02/11/1985 - Regular - MinutesOn motion by Councilman Grable, seconded by Councilman Grosso, Council approved the minutes of the January 28, 1985 meeting as circulated: Council addressed letter from Orval and Mary Lou. -Bray regarding 1976 easement agreement. Council addressed letter from James S. Hall requesting informa- tion on building and fire code requirements to build on his property located at the Southeast corner of Sroufe & Harrison Streets. City Engineer reported on bid opening of January 31, 1985; 9:30 A.M., at which time City Clerk opened and read aloud the following two bids received in response to Call for Bids for Compaction Unit. Bids read as follows: Unit Cost 1. Case Power & Equipment HED SS-6000 $4,840 2. Aukland Tool Stanley HS-6000 $6,750 City Engineer recommended Council accept low bid. Councilwoman Miller moved to accept and award bid for purchase . of Compaction Unit to Case Power and Equipment ($4,840) seconded by Councilman Geiger and carried. Councilman Grosso moved to adopt Ordinance No. 1302 providing for administrative variances to the City of Port Orchard Comprehensive Zoning Ordinance; seconded by Councilwoman Miller and carried. Esther Sicks, of the Port Orchard Chamber of Commerce requested City representation at a welcoming ceremony, February 12, 1985, for the men of the USS Pargo, a naval submarine being adopted by the Port Orchard Chamber of Commerce.. Esther Sicks also invited City officials to a reception honoring officers and crew members of the submarine, February 22, 1985. Councilman Grosso moved to adopt Resolution No. 1380 requesting the U.S. Post Office Department relocate its southern security fence and to provide a public footpath between Mitchell and Bethel Avenues; seconded by Councilwoman Miller and carried. Mayor Weatherill announced that FAUS funds in theamountof $149,000.00 have been allocated to the City of Port Orchard for installation of a signal at the intersection of Sidney & Tremont and for redesigning the Westbay intersection. ana carriea. Bids read as follows:' Net Bid Price 1. Commercial Electric $3,585.00 +bid bond 2. Pacific Electric 3,923.00 +bid bond 3. Signal Electric 4,200.00 no bid bond 4. Deno Electric 4,638.22 +bid bond 5. Lucky's Electric 4,675.00 +bid bond 6. Breaker Construction 4,892.00 +bid bond The low bid of $3,585.00 plus tax, submitted by Commercial Electric of Bremerton, is recommended by the City Engineer as the bidder -to be awarded. Puget Power has indicated that they will reimburse the City for approximately 700 of the cost of the low bid plus tax, as part of their energy conservation program, bringing the cost down to $1,100 payable from the City. Councilwoman Miller moved to accept low bid and to authorize Mayor to sign the contracts with both Commercial Electric and Puget Power, for Bay Street Retrofit. Councilwoman Miller moved to authorize installation of phone lines as needed for the new Municipal Court at 736 Prospect; seconded by Councilman Geiger and carried. Councilman Geiger moved to remove Resolution No. 1378 from the table; seconded by Councilman Grossoand carried. Councilman Geiger moved to adopt Resolution No. 1378 establish_ ing certain benefits for Port Orchard management employees; seconded by Councilman Grosso and carried.' Councilman Geiger moved to amend article 15 of the Teamsters Section 5 - ate Laws Applicable. Nottr::g contained ,in this chapter shall be construed as an attempt to modify, in any way the ;laws of the State of Washington relating to firemen's relief and pensions and police relief and pension and/or the.existing rules and regulations of the Civil Service Commission pertaining to vacation and sick leave of .the police department and the fire department.
