Port Orchard, Washington
Council of the City of Port Orchard, Washington, called to
regular session by Mayor Leslie J. Weatherill. Council -
members present: Clauson, Childress, Wilson, Geiger, Grosso
and Grable. Councilwoman Miller excused. Also present:
Attorney McCluskey, Police Chief Mathews, Fire Chief Snow,
City Engineer Curles, City Clerk Hower and Administrative
Assistant Thomas.
Councilman Grable led the audience and Council in the Pledge
of Allegiance.
On motion by Councilman Grosso and seconded by Councilman
Clauson, Council approved the minutes of the November 12, 1985
meeting as circulated.
Councilman Clauson moved to approve Ordinance No. 1328 creating
a fund to be known as the "Water -Sewer Equipment Replacement
Fund" for purchasing and/or replacing water -sewer equipment,
seconded by Councilman Wilson and carried.
Fire Chief Snow requested the City Attorney research the new
law regarding disposal of asbestos at a fire scene.
Councilman Grosso moved to authorize the Fire Department to
dispose of 440 gallons of Blood Foam which has deteriorated
and is unusable, seconded by Councilman Geiger and carried.
Councilman Wilson moved to authorize the Mayor to sign Water
Extension Agreement relative to water line installed by Grey
Chevrolet, seconded by Councilman Grosso.
Councilman Geiger moved to amend motion to attach formula
cost of individual future property water hookup fees and
record with Kitsap County Auditor against individual property
account numbers, seconded by Councilman Grosso and carried.
Original motion as amended to authorize the Mayor to sign

Mayor Weatherill opened 7:45 P.M. Public Hearing regarding
reconsideration of Ordinance No. 1159 and Ordinance No. 1195
which approved an application for Zone Reclassification as
submitted by Karen Plummer (March 23, 1981) for property
located at 1200 Bethel Avenue due to non-compliance of "Conditions
of Approval".
Councilman Geiger moved to continue Public Hearing regarding
reconsideration of Ordinance No. 1159 and Ordinance No. 1195
to December 9, 1985 Council Meeting at 7:45 P.M., seconded by
Councilman Grosso and carried.
Councilman Grosso moved to declare tires as surplus property
and to dispose of in best interest of the City, seconded by
Councilman Geiger and carried.

Councilman Grosso moved to set December 23, 1985 at 8:00 P.M.
as date and time of Public Hearing to consider whether
the City should repeal Ordinance No. 1308 relating to and
providing for the annexation of territory to the City of
Port Orchard, seconded by Councilman Geiger and carried.
Vouchers audited and certified by the auditing officer (City
Clerk) as required by RCW 42.24.080, and those expense reimburse-
ment claims certified as required by RCW 42.24.090, have been
recorded on a listing and made available to the Council.
On motion by Councilman Geiger, seconded by Councilman Clauson,
Council unanimously approved payment of those vouchers as
follows: (Claims) Warrant No. 6374-6402, in the total amount
of $20,163.79.
Councilman Grosso reported on problems created by Public Works
Employees responding as Volunteer Fireman during "working hours".
After much discussion, Councilman Grosso stated the Council
should adopt policy that City Employees respond "as they can"
with Fire Department having priority in an emergency situation.
Mayor Weatherill requested Fire Committee, Fire Chief and
City Engineer establish an active campaign for recruitment
for additional Volunteers who would be available during day time
hours.
Council requested City Attorney research City liability relative
to Fire Department and give report at next Council meeting.
Councilman Clauson requested executive session to discuss
potential litigation. Mayor Weatherill convened executive
session for 10 minutes.
Mayor Weatherill announced Councilman Grable has been appointed
to serve on Finance Committee to replace Councilwoman Miller.
Meeting adjourned at 9.16 P.M.
