01/23/1984 - Regular - MinutesPort Orchard, Washington January 23, 1984 Council of the City of Port Orchard, Washington called to order by Mayor L. Weatherill. Council members present: Clauson, Childress Wilson, Geiger, Miller, Grosso and Grable. Also present: Attorney McCluskey, Temporary Police Sergeant Loflin, Engineer Curles and Fire Chief Snow. Councilman Clauson led the Council and audience in the Pledge of Allegiance. ` On motion by Councilman Grosso, seconded and carried, Council approved the minutes of the January 9, 1984 meeting.as circulated. Petition received from Downtown Merchants Association regarding street and parking lot area cleaning was addressed with City,Engineer reporting adverse weather conditions, coupled with equipment breakdown have resulted in a decrease of normal street sweeping time. Under normal conditions the streets and parking areas are swept twice a week providing effective results. On motion by Councilman Grosso, seconded and carried, Council approved Ordinance No. 1262 amending the use and area maps of Ordinance No. 899; reclassifying certain property.owned by Jack :. Baush from Residential. High to Multiple Family.20. LEGAL DESCRIPTION: Lots 8 & 9,Block 19,•Annapolis'according to Plat recorded in Volume 1 of Plats, Page 64, together with the East 1 foot of Farragut Street, adjoining. On motion by Councilman Geiger, seconded and carried, Council approved Resolution No. 1336 creating a Secretarial Pool within the City Clerk's Office and providing for the salary thereof. Michael McCormick, Community Development Block Grant Coordinator, reported on status of Block Grant. Mr. McCormick informed Council everything is progressing quite well with approximately 600 applications having been received at the latest count; with more being received daily. Councilman Geiger moved to direct Mike McCormick to pursue investigation of requirements which would be necessary for the City to allow utilitization of uncommitted Community Block Grant funds for H.U.D. subsidized housing and nursing home assessments. Seconded and carried, with six ayes and one no. Councilman Wilson voting no. Councilman Grosso questioned status of ULID assessment appeals which do not appear to reflect in final assessments issued. Clerk reported he is in contact with Ray Richards and Assoc. office, ' which processed ULID assessment appeal applications_` and will report findings to Council. On motion by Councilman Geiger, seconded and carried, Council moved to contact computer consultants and obtain cost estimates for researching the equipment and programs necessary.to handle Police/Court work. On motion by Councilman Geiger, seconded and carried, Council approved payment of the bills in the amount of $37,942.17 (Warrant No. 03086-03101). Fire Chief Snow reported he has received a service agreement from AT&T in conjuntion with a request by; his office to move a piece of equipment. Chief Snow suggested the Special Committee, appointed by the Mayor to investigate potential upgrading of City telephone system, inquire into need of service agreements to alaintain current AT&T equipment. January 23, 1984 Page 2 Councilman Grosso moved to authorize the Mayor to sign service agreement with AT&T,if necessary,to maintain equipment which is essential to life safety/emergency equipment. Seconded and denied with three ayes and four nos. Councilman Grable, Wilson, Clauson and Childress voting no. Councilman Clauson questioned status of proposed employment contracts with non -union personnel. Mayor Weatherill reported he will contact appropriate persons for meeting to discuss items which should be addressed within non -union personnel employment c o--n-ta�t-s.
