12/01/1986 - Special - MinutesPort Orchard, Washington December 1, 1986 Council of the City of Port Orchard, Washington, called to Special Session by Mayor Leslie J. Weatherill at 7:30 P.M.. Councilmembers present: Childress, Wilson, Geiger, Grosso and Grable. Councilmen Clauson and Lloyd absent. Also present: City Treasurer miller, Police Chief Mathews, City Engineer Curles, Fire Chief Snow and City Clerk Hower. Mayor Weatherill stated purpose of this special meeting is to discuss and finalize the proposed 1987 budget, including Federal Shared Revenue Funds. Mayor Veatherill requested Finance Committee Chairman give synopsis;of proposed budget. Councilman Robert Geiger, Chairman of Finance Committee outlined budget preparation process and proposed budget allocations with Current Expense Fund total $1,659,345; Street Fund total $286,460; Arterial Street Fund total $331,308; By -Pass Construction Fund total $232,000; Six -Year Emergency Medical Levy Fund total $33,000; Community Events Fund total $4,350; Special Investigative Fund total $9,600; Federal Shared Revenue Fund total $36,000; Federal Shared Revenue Fund carried forward $10,095; Water -Sewer Utilities Fund total $905,010; Wastewater Treatment Facilities Construction Fund total $618,000 making a total of Operating funds in the amount of $4,125,168. Other non -operating funds totaling $3,063,922 combined with Operating Funds bring total City of Port Orchard 1987 budget to $7,189,090. Mayor Weatherill called for public input on proposed 1987 City of Port Orchard Budget as presented by Councilman Geiger. Dave Libby, City Employee asked for clarification of allocation for ball park lights from Parks Departent Budget/Current Expense Fund. No other public input obtained. Mayor Weatherill declared public input closed. On motion by Councilman Geiger, seconded by Councilman Grable, the Port Orchard City Council approved the 1987 City Budget as presented.
