to authorize the Mayor to sign letter assuring IAC that the City's local share is available if the IAC grant to repair the boat launch is approved, seconded by Councilman Grosso and carried. Councilman Geiger moved to allow the Mayor to sign Change Order No. 1 for the traffic control light at Tremont and Sidney in the amount of $426.89, seconded by Councilman Grable and carried. Councilman Geiger moved to authorize initiation of proceeding to form an L.I.D. (for construction of sewer main) from 1125 Bethel Ave. (Port Orchard Post Office) to Lincoln Avenue, seconded by Grosso and carried. On motion by Councilman Clauson, seconded by Councilman Grosso, Council set October 13, 1986 at 7:45 p.m., as date and time for Public Hearing regarding Planning Commissions recommendation for Comprehensive Plan Designation of industrial for proposed "Wilkins Annexation" area.
