October 27, 1986
Council of the City of Port Orchard, Washington, called to
regular session by Mayor Leslie J. Weatherill. Counci1rae,mbers
present: Clauson, Wilson, Geiger, Lloyd, Grosso and Grable.,
Councilman Childress absent. Also present: City Attorney
McCluskey, Fire Chief Snow, Police Chief Mathews, City Engineer
Curles, City Treasurer Miller, City Clerk Hower and
Administrative Assistant Thomas.
Councilman Geiger led the audience and Council in the Pledge of
Allegiance.
On motion by Councilman Grosso, seconded by Councilman Grable,
Council approved the minutes of the October 13, 1986 meeting as
am --ended to include tha following paragraph: Councilman Grosso
requested proposals be solicited for the positions of City
Attorney and Public Defender for the 1987 Budget year.
Dave Dein, General Manager, Olympic Cablevision, introduced
himself to the Mayor and Council and extended an invitation to
city officials to tour Olympic Cablevision facilities.
Mayor Weatherill stated he would deviate from regular agenda
sequence and at this time matter of Claim for Damages as
submitted by Mrs. Walter Lundberg would be recognized by Council.
Mayor Weatherill excused Councilman Grosso from Council action
regarding Claim for Damages submitted by Mrs. Walter Lundberg due
to conflict of interest.
Jean Leonard, who worked with Mike McCormick on ttfie grant
applications, addressed Council stating she had tZlIked iv7 firs.

Bernice Lundberg Mayo questioned Mrs. Leonard conce—rting seer
contact with Mrs. Walter Lundberg.
After much discussion Councilman Clauson moved to deny Claim for
Damage - U.L.I.D. Assessment No. 3624-013-014-2003 as submitted
by Mrs. Walter Lundberg, seconded by Councilman Grable and
carried.
Council discussed Claim for Damages as submitted by Kyle D.
Williams requesting to be relieved from penalties and interest on
U.L.I.D. Account No. 4689-004-001-O001.
Kyle D. Williams spoke and responded to questions regarding his
Claim for Damages - U.L.I.D. - Assessment No. 4689-004-001-0001.
Councilman Grosso moved to accept Claim for Damages as submitted
by Kyle D. Williams but to only authorize removal of penalties
from U.L.I.D. Account No. 4689-004-001-0001 in the amount of
$37.03, seconded by Councilman Geiger and carried.
Councilman Clauson moved to approve Ordinance No. 1363, amending
Comprehensive Plan Map to include proposed .Wilkins Annexation
area with the designation of "Industrial", seconded by C'uncilman
Grable and carried. LEGAL DESCRIPTION -attachment "A".
Councilman Wilson moved to adopt Resolution No. 1431,apffrovinq
the issuance of a Special Use Permit to Paragon, Inc, t',.� ow
use of property at 817 Sidney as a church and office fo4cil—

