ABEL, MAYOR COUNCILMEMBERS: John Clauson -Excused Todd Cramer Robert Geiger Rita Diienno Carolyn Powers Ron Rider Rick Wyatt, Mayor Protem ALSO PRESENT: Treasurer Kristine Tompkins, City Clerk Etgen, and Planning Director Joanne Long-Woods. 6:30P.M. CALL TO ORDER Mallory Jackson led the audience and Council in the Pledge of Allegiance. Council Member Wyatt moved and Council Member Rider seconded a motion to excuse Council Member Clauson from this meeting. Motion carried. PUBLIC HEARING: 2005 Budget Proposal Mayor Abel opened the public hearing to public testimony at 6:31 p.m. With no one wishing to testify, the public hearing was closed at 6:31 p.m. Council Member Geiger moved and Council Member Wyatt seconded a motion to approve the 2005 preliminary budget as presented and direct staff to prepare an ordinance for passage at the December 13, 2005 council meeting. Treasurer Tompkins reviewed the changes made to the expenditure and revenues per Council's earlier direction. Council Member Geiger expressed concern over the proposed parking fine increase from $10 to $20, and felt only $25,000 should be budgeted for the marquee removal. He proposed $25,000 be put towards a Local Improvement District (LID) fund. Council Member Geiger moved and Council Member Powers seconded a motion to amend the original motion to change the parking fines from $10 to $15, rather than $20. Motion failed with Council Member Powers casting an · affirmative vote, and Council Members Cramer, Geiger, Dilenno, Rider and Wyatt casting dissenting votes. Minutes of December 6, 2004 Page 2 of 2 Council Member Geiger moved and Council Member Powers seconded a motion to amend the main motion to change the street budget marquee expenditure to $25,000 and create a fund called the "LID assistance fund for residential neighborhood street improvements" in the amount of $25,000. Motion failed with Council Members Geiger and Powers voting in the affirmative, and Council Members Cramer, Diienno, Rider and Wyatt casting dissenting votes. Upon vote, the main motion to approve the 2005 preliminary budget as presented and direction to staff to prepare an ordinance for passage at the December 13, 2004 council meeting passed with Council Members Cramer, Diienno, Powers, Rider and Wyatt casting affirmative votes, and Council Member Geiger casting a dissenting vote. EXECUTIVE SESSION Council moved into executive session for the purposes of discussing labor negotiation issues at 7:21 p.m., reconvening into regular session at 7:46 p.m. Council Member Rider announced there would be a Sewer Advisory Committee meeting on December 8, 2004 at 6:30 p.m. at City Hall.
