Port Orchard, Washington
Council of the City of Port Orchard, Washington, called to
regular session by Mayor Leslie J. Weatherill. Council -
members present: Clauson, Childress, Wilson, Geiger, Miller,
Grosso and Grable. Also present: Attorney McCluskey, Police
Sargeant Loftin, City Engineer Curl es, Fire Chief Snow and
City Clerk Hower.
Councilman Clauson led the audience and Council in the Pledge
of Allegiance.
On motion by Councilman Grosso, seconded by Councilman Grable,
Council approved the minutes of the August 12, 1985 meeting
as distributed with the following corrections:
1. Page 1, paragraph 7, line 1 should read, "Mayor Weatherill
called for public input in support of amending ...".
2. Page 3, paragraph 10, line 5 change word "board" to Council.
Elizabeth Jackson, 614 Dwight presented concern that construction
of Kitsap County Division Street parking lot is not proceeding
as approved by the City Council. She stated plans for screening
has been reduced substantially.
Mr. Donald Loop, 612 Dwight outlined problems he has incurred
with Kitsap County Division Street parking lot construction.
Mayor Weatherill assured Mrs. Jackson and Mr. Loop, he would
personally contact Kitsap County officials on this matter.
Letter received from J. Larry Paulson offering to lease or sell
to the city property located at 219 Prospect Street was discussed.
Councilman Grosso moved to authorize Mayor Weatherill to respond
to letter from J. Larry Paulson and thank him for offer but
at this time the City is not seeking to expand city facilities,
seconded by Councilman Grable and carried.
On motion by Councilman Geiger, seconded by Councilman Grosso,
Council adopted Ordinance No. 1315 establishing duties of
abutting property owners for maintenance of sidewalks and
providing penalties for violations.
On motion by Councilman Wilson, seconded by Councilman Grosso,
Council approved Resolution No. 1403 authorizing segregation of
property within U.L.I.D. No. 1 in accordance with Section 35.44.410
Revised Code of Washington (Alan J. Kempen/State of Washington,
Department -of Transportation).
On motion by Councilman Wilson, seconded by Councilman Grosso,
Council approved Resolution No. 1404 authorizing segregation of
property within U.L.I.D. No. 1 in accordance with Section 35.44.410

On motion by Councilman Clauson, seconded by Councilman Grosso,
Council set September 23, 1985, 7:45 P.M. as date of Public Hearing
relative to proposed amendment to Port Orchard Zoning Ordinance
No. 1163 to allow Day Care Facilities in Commercial -General Zoning
District.

On motion by Councilman Clauson, seconded by Councilman
Wilson, Council approved Resolution No. 1405 authorizing
segregation of property within U.L.I.D. No. 1 in accordance
with Section 35.44.410 Revised Code of Washington. (Mary
Bell/State of Washington, Department of Transportation).
Engineer Curles outlined report prepared by the Handicap
Advisory Committee recommending improvements for handicap
access to public buildings. Council thanked City Engineer
Curles and the Handicap Advisory Committee for their time
and dedication in compiling this detailed report and stated
recommendations for improvements would be considered during
annual budget process.
Draft ordinance relative to definitions and regulations for
mobile home parks was discussed. David Card and Bill Nurse,
property owners questioned affect of proposed ordinance on
existing mobile home facilities. It was the consensus that
existing facilities would be "grandfathered" until such time
as they were expanded. Proposed appeal process and adminis-
tration of licensing and collection of fees were also discussed..
Matter continued until next meeting.
On motion by Councilman Geiger, seconded by Councilwoman Miller,
Council approved extending moratorium on applications for mobile
home parks for an additional sixty (60) days. (No applications
are pending).
Councilman Geiger reported Elaine Unterseher questioned him
if the City could require owner of demolished building (behind
812 Hull) to clean up and remove debris. matter referred to
City Engineer/Fire Marshall/and Health Department.
On motion by Councilman Grosso, seconded by Councilman Grable,
Council authorized City Engineer to proceed with plans, specifi-
cations for drilling of new City water well.
Vouchers audited and certified by the auditing officer (City
Clerk) as required by RCW 42.24.080, and those expense reimburse-
ment claims certified as required by RCW 42.24.090, have been
recorded on a listing and made available to the Council.
On motion by Councilman Geiger, seconded by Councilwoman Miller,
Council unanimously approved payment of those vouchers as follows:
(Claim Warrants No. 05955-05993, in the total amount of $42,594.62.)
Mayor Weatherill read note from Peggy Caldon thanking the City
for having Bay Street cleared of parked cars on August 18, 1985
allowing participants in the street fair to unload their things
and set up Western Days Street Fair.
Councilman Wilson moved to name that portion of the new Port
Orchard By Pass road which is in the city limits Lund Avenue.
Motion died for lack of second.
On motion by Councilman Grosso, seconded by Councilwoman Miller,
Council authorized Mayor Weatherill to sign State of Washington,
Department of Community Development, Local Development and
Housing Division, 1985 Rental Rehabilitation Program Grant
Agreement Number R84SG530106 in the amount of $60,000 for
Sidney Hotel Project.

On motion by Councilman Clauson, Council moved to authorize
the Family Pancake House sign (6'X10') to be located in the
City right of way on Bethel Avenue contingent upon compliance
with following stipulations; (A) sign not to affect sight
distance; (B) sign shall be removed at owners expense when
road improved; (C) City shall be named as additional insured
in regard to sign only, seconded by Councilwoman Miller and
carried with six ayes and one nay. Councilman Wilson voting
nay.
City Engineer Curles reported on bid received in response to
Call for Bids to install insulated roof on a portion of City
Hall. Bid opened and read aloud on August 22, 1985 at 4:30
P.M. Single bid received was from A & N Construction in the
amount of $8,500 (Bid bond included as required.)
Councilman Grosso moved to accept bid received August 22, 1985
in response to Call for Bid to install insulated roof on a
portion of City Hall and awarded the contract to A & N
Construction in the amount of $8,500, seconded by Councilman
Geiger and carried.
Councilwoman Miller moved to approve City Attorney attendance
of Planning Commission Public Hearing as necessary, seconded
and carried.