Councilman Grosso moved to adopt Resolution No. 1432, approving
the issuance of a Special Use Permit to Lloyd Trail, to allow
retail sales of miscellaneous new and used merchandise at 1883
Bay Street, with the following condition: "Parking does not
encroach into street or upon the future sidewalk along Say
Street", seconded by Councilman Nilson and carried. LEGAL
DESCRIPTION: Lots, 13, 14, & 15, Block 34 Annapolis, recorded in
Volume 1 of Plats, pages 64 & 65, as per records of Kitsap
County, Washington.
Councilman Geiger moved to adopt Resolution No. 1433, authorizing
federal agency repossessed houses be exempt from water -sewer turn
off procedures, seconded by Councilman Wilson and carried.
Jim Huff, addressed Council regarding removal of political signs
from City right-of-way.
After much discussion Council advised Mr. Huff that City policy
is that any sign placed in City right-of-way without permission
will be removed.
Ardith Fowler, 620 Kitsap Street, spoke to Council concerning
parking tickets issued to her tenants who were parked in parking
zones posted "No Parking 7-8 a.m." on Kitsap Street. She
contended "No Parking 7-8 a.m." ma'lkes it difficult for :residents
to park on street overnight. Mayor Weatherill referred matter to
Street/Ailey Committee for recommendation.
Mayor Weatherill called for recess and reconvened mGetinq at 9:20
p.m.
Councilman Clauson moved to remove from the :.ab i r , C'E a n., For
Damages, submitted by Ellen Mae White (Martinez",tcr U,L x.D.
Account No. 4536-006-006-0005, seconded by Coucjc il:rar� c sso and
carried.
The City Treasurer and City Attorney outlined results of research
on Claim for Damages submitted by Ellen Mae White (Martinez) for
U.L.I.D. Account No. 4536-006-006-0006. It appears this is an
invalid account.
Councilman Grosso moved to approve Claim for Damages submitted by
Ellen Mae White in the amount of $945.35 for U.L.I.D. Account No.
4536-006-006-0006. The payment made on 5/8/85 by Mrs. White of
$123.43 is non-refundable, seconded by Councilman Geiger and
carried.
Attorney McCluskey spoke concerning Claim for Damages submitted
by Rockwell Condominium Homeowners' Association and reported
further research is necessary.
Councilman Wilson moved to table Claim for Damages, submitted by
Rockwell Condominium Homeowners' Association for U.L.I.D.
Assessment No. 80070000000006, seconded by Councilman Clauson and
carried.
Councilman Grosso moved to remove from the table proposed 1987
Consolidated Animal Services Control Agreement, seconded by
Councilman Clauson and carried.
Councilman Grosso called for question on Motion presentee a-, the
October 13, 1986, Council Meeting, to approve the 1987
Consolidated Animal Services Control Agreement. Motion carried
with 6 ayes.

Mayor Weatherill reopened Public Hearing (continued from
8/22/86), regarding proposed revision to City of Part Orchard
Subdivision Ordinance establishing new rules, regulations and
procedures.
Mayor Weatherill called for further public input. No response.
City Engineer outlined proposed final plat application
procedures.
Mayor Weatherill closed public input portion of hearing on
proposed revision to City of Port Orchard Subdivision Ordinance
establishing new rules, regulations and procedures.
Councilman Geiger moved to approve Ordinance No. 1362, amending
Ordinance No. 951 establishing new rules, regulations and
procedures in oi,dcr Co fully emplement the subdivison of land
within the City of Part Orchard, seconded by Councilman Grosso
and carried.
Councilman Clauson moved to approve Resolution No. 1430,
establishing administrative fees to process subdivision
applications, seconded by Councilman Grable and carried.
Councilman Grosso requested a letter be sent to Scott Scribner,
advising him of City Attorney's action regarding grave site north
of fire station No. 2.
Councilman Clauson moved to set November 10, 1986 at 7:45 p.m., as
date and time for Public Hearing regarding proposed amzndiment to
Zoning Ordinance No. 1163 to establish rules and r€quilatioris to
allow group homes within the City of Port Orchard, secon ec by
Councilman Grosso and carried.
Councilman Clauson moved to set November 10, 41936 at 2.00 P-rrs. ,
as date and time for Public Hearing regarding proposed
reconsideration of Condition No. 1 of Ordinance No. 1327, which
amended Port Orchard Zoning Ordinance No. 1163; by amending the
area and use maps thereof, reclassifying certain property (Robert
Roland and Howard Roland, owners of record) located southwest
quadrant of SR 16/Sedgwick road interchange, seconded by
Councilman Wilson and carried.
Councilman Grosso commended the Port Orchard Volunteer Fire
Department and the Public Works Department for their efforts in
saving the City from extensive flood damage during rain storm
this past weekend.
Vouchers audited and certified by the auditing officer (City
Clerk) as required by RCW 42.24.080, and those expense
reimbursement claims certified as required by RCW 42.24.090,
have been recorded on a listing and made available to the
Council.
On motion by Councilman Geiger, seconded by Councilman Clauson,
Council unanimously approved payment of those: vouchers as
follows: Claims Warrant No. 7848-7893 in tine total anount of
$68,963.13.

preparation of the proposed 1987 City Budget.
