01/28/1985 - Regular - MinutesCouncil of the City of Port Orchard, Washington, called to regular
session by Mayor Weatherill. Councilmembers present: Clauson,
Childress, Wilson, Geiger, Miller, Grosso and Grable. Also present:
Attorney Haberly, Police Chief Mathews, City Engineer Curles, Fire
Chief Snow, City Clerk Hower and City Administrative Assistant Kernan.
Councilman Clauson led the audience and Council in the Pledge of.
Allegiance.
On motion by Councilman Geiger, seconded by Councilman Grable
and carried, Council approved the minutes of the January 14, 1985
meeting as circulated.
Fire Chief Bill Meigs of Kitsap County Fire District spoke to
Council regarding aid calls and ambulance service." He expressed
"pleasure to be associated with the City of Port Orchard".
Commissioner Ed McFee accompanied Mr. Meigs.
Bill Peterson of Parametrix, Inc., presented a brief summary on
the new Comprehensive Water System Plan Update.
Councilman Geiger moved to adopt proposed Resolution No. 1377
establishing certain benefits for Port Orchard, Non -Union Employees;
seconded by Councilman Clauson and carried.
Councilman Geiger moved to table proposed Resolution No. 1378 which
would establish certain benefits for Port Orchard Management employees;
seconded by Councilman Grosso and carried.
Councilman Clauson moved to adopt Resolution 1379 amending Resolution
No. 1285 by deleting a specific condition of approval from Special
Use Permit for property located at 623 Dwight; seconded by Councilman
Wilson and carried.
Councilman Grosso moved to pursue the insurance proposal presented
by Wolfstone, Donley & McMannama, Inc. for LEOFF II uniformed
personnel; seconded by Councilwoman Miller and carried.
South Kitsap Pony -Colt League's request to renew lease agreement
with the -City of Port Orchard was referred to City Attorney for review.
City Engineer reported water line and meter serving Janice Richards;
228 Seattle Avenue have been replaced and relocated. He informed the
Council a leak was found in the water line serving Mrs. Richards'
property causing an over run charge on her account.
On motion by Councilman Geiger, seconded by Councilman Clauson and
carried, Council unanimously approved waiving November -December
water over run charge of $42.10 on Mrs. Janice Richards' account
for 228 Seattle Avenue.
Councilman Geiger moved to authorize payment of the bills in the
amount of $293,616.18 (Warrant No. 4909-4925), and the January payroll
in the amount of $92,035.07 (Warrant No. 104086-104193); seconded by
Councilman Clauson and carried.

Councilman Grable requested a recommendation from the Handicapped
Parking Research Committee for next Council meeting regarding
handicapped parking spaces near the entrance to the library.
Councilman Grosso moved to allow Councilman Clauson be excused
from the next Council meeting; seconded by Councilman Wilson and
carried.
City Engineer requested guidance regarding type and expense of
phone system for new Municipal Court facility. Phone system details
were referred to the Telephone Committee fora recommendation at
next Council meeting.
At 4:30 P.M.; January 28, 1985, City Clerk opened and read aloud
the following six bids received in response to Ca11 for Bids for.
Bay Street Light Retrofit. Bids read as follows:

Council requested City Engineer review bids for conformance to
specifications and give recommendation at next Council meeting.
Councilman Wilson moved Mayor be authorized to sign change order
to Sidney Avenue Water Rezone Contract for additional $902.83;
seconded by Councilman Clauson and carried.
Councilman Grosso moved to adopt 1984 Comprehensive Water Plan Update
as prepared by Parametrix, Inc.; seconded by Councilman Grable and
carried.
Councilman Grosso moved to adjourn meeting, seconded by Councilman
Grable and carried.
