Port Orchard, Washington
Council of the City of Port Orchard, Washington, called to
regular session by Mayor Weatherill. Councilmembers present:
Clauson, Childress, Wilson, Geiger, Grosso and Grable.
Councilwoman Miller excused. Also present: Attorney Haberly,
Police Chief Mathews, City Engineer Curles, Fire Chief Snow,
City Clerk Hower and Administrative Assistant Kernan.
Councilman Clauson led the audience and.Council in the Pledge
of Allegiance.
On motion by Councilman Grosso, seconded by Councilman Grable,
Council approved the minutes of the February 11, 1985 meeting
as circulated.
Dr. S.S. Lin and Kurt Larson of Kramer, Chin and Mayo presented
video tape inspection of new Wastewater Treatment Outfall. .
Councilman Clauson moved to refer to insurance carrier Claim
for Damages which was submitted by Gary Phillips in amount of
$750.00 for damages to basement and stored goods; seconded by
Councilman Grosso and carried.
Clerk submitted the following two bids received in response to
Call for Bids for purchase of a Pickup Truck. Bids were
publicly opened and read.aloud on February 21, 1985 at 4:45 P.M.

Tacoma Dodge
Councilman Wilson moved.to accept low bid and to award the bid
for purchase of Pickup Truck to Brian Wilson's Tacoma Dodge
for $7,337.64; seconded by Councilman Grosso and carried.
Clerk submitted the following six bids received in response to
Call for Bids for sale of Firewood. Bids were publicly opened
and read aloud on February 21, 1985 at 4:30 P.M.

Councilman Wilson moved to accept the high bid and to award the
bid for sale of Firewood to Michael Shipman for $311.00; seconded
by Councilman Grable and carried.

publicly opened and read aloud on February 25, 1985 at 4:30 P.M.

Office Systems
Councilman Grosso moved to accept the low bid and to award the
bid to purchase two copy machines to Vanguard Office Systems
for $5,898.00; seconded by Councilman Grable and carried.
Councilman Geiger moved to adopt Resolution No. 1381 authorizing
interfund transfer loans for the Wastewater Treatment Facilities
Construction Fund; seconded by Councilman Grosso and carried.
Dale Rinkle and Paul Buettgenbach of Budget Towing requested Council
consider amending Resolution No. 1244, Part D to delete requirement
that tow company impound lots be manned from 9:00 A.M. to 6:00 P.M.,
Monday'through Friday, and''.institute requirement that tow company
personnel be available to impound lots 24 hours a day. Mayor
referred matter to Police Committee with assistance from City
Attorney for recommendation.
Mr. Gary Vennes and Mr. Harold Moritz voiced opposition to the
proposed reopening of Bothwell Street Group Home as Freedom
House Drug & Alcohol Rehabilitation Center.
Clerk read letter from Mr. Ralph Stewart supporting reopening
of Freedom House on Bothwell. Mayor requested City Engineer
verify zoning of Bothwell Street area.
Mr. Clarence Dahlke recommended traffic revision at Bethel "Y
Council supported Mr. Dahlke's recommendation but stated the City
has no jurisdiction over highway's and suggested Mr. Dahlke
submit his recommendation to the State Department of Transporta-
tion.
Elaine Perkowitz, President of Women's Veterans of Foreign Wars
requested Council establish a 4-hour parking area in waterfront
parking lot located between Sidney and Fredrick Avenues. Mayor
referred matter to Street and Alley Committee for recommendation.
Mayor called recess at 9:00 P.M.
Mayor called meeting back to regular session at 9:15 P.M.
Councilman Clauson moved to table proposed Bremerton/Kitsap
County Visitor and Convention Bureau agreement with City of
Port Orchard; seconded by Councilman Wilson and carried.

Councilman Grable moved to deny parking lot management proposal
from Jim Lambert, Diamond Parking, and instructed Clerk to write
letter thanking Mr. Lambert for his time and interest; seconded
by Councilman Grosso and carried.
Councilman Grosso moved to adopt Resolution No. 1382 fixing
date of Public Hearing on Petition for Vacation of Portion
of Perry Avenue for Monday; March 25, 1985; 7:45 P.M.; seconded
by Councilman Clauson and carried. Petition submitted by Perry
K. Wilson.
Councilman Wilson moved to set March 11, 1985; 7:45 P.M. as
date and time of Public Hearing for Zone Reclassification as
submitted by Ron Ross, (Northwest corner of Sweany St. and
Sidney Ave.); seconded.by Councilman-Clauson and carried.
Councilman Grosso moved to set March 11, 1985; 8:00 P.M. as
date and time of Public Hearing for Zone Reclassification as
submitted by C.J. Investments/Jim James, (Northeast corner
of Sidney and Tremont); seconded by Councilman Clauson and
carried.
Councilman Grable moved to hold over request for recommendation
from Handicapped Research Committee regarding handicapped parking
spaces near the entrance to the library until next Council
meeting; seconded by Councilman Clauson and carried.-
Councilman Grosso moved to prepare a resolution directed to
the President and Washington State Congressional and Legislative
delegates requesting the Federal Shared Revenue Grant Program,
currently the most cost-effective program available to local
governments, be continued; seconded by.Councilman Clauson and
carried.
Councilman Geiger moved to authorize payment of the bills in the
amount of $32,525.90 (Warrant No. 5088-5141); seconded by
Councilmlan Clauson and carried.
Councilman Clauson moved to authorize Mayor sign Change Order
#6 for security fence on ByPass Bridge at a cost of $2,000;
seconded by Councilman Grosso and carried.
